A BILL
To enact sections 101.273, 103.30, and 141.012 of 1
the Revised Code to decrease by 5% the salaries 2
of General Assembly members and of the statewide 3
elected executive officers until certain 4
increases occur in the Gross Domestic Product of 5
Ohio.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 101.273, 103.30, and 141.012 of the 7
Revised Code be enacted to read as follows:8

       Sec. 101.273. (A) Beginning on the effective date of this 9
section and subject to Section 31 of Article II, Ohio 10
Constitution, the salaries of the officers and members of the 11
general assembly specified in section 101.27 of the Revised Code 12
shall be decreased by five per cent.13

       (B) Division (A) of this section applies only until the gross 14
domestic product of this state calculated and published under 15
section 103.30 of the Revised Code increases by not less than two 16
and one-half per cent per calendar year for two out of three 17
consecutive calendar years.18

       Sec. 103.30. Not later than the first day of June of each 19
odd-numbered year, the legislative service commission shall 20
calculate and publish the increase or decrease in the gross 21
domestic product of this state in chained 2000 dollars for the 22
two-year period ending on the immediately preceding thirty-first 23
day of December. The commission also shall calculate and publish 24
the increase or decrease for each calendar year of that two-year 25
period.26

       Sec. 141.012. (A) Beginning on the effective date of this 27
section and subject to Section 19 of Article III, Ohio 28
Constitution, the salaries of the governor, lieutenant governor, 29
secretary of state, auditor of state, treasurer of state, and 30
attorney general listed in section 141.011 of the Revised Code 31
shall be decreased by five per cent.32

       (B) Division (A) of this section applies only until the gross 33
domestic product of this state calculated and published under 34
section 103.30 of the Revised Code increases by not less than two 35
and one-half per cent per year for two out of three consecutive 36
calendar years.37
