A BILL
To amend Section 203.99.21 of Am. Sub. H.B. 66 of the 1
126th General Assembly to require the Department 2
of Development to establish one new foreign trade 3
office in India and one new foreign trade office 4
in China in fiscal year 2008.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That Section 203.99.21 of Am. Sub. H.B. 66 of the 6
126th General Assembly be amended to read as follows:7

       Sec. 203.99.21.  INTERNATIONAL TRADE8

       The foregoing appropriation item 195-432, International9
Trade, shall be used to operate and to maintain Ohio's10
out-of-state trade offices.11

       The Director of Development may enter into contracts with12
foreign nationals to staff foreign offices. The contracts may be13
paid in local currency or United States currency and shall be14
exempt from section 127.16 of the Revised Code. The director also 15
may establish foreign currency accounts under section 122.05 of 16
the Revised Code for the payment of expenses related to the 17
operation and maintenance of the foreign trade offices.18

       The foregoing appropriation item 195-432, International19
Trade, shall be used to fund the International Trade Division and20
to assist Ohio manufacturers and agricultural producers in21
exporting to foreign countries in conjunction with the Department22
of Agriculture.23

       Of the foregoing appropriation item 195-432, International24
Trade, up to $35,000 may be used to purchase gifts for25
representatives of foreign governments or dignitaries of foreign26
countries.27

       NEW CHINA AND INDIA TRADE OFFICES28

       In fiscal year 2008, the Department of Development shall 29
establish one new foreign trade office in India, at a location to 30
be determined by the Director of Development, and either one new 31
foreign trade office in the People's Republic of China, at a 32
location to be determined by the Director of Development, or 33
enhance an existing foreign trade office in the People's Republic 34
of China. The Director of Development may enter into contracts 35
with foreign nationals to staff these new foreign trade offices. 36
The contracts may be paid in local currency or United States 37
currency and shall be exempt from section 127.16 of the Revised 38
Code. The Director also may establish foreign currency accounts 39
under section 122.05 of the Revised Code for the payment of 40
expenses related to the operation and maintenance of the new 41
foreign trade offices.42

       Section 2. That existing Section 203.99.21 of Am. Sub. H.B. 43
66 of the 126th General Assembly is hereby repealed.44

       Section 3. The sections of law contained in this act are not 45
subject to the referendum. Therefore, under Ohio Constitution, 46
Article II, Section 1d and section 1.471 of the Revised Code, the 47
sections of law contained in this act go into immediate effect 48
when this act becomes law.49
