A BILL
To enact section 3701.135 of the Revised Code to 1
create the Autism Diagnosis Education Pilot 2
Program and to provide funding for the Pilot 3
Program by making an appropriation for the 4
biennium beginning on July 1, 2007.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3701.135 of the Revised Code be 6
enacted to read as follows:7

       Sec. 3701.135. (A) The autism diagnosis education pilot 8
program is hereby established in the department of health. The 9
program shall have the following goals:10

        (1) To educate health care professionals, teachers and other 11
educational personnel, child care providers, parents, early 12
intervention and developmental disabilities providers, and other 13
community-based services providers in this state regarding the 14
diagnosis of autism spectrum disorders, including the range of 15
symptoms that may indicate autism spectrum disorders and screening 16
tools;17

       (2) To promote appropriate standards for the diagnosis of 18
autism spectrum disorders in children, including screening tools 19
and treatment planning for children diagnosed with autism spectrum 20
disorders;21

        (3) To encourage physicians and other health care 22
professionals with expertise in screening, diagnosing, and 23
treating autism spectrum disorders to share that information with 24
other health care professionals in this state;25

        (4) To encourage the regional coordination of services to 26
facilitate the effective, timely treatment of children diagnosed 27
with autism spectrum disorders.28

        (B) The director of health shall contract with a public or 29
private entity to conduct or administer the autism diagnosis 30
education program. 31

       Section 2. Not later than December 31, 2008, the Director of 32
Health shall compile and submit to the Governor and the General 33
Assembly a written report describing the action taken under the 34
Autism Diagnosis Education Pilot Program since the effective date 35
of this section.36

        Not later than December 31, 2009, the Director of Health 37
shall compile and submit to the Governor and the General Assembly 38
a written report describing the action taken under the Autism 39
Diagnosis Education Pilot Program since December 31, 2008.40

       Section 3. All items in this section are hereby appropriated 41
as designated out of any moneys in the state treasury to the 42
credit of the General Revenue Fund. For all appropriations made in 43
this act, those in the first column are for fiscal year 2008 and 44
those in the second column are for fiscal year 2009. The 45
appropriations made in this act are in addition to any other 46
appropriations made for the FY 2008-2009 biennium.47

       AUTISM PILOT PROGRAM53

       The foregoing appropriation item 440-434, Autism Pilot 54
Program, shall be used for the establishment of the Autism 55
Diagnosis Education Pilot Program.56

       Within the limits set forth in this act, the Director of 57
Budget and Management shall establish accounts indicating the 58
source and amount of funds for each appropriation made in this 59
act, and shall determine the form and manner in which 60
appropriation accounts shall be maintained. Expenditures from 61
appropriations contained in this act shall be accounted for as 62
though made in the main operating appropriations act of the 127th 63
General Assembly.64

       The appropriations made in this act are subject to all 65
provisions of the main operating appropriations act of the 127th 66
General Assembly that are generally applicable to such 67
appropriations.68

       Section 4. Sections 1 and 2 of this act take effect on July 69
1, 2007.70

       Section 5. The sections of law contained in this act are not 71
subject to the referendum. Therefore, under Ohio Constitution, 72
Article II, Section 1d and section 1.471 of the Revised Code the 73
sections of law contained in this act go into immediate effect 74
when this act becomes law.75
