A BILL
To make an appropriation for the provision of state1
matching funds for federal TRIO programs at Ohio2
institutions of higher education for the FY 3
2008-2009 biennium.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. All items in this section are hereby appropriated5
as designated out of any moneys in the state treasury to the6
credit of the General Revenue Fund. For all appropriations made in 7
this act, those in the first column are for fiscal year 2008 and 8
those in the second column are for fiscal year 2009. The9
appropriations made in this act are in addition to any other10
appropriations made for the FY 2008-2009 biennium.11

       The foregoing appropriation item 235-430, TRIO Programs,17
shall be used to provide additional funding for eight federal TRIO18
programs in Ohio for the FY 2008-2009 biennium. The funds shall be19
disbursed in a manner to be determined by the Board of Regents in20
order to match federal funds received for the programs by Ohio21
institutions of higher education. The appropriation shall be used22
each fiscal year as follows:23

       Within the limits set forth in this act, the Director of35
Budget and Management shall establish accounts indicating the36
source and amount of funds for each appropriation made in this37
act, and shall determine the form and manner in which38
appropriation accounts shall be maintained. Expenditures from39
appropriations contained in this act shall be accounted for as40
though made in the main operating appropriations act of the 127th 41
General Assembly.42

       The appropriations made in this act are subject to all43
provisions of the main operating appropriations act of the 127th 44
General Assembly for the FY 2008-2009 biennium that are generally 45
applicable to General Revenue Fund appropriations.46

       This section is not subject to the referendum. Therefore,47
under Ohio Constitution, Article II, Section 1d and section 1.47148
of the Revised Code, this section goes into immediate effect when49
this act becomes law.50
