A BILL
To amend section 4503.571 of the Revised Code to 1
create a "Purple Heart" motorcycle license plate.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4503.571 of the Revised Code be 3
amended to read as follows:4

       Sec. 4503.571.  Any person who has been awarded the purple5
heart may apply to the registrar of motor vehicles for the6
registration of any passenger car, noncommercial motor vehicle, 7
recreational vehicle, motorcycle, or other vehicle of a class 8
approved by the registrar that the person owns or leases. The 9
application shall be accompanied by such documentary evidence in 10
support of the award as the registrar may require. The 11
application may be combined with a request for a special reserved12
license plate under section 4503.40 or 4503.42 of the Revised 13
Code.14

       Upon receipt of an application for registration of a motor15
vehicle under this section and any required taxes, and upon 16
presentation of the required supporting evidence of the award of17
the purple heart, the registrar shall issue to the applicant the 18
appropriate motor vehicle registration and a set of license 19
plates and a validation sticker, or a validation sticker alone 20
when required by section 4503.191 of the Revised Code.21

       In addition to the letters and numbers ordinarily inscribed22
on the license plates, the license plates shall be inscribed with 23
the words "PURPLE HEART." The license plates shall bear county 24
identification stickers that identify the county of registration 25
by name or number.26

       The license plates and validation stickers shall be issued 27
without the payment of any registration fee and service fee 28
required by sections 4503.04, 4503.10, and 4503.102 of the 29
Revised Code, and without the payment of any local motor vehicle 30
license tax levied under Chapter 4504. of the Revised Code. The 31
applicant shall comply with all other applicable laws relating to 32
the registration of motor vehicles. If the application is 33
combined with a request for a special reserved license plate 34
under section 4503.40 or 4503.42 of the Revised Code, the license 35
plates and validation sticker shall be issued upon payment of 36
seventy-five per cent of the additional fee prescribed under 37
section 4503.40 or 4503.42 of the Revised Code. 38

       No person who is not a recipient of the purple heart shall39
willfully and falsely represent that the person is a recipient of 40
a purple heart for the purpose of obtaining license plates under41
this section. No person shall own a motor vehicle bearing license 42
plates under this section unless the person is eligible to be 43
issued those license plates.44

       Section 2. That existing section 4503.571 of the Revised Code 45
is hereby repealed.46
