| To make an appropriation for the provision of state | 1 |
| matching funds for federal TRIO programs at Ohio | 2 |

| Section 1. All items in this section are hereby appropriated | 5 |
| as designated out of any moneys in the state treasury to the | 6 |
| credit of the General Revenue Fund. For all appropriations made in | 7 |
| this act, those in the first column are for fiscal year 2008 and | 8 |
| those in the second column are for fiscal year 2009. The | 9 |
| appropriations made in this act are in addition to any other | 10 |
| appropriations made for the FY 2008-2009 biennium. | 11 |

| The foregoing appropriation item 235-430, TRIO Programs, | 17 |
| shall be used to provide additional funding for eight federal TRIO | 18 |
| programs in Ohio for the FY 2008-2009 biennium. The funds shall be | 19 |
| disbursed in a manner to be determined by the Board of Regents in | 20 |
| order to match federal funds received for the programs by Ohio | 21 |
| institutions of higher education. The appropriation shall be used | 22 |
| each fiscal year as follows: | 23 |

| Within the limits set forth in this act, the Director of | 35 |
| Budget and Management shall establish accounts indicating the | 36 |
| source and amount of funds for each appropriation made in this | 37 |
| act, and shall determine the form and manner in which | 38 |
| appropriation accounts shall be maintained. Expenditures from | 39 |
| appropriations contained in this act shall be accounted for as | 40 |
| though made in the main operating appropriations act of the 127th | 41 |
| General Assembly. | 42 |
| The appropriations made in this act are subject to all | 43 |
| provisions of the main operating appropriations act of the 127th | 44 |
| General Assembly for the FY 2008-2009 biennium that are generally | 45 |
| applicable to General Revenue Fund appropriations. | 46 |
| This section is not subject to the referendum. Therefore, | 47 |
| under Ohio Constitution, Article II, Section 1d and section 1.471 | 48 |
| of the Revised Code, this section goes into immediate effect when | 49 |
| this act becomes law. | 50 |
