A BILL
To enact sections 4501.14 and 4503.94 of the Revised 1
Code to create "Teen Driver Education" license 2
plates. 3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.14 and 4503.94 of the Revised 4
Code be enacted to read as follows: 5

       Sec. 4501.14. There is hereby created in the state treasury 6
the teen driver education license plate fund, consisting of the 7
contributions that are paid to the registrar of motor vehicles by 8
applicants who obtain teen driver education license plates 9
pursuant to section 4503.94 of the Revised Code.10

       The department of public safety shall use the money in the 11
fund solely to fund the rental, lease, or purchase of the 12
simulated driving curriculum of the Michelle's leading star 13
foundation by boards of education of city, exempted village, 14
local, and joint vocational school districts. The department, in 15
consultation with the department of education, shall adopt rules 16
establishing a process for distributing money in the fund to those 17
boards.18

       Sec. 4503.94. (A) The owner or lessee of any passenger car, 19
noncommercial motor vehicle, recreational vehicle, or other 20
vehicle of a class approved by the registrar of motor vehicles may 21
apply to the registrar for the registration of the vehicle and 22
issuance of "teen driver education" license plates. The 23
application may be combined with a request for a special reserved 24
license plate under section 4503.40 or 4503.42 of the Revised 25
Code. Upon receipt of the completed application and compliance by 26
the applicant with divisions (B) and (C) of this section, the 27
registrar shall issue to the applicant the appropriate vehicle 28
registration and a set of "teen driver education" license plates 29
and a validation sticker, or a validation sticker alone when 30
required by section 4503.191 of the Revised Code.31

       In addition to the letters and numbers ordinarily inscribed 32
on the license plates, "teen driver education" license plates 33
shall bear an appropriate logo and the words "teen driver 34
education." The bureau of motor vehicles shall design "teen driver 35
education" license plates, and they shall display county 36
identification stickers that identify the county of registration 37
by name or number.38

       (B) "Teen driver education" license plates and a validation 39
sticker, or validation sticker alone, shall be issued upon receipt 40
of an application for registration of a motor vehicle under this 41
section; payment of the regular license tax as prescribed under 42
section 4503.04 of the Revised Code, any applicable motor vehicle 43
license tax levied under Chapter 4504. of the Revised Code, any 44
applicable additional fee prescribed by section 4503.40 or 4503.42 45
of the Revised Code, an additional fee of ten dollars, and a 46
contribution as provided in division (C) of this section; and 47
compliance with all other applicable laws relating to the 48
registration of motor vehicles.49

        (C) For each application for registration and registration 50
renewal notice the registrar receives under this section, the 51
registrar shall collect a contribution of fifteen dollars. The 52
registrar shall transmit this contribution to the treasurer of 53
state for deposit into the state treasury to the credit of the 54
teen driver education license plate fund created by section 55
4501.14 of the Revised Code.56

       The registrar shall transmit the additional fee of ten 57
dollars, which is to compensate the bureau for the additional 58
services required in the issuing of "teen driver education" 59
license plates, to the treasurer of state for deposit into the 60
state treasury to the credit of the state bureau of motor vehicles 61
fund created by section 4501.25 of the Revised Code.62
