A BILL
To amend sections 4501.21, 4503.571, and 5533.52 and 1
to enact sections 4501.14, 4503.498, 4503.499, 2
4503.505, 4503.89, 4503.94, 5533.093, 5533.333, 3
5533.372, 5533.606, 5533.621, 5533.872, 5533.93, 4
5533.95, and 5533.96 of the Revised Code to 5
create certain special license plates and to 6
designate certain memorial highways and a 7
memorial bridge.8


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.21, 4503.571, and 5533.52 be 9
amended and sections 4501.14, 4503.498, 4503.499, 4503.505, 10
4503.89, 4503.94, 5533.093, 5533.333, 5533.372, 5533.606, 11
5533.621, 5533.872, 5533.93, 5533.95, and 5533.96 of the Revised 12
Code be enacted to read as follows: 13

       Sec. 4501.14. There is hereby created in the state treasury 14
the teen driver education license plate fund, consisting of the 15
contributions that are paid to the registrar of motor vehicles by 16
applicants who obtain teen driver education license plates 17
pursuant to section 4503.94 of the Revised Code.18

       The department of public safety shall use the money in the 19
fund solely to fund the rental, lease, or purchase of the 20
simulated driving curriculum of the Michelle's leading star 21
foundation by boards of education of city, exempted village, 22
local, and joint vocational school districts. The department, in 23
consultation with the department of education, shall adopt rules 24
establishing a process for distributing money in the fund to those 25
boards.26

       Sec. 4501.21.  (A) There is hereby created in the state 27
treasury the license plate contribution fund. The fund shall 28
consist of all contributions paid by motor vehicle registrants and 29
collected by the registrar of motor vehicles pursuant to sections 30
4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499,31
4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.522, 32
4503.523, 4503.531, 4503.545, 4503.55, 4503.551, 4503.552, 33
4503.553, 4503.561, 4503.562, 4503.591, 4503.67, 4503.68, 34
4503.69, 4503.71, 4503.711, 4503.712, 4503.72, 4503.73, 4503.74, 35
4503.75, 4503.85, 4503.89, and 4503.92 of the Revised Code. 36

       (B) The registrar shall pay the contributions the registrar 37
collects in the fund as follows: 38

        The registrar shall pay the contributions received pursuant 39
to section 4503.491 of the Revised Code to the breast cancer fund 40
of Ohio, which shall use that money only to pay for programs that 41
provide assistance and education to Ohio breast cancer patients 42
and that improve access for such patients to quality health care 43
and clinical trials and shall not use any of the money for 44
abortion information, counseling, services, or other 45
abortion-related activities. 46

        The registrar shall pay the contributions received pursuant 47
to section 4503.493 of the Revised Code to the autism society of 48
Ohio, which shall use the contributions for programs and autism 49
awareness efforts throughout the state. 50

       The registrar shall pay the contributions the registrar 51
receives pursuant to section 4503.494 of the Revised Code to the 52
national multiple sclerosis society for distribution in equal 53
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 54
chapters of the national multiple sclerosis society. These 55
chapters shall use the money they receive under this section to 56
assist in paying the expenses they incur in providing services 57
directly to their clients.58

       The registrar shall pay the contributions the registrar 59
receives pursuant to section 4503.496 of the Revised Code to the 60
Ohio sickle cell and health association, which shall use the 61
contributions to help support educational, clinical, and social 62
support services for adults who have sickle cell disease.63

       The registrar shall pay the contributions the registrar 64
receives pursuant to section 4503.498 of the Revised Code to 65
special olympics Ohio, inc., which shall use the contributions for 66
its programs, charitable efforts, and other activities.67

       The registrar shall pay the contributions the registrar 68
receives pursuant to section 4503.499 of the Revised Code to the 69
children's glioma cancer foundation, which shall use the 70
contributions for its research and other programs.71

        The registrar shall pay the contributions the registrar 72
receives pursuant to section 4503.50 of the Revised Code to the 73
future farmers of America foundation, which shall deposit the 74
contributions into its general account to be used for educational 75
and scholarship purposes of the future farmers of America 76
foundation. 77

        The registrar shall pay the contributions the registrar 78
receives pursuant to section 4503.501 of the Revised Code to the 79
4-H youth development program of the Ohio state university 80
extension program, which shall use those contributions to pay the 81
expenses it incurs in conducting its educational activities. 82

        The registrar shall pay the contributions received pursuant 83
to section 4503.502 of the Revised Code to the Ohio cattlemen's 84
foundation, which shall use those contributions for scholarships 85
and other educational activities. 86

       The registrar shall pay the contributions received pursuant 87
to section 4503.505 of the Revised Code to the organization Ohio 88
region phi theta kappa, which shall use those contributions for 89
scholarships for students who are members of that organization.90

        The registrar shall pay each contribution the registrar 91
receives pursuant to section 4503.51 of the Revised Code to the 92
university or college whose name or marking or design appears on 93
collegiate license plates that are issued to a person under that 94
section. A university or college that receives contributions from 95
the fund shall deposit the contributions into its general 96
scholarship fund. 97

        The registrar shall pay the contributions the registrar 98
receives pursuant to section 4503.522 of the Revised Code to the 99
"friends of Perry's victory and international peace memorial, 100
incorporated," a nonprofit corporation organized under the laws of 101
this state, to assist that organization in paying the expenses it 102
incurs in sponsoring or holding charitable, educational, and 103
cultural events at the monument. 104

       The registrar shall pay the contributions the registrar 105
receives pursuant to section 4503.523 of the Revised Code to the 106
fairport lights foundation, which shall use the money to pay for 107
the restoration, maintenance, and preservation of the lighthouses 108
of fairport harbor. 109

       The registrar shall pay the contributions the registrar 110
receives pursuant to section 4503.531 of the Revised Code to the 111
thank you foundation, incorporated, a nonprofit corporation 112
organized under the laws of this state, to assist that 113
organization in paying for the charitable activities and programs 114
it sponsors in support of United States military personnel, 115
veterans, and their families.116

        The registrar shall pay the contributions the registrar 117
receives pursuant to section 4503.55 of the Revised Code to the 118
pro football hall of fame, which shall deposit the contributions 119
into a special bank account that it establishes and which shall be 120
separate and distinct from any other account the pro football hall 121
of fame maintains, to be used exclusively for the purpose of 122
promoting the pro football hall of fame as a travel destination. 123

        The registrar shall pay the contributions that are paid to 124
the registrar pursuant to section 4503.545 of the Revised Code to 125
the national rifle association foundation, which shall use the 126
money to pay the costs of the educational activities and programs 127
the foundation holds or sponsors in this state. 128

        The registrar shall pay to the Ohio pet fund the 129
contributions the registrar receives pursuant to section 130
4503.551 of the Revised Code and any other money from any 131
other source, including donations, gifts, and grants, that is 132
designated by the source to be paid to the Ohio pet fund. The 133
Ohio pet fund shall use the moneys it receives under this 134
section to support programs for the sterilization of dogs and 135
cats and for educational programs concerning the proper 136
veterinary care of those animals, and for expenses of the Ohio 137
pet fund that are reasonably necessary for it to obtain and 138
maintain its tax-exempt status and to perform its duties. 139

        The registrar shall pay the contributions the registrar 140
receives pursuant to section 4503.552 of the Revised Code to the 141
rock and roll hall of fame and museum, incorporated. 142

        The registrar shall pay the contributions the registrar 143
receives pursuant to section 4503.553 of the Revised Code to the 144
Ohio coalition for animals, incorporated, a nonprofit corporation. 145
Except as provided in division (B) of this section, the 146
coalition shall distribute the money to its members, and the 147
members shall use the money only to pay for educational, 148
charitable, and other programs of each coalition member that 149
provide care for unwanted, abused, and neglected horses. The 150
Ohio coalition for animals may use a portion of the money to 151
pay for reasonable marketing costs incurred in the design and 152
promotion of the license plate and for administrative costs 153
incurred in the disbursement and management of funds received 154
under this section. 155

        The registrar shall pay the contributions the registrar 156
receives pursuant to section 4503.561 of the Revised Code to the 157
state of Ohio chapter of ducks unlimited, inc., which shall 158
deposit the contributions into a special bank account that it 159
establishes. The special bank account shall be separate and 160
distinct from any other account the state of Ohio chapter of ducks 161
unlimited, inc., maintains and shall be used exclusively for the 162
purpose of protecting, enhancing, restoring, and managing wetlands 163
and conserving wildlife habitat. The state of Ohio chapter of 164
ducks unlimited, inc., annually shall notify the registrar in 165
writing of the name, address, and account to which such payments 166
are to be made. 167

        The registrar shall pay the contributions the registrar 168
receives pursuant to section 4503.562 of the Revised Code to the 169
Mahoning river consortium, which shall use the money to pay the 170
expenses it incurs in restoring and maintaining the Mahoning 171
river watershed. 172

        The registrar shall pay to a sports commission created 173
pursuant to section 4503.591 of the Revised Code each 174
contribution the registrar receives under that section that an 175
applicant pays to obtain license plates that bear the logo of a 176
professional sports team located in the county of that sports 177
commission and that is participating in the license plate program 178
pursuant to division (E) of that section, irrespective of the 179
county of residence of an applicant. 180

        The registrar shall pay to a community charity each 181
contribution the registrar receives under section 4503.591 of the 182
Revised Code that an applicant pays to obtain license plates that 183
bear the logo of a professional sports team that is participating 184
in the license plate program pursuant to division (G) of that 185
section. 186

        The registrar shall pay the contributions the registrar 187
receives pursuant to section 4503.67 of the Revised Code to the 188
Dan Beard council of the boy scouts of America. The council shall 189
distribute all contributions in an equitable manner throughout 190
the state to regional councils of the boy scouts. 191

        The registrar shall pay the contributions the registrar 192
receives pursuant to section 4503.68 of the Revised Code to the 193
great river council of the girl scouts of the United States of 194
America. The council shall distribute all contributions in an 195
equitable manner throughout the state to regional councils of the 196
girl scouts. 197

        The registrar shall pay the contributions the registrar 198
receives pursuant to section 4503.69 of the Revised Code to the 199
Dan Beard council of the boy scouts of America. The council shall 200
distribute all contributions in an equitable manner throughout 201
the state to regional councils of the boy scouts. 202

        The registrar shall pay the contributions the registrar 203
receives pursuant to section 4503.71 of the Revised Code to the 204
fraternal order of police of Ohio, incorporated, which shall 205
deposit the fees into its general account to be used for purposes 206
of the fraternal order of police of Ohio, incorporated. 207

        The registrar shall pay the contributions the registrar 208
receives pursuant to section 4503.711 of the Revised Code to the 209
fraternal order of police of Ohio, incorporated, which shall 210
deposit the contributions into an account that it creates to be 211
used for the purpose of advancing and protecting the law 212
enforcement profession, promoting improved law enforcement 213
methods, and teaching respect for law and order. 214

       The registrar shall pay the contributions received pursuant 215
to section 4503.712 of the Revised Code to Ohio concerns of 216
police survivors, which shall use those contributions to provide 217
whatever assistance may be appropriate to the families of Ohio 218
law enforcement officers who are killed in the line of duty. 219

       The registrar shall pay the contributions the registrar 220
receives pursuant to section 4503.72 of the Revised Code to the 221
organization known on March 31, 2003, as the Ohio CASA/GAL 222
association, a private, nonprofit corporation organized under 223
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 224
shall use these contributions to pay the expenses it incurs in 225
administering a program to secure the proper representation in the 226
courts of this state of abused, neglected, and dependent children, 227
and for the training and supervision of persons participating in 228
that program. 229

        The registrar shall pay the contributions the registrar 230
receives pursuant to section 4503.73 of the Revised Code to 231
Wright B. Flyer, incorporated, which shall deposit the 232
contributions into its general account to be used for purposes of 233
Wright B. Flyer, incorporated. 234

       The registrar shall pay the contributions the registrar 235
receives pursuant to section 4503.74 of the Revised Code to the 236
Columbus zoological park association, which shall disburse the 237
moneys to Ohio's major metropolitan zoos, as defined in section 238
4503.74 of the Revised Code, in accordance with a written 239
agreement entered into by the major metropolitan zoos. 240

       The registrar shall pay the contributions the registrar 241
receives pursuant to section 4503.75 of the Revised Code to the 242
rotary foundation, located on March 31, 2003, in Evanston, 243
Illinois, to be placed in a fund known as the permanent fund and 244
used to endow educational and humanitarian programs of the rotary 245
foundation. 246

        The registrar shall pay the contributions the registrar 247
receives pursuant to section 4503.85 of the Revised Code to the 248
Ohio sea grant college program to be used for Lake Erie area 249
research projects. 250

       The registrar shall pay the contributions the registrar 251
receives pursuant to section 4503.89 of the Revised Code to the 252
American red cross of greater Columbus on behalf of the Ohio 253
chapters of the American red cross, which shall use the 254
contributions for disaster readiness, preparedness, and response 255
programs on a statewide basis.256

       The registrar shall pay the contributions received pursuant 257
to section 4503.92 of the Revised Code to support our troops, 258
incorporated, a national nonprofit corporation, which shall use 259
those contributions in accordance with its articles of 260
incorporation and for the benefit of servicemembers of the armed 261
forces of the United States and their families when they are in 262
financial need. 263

       (C) All investment earnings of the license plate contribution 264
fund shall be credited to the fund. Not later than the first day 265
of May of every year, the registrar shall distribute to each 266
entity described in division (B) of this section the investment 267
income the fund earned the previous calendar year. The amount of 268
such a distribution paid to an entity shall be proportionate to 269
the amount of money the entity received from the fund during the 270
previous calendar year. 271

       Sec. 4503.498. (A) The owner or lessee of any passenger car, 272
noncommercial motor vehicle, recreational vehicle, or other 273
vehicle of a class approved by the registrar of motor vehicles may 274
apply to the registrar for the registration of the vehicle and 275
issuance of special olympics license plates. An application made 276
under this section may be combined with a request for a special 277
reserved license plate under section 4503.40 or 4503.42 of the 278
Revised Code. Upon receipt of the completed application and 279
compliance by the applicant with divisions (B) and (C) of this 280
section, the registrar shall issue to the applicant the 281
appropriate vehicle registration and a set of special olympics 282
license plates and a validation sticker, or a validation sticker 283
alone when required by section 4503.191 of the Revised Code. 284

       In addition to the letters and numbers ordinarily inscribed 285
on the license plates, special olympics license plates shall be 286
inscribed with identifying words or markings that are designed by 287
special olympics Ohio, inc. and are approved by the registrar. 288
Special olympics license plates shall display county 289
identification stickers that identify the county of registration 290
by name or number.291

       (B) The special olympics license plates and a validation 292
sticker, or validation sticker alone, shall be issued upon 293
receipt of a contribution as provided in division (C) of this 294
section and upon payment of the regular license tax as prescribed 295
under section 4503.04 of the Revised Code, any applicable motor 296
vehicle license tax levied under Chapter 4504. of the Revised 297
Code, any applicable additional fee prescribed by section 4503.40 298
or 4503.42 of the Revised Code, a fee of ten dollars for the 299
purpose of compensating the bureau of motor vehicles for 300
additional services required in the issuing of special olympics 301
license plates, and compliance with all other applicable laws 302
relating to the registration of motor vehicles.303

       (C) For each application for registration and registration 304
renewal notice the registrar receives under this section, the 305
registrar shall collect a contribution of fifteen dollars. The 306
registrar shall transmit this contribution to the treasurer of 307
state for deposit in the license plate contribution fund created 308
in section 4501.21 of the Revised Code.309

       The registrar shall transmit the additional fee of ten 310
dollars paid to compensate the bureau for the additional services 311
required in the issuing of special olympics license plates to 312
the treasurer of state for deposit into the state treasury to the 313
credit of the state bureau of motor vehicles fund created by 314
section 4501.25 of the Revised Code.315

       Sec. 4503.499. (A) The owner or lessee of any passenger car, 316
noncommercial motor vehicle, recreational vehicle, or other 317
vehicle of a class approved by the registrar of motor vehicles 318
may apply to the registrar for the registration of the vehicle 319
and issuance of pediatric brain tumor awareness license plates. 320
An application made under this section may be combined with a 321
request for a special reserved license plate under section 322
4503.40 or 4503.42 of the Revised Code. Upon receipt of the 323
completed application and compliance by the applicant with 324
divisions (B) and (C) of this section, the registrar shall issue 325
to the applicant the appropriate vehicle registration and a set 326
of pediatric brain tumor awareness license plates and a 327
validation sticker, or a validation sticker alone when required 328
by section 4503.191 of the Revised Code. 329

       In addition to the letters and numbers ordinarily inscribed 330
on the license plates, pediatric brain tumor awareness license 331
plates shall be inscribed with identifying words or markings 332
that are designed by the children's glioma cancer foundation and 333
are approved by the registrar. Pediatric brain tumor awareness 334
license plates shall display county identification stickers that 335
identify the county of registration by name or number.336

       (B) The pediatric brain tumor awareness license plates and a 337
validation sticker, or validation sticker alone, shall be issued 338
upon receipt of a contribution as provided in division (C) of this 339
section and upon payment of the regular license tax as prescribed 340
under section 4503.04 of the Revised Code, any applicable motor 341
vehicle license tax levied under Chapter 4504. of the Revised 342
Code, any applicable additional fee prescribed by section 4503.40 343
or 4503.42 of the Revised Code, a fee of ten dollars for the 344
purpose of compensating the bureau of motor vehicles for 345
additional services required in the issuing of pediatric brain 346
tumor awareness license plates, and compliance with all other 347
applicable laws relating to the registration of motor vehicles.348

       (C) For each application for registration and registration 349
renewal notice the registrar receives under this section, the 350
registrar shall collect a contribution of thirty-five dollars. The 351
registrar shall transmit this contribution to the treasurer of 352
state for deposit in the license plate contribution fund created 353
in section 4501.21 of the Revised Code.354

       The registrar shall transmit the additional fee of ten 355
dollars paid to compensate the bureau for the additional services 356
required in the issuing of pediatric brain tumor awareness license 357
plates to the treasurer of state for deposit into the state 358
treasury to the credit of the state bureau of motor vehicles 359
fund created by section 4501.25 of the Revised Code.360

       Sec. 4503.505.  (A) The owner or lessee of any passenger car, 361
noncommercial motor vehicle, recreational vehicle, or other 362
vehicle of a class approved by the registrar of motor vehicles may 363
apply to the registrar for the registration of the vehicle and 364
issuance of phi theta kappa license plates. The application for 365
phi theta kappa license plates may be combined with a request for 366
a special reserved license plate under section 4503.40 or 4503.42 367
of the Revised Code. Upon receipt of the completed application and 368
compliance with division (B) of this section, the registrar shall 369
issue to the applicant the appropriate vehicle registration and a 370
set of phi theta kappa license plates with a validation sticker or 371
a validation sticker alone when required by section 4503.191 of 372
the Revised Code.373

       In addition to the letters and numbers ordinarily inscribed 374
thereon, phi theta kappa license plates shall be inscribed with 375
words and markings selected and designed by the organization Ohio 376
region phi theta kappa. The registrar shall approve the final 377
design. Phi theta kappa license plates shall bear county 378
identification stickers that identify the county of registration 379
by name or number.380

       (B) Phi theta kappa license plates and validation stickers 381
shall be issued upon payment of the regular license tax as 382
prescribed under section 4503.04 of the Revised Code, any 383
applicable motor vehicle tax levied under Chapter 4504. of the 384
Revised Code, a bureau of motor vehicles administrative fee of ten 385
dollars, the contribution specified under division (C) of this 386
section, and compliance with all other applicable laws relating to 387
the registration of motor vehicles. If the application for phi 388
theta kappa license plates is combined with a request for a 389
special reserved license plate under section 4503.40 or 4503.42 of 390
the Revised Code, the license plates and validation sticker shall 391
be issued upon payment of the contribution, fees, and taxes 392
contained in this division and the additional fee prescribed by 393
section 4503.40 or 4503.42 of the Revised Code.394

       (C) For each application for registration and registration 395
renewal received under this section, the registrar shall collect a 396
contribution of twenty-five dollars. The registrar shall transmit 397
this contribution to the treasurer of state for deposit in the 398
license plate contribution fund created in section 4501.21 of the 399
Revised Code.400

       The registrar shall deposit the ten-dollar bureau 401
administrative fee, the purpose of which is to compensate the 402
bureau for the additional services required in issuing phi theta 403
kappa plates, into the state bureau of motor vehicles fund created 404
in section 4501.25 of the Revised Code.405

       Sec. 4503.571.  Any person who has been awarded the purple406
heart may apply to the registrar of motor vehicles for the407
registration of any passenger car, noncommercial motor vehicle, 408
recreational vehicle, motorcycle when the registrar determines 409
that producing a purple heart motorcycle license plate is 410
feasible, or other vehicle of a class approved by the registrar411
that the person owns or leases. The application shall be 412
accompanied by such documentary evidence in support of the award 413
as the registrar may require. The application may be combined 414
with a request for a special reserved license plate under section 415
4503.40 or 4503.42 of the Revised Code.416

       Upon receipt of an application for registration of a motor417
vehicle under this section and any required taxes, and upon 418
presentation of the required supporting evidence of the award of419
the purple heart, the registrar shall issue to the applicant the 420
appropriate motor vehicle registration and a set of license 421
plates and a validation sticker, or a validation sticker alone 422
when required by section 4503.191 of the Revised Code.423

       In addition to the letters and numbers ordinarily inscribed424
on the license plates, the license plates shall be inscribed with 425
the words "PURPLE HEART." The license plates shall bear county 426
identification stickers that identify the county of registration 427
by name or number.428

       The license plates and validation stickers shall be issued 429
without the payment of any registration fee and service fee 430
required by sections 4503.04, 4503.10, and 4503.102 of the 431
Revised Code, and without the payment of any local motor vehicle 432
license tax levied under Chapter 4504. of the Revised Code. The 433
applicant shall comply with all other applicable laws relating to 434
the registration of motor vehicles. If the application is 435
combined with a request for a special reserved license plate 436
under section 4503.40 or 4503.42 of the Revised Code, the license 437
plates and validation sticker shall be issued upon payment of 438
seventy-five per cent of the additional fee prescribed under 439
section 4503.40 or 4503.42 of the Revised Code. 440

       No person who is not a recipient of the purple heart shall441
willfully and falsely represent that the person is a recipient of 442
a purple heart for the purpose of obtaining license plates under443
this section. No person shall own a motor vehicle bearing license 444
plates under this section unless the person is eligible to be 445
issued those license plates.446

       Sec. 4503.89.  (A) The owner or lessee of any passenger car, 447
noncommercial motor vehicle, recreational vehicle, or other 448
vehicle of a class approved by the registrar of motor vehicles may 449
apply to the registrar for the registration of the vehicle and 450
issuance of "Proud Supporter of the American Red Cross" license 451
plates. The application for "Proud Supporter of the American Red 452
Cross" license plates may be combined with a request for a special 453
reserved license plate under section 4503.40 or 4503.42 of the 454
Revised Code. Upon receipt of the completed application and 455
compliance with division (B) of this section, the registrar shall 456
issue to the applicant the appropriate vehicle registration and a 457
set of "Proud Supporter of the American Red Cross" license plates 458
with a validation sticker or a validation sticker alone when 459
required by section 4503.191 of the Revised Code.460

       In addition to the letters and numbers ordinarily inscribed 461
thereon, "Proud Supporter of the American Red Cross" license 462
plates shall be inscribed with words and markings selected and 463
designed by the American red cross and submitted by the American 464
red cross of greater Columbus. The registrar shall approve the 465
final design after entering into a license agreement with the 466
American red cross for appropriate use of a name, service mark, or 467
trademark, as applicable. "Proud Supporter of the American Red 468
Cross" license plates shall bear county identification stickers 469
that identify the county of registration by name or number.470

       (B) "Proud Supporter of the American Red Cross" license 471
plates and validation stickers shall be issued upon payment of the 472
regular license tax as prescribed under section 4503.04 of the 473
Revised Code, any applicable motor vehicle tax levied under 474
Chapter 4504. of the Revised Code, a bureau of motor vehicles 475
administrative fee of ten dollars, the contribution specified in 476
division (C) of this section, and compliance with all other 477
applicable laws relating to the registration of motor vehicles. If 478
the application for "Proud Supporter of the American Red Cross" 479
license plates is combined with a request for a special reserved 480
license plate under section 4503.40 or 4503.42 of the Revised 481
Code, the license plates and validation sticker shall be issued 482
upon payment of the contribution, fees, and taxes contained in 483
this division and the additional fee prescribed under section 484
4503.40 or 4503.42 of the Revised Code.485

       (C) For each application for registration and registration 486
renewal submitted under this section, the registrar shall collect 487
a contribution of twenty-five dollars. The registrar shall 488
transmit this contribution to the treasurer of state for deposit 489
in the license plate contribution fund created in section 4501.21 490
of the Revised Code.491

       The registrar shall deposit the ten-dollar bureau 492
administrative fee, the purpose of which is to compensate the 493
bureau for additional services required in issuing "Proud 494
Supporter of the American Red Cross" license plates, in the state 495
bureau of motor vehicles fund created in section 4501.25 of the 496
Revised Code.497

       Sec. 4503.94. (A) The owner or lessee of any passenger car, 498
noncommercial motor vehicle, recreational vehicle, or other 499
vehicle of a class approved by the registrar of motor vehicles may 500
apply to the registrar for the registration of the vehicle and 501
issuance of "teen driver education" license plates. The 502
application may be combined with a request for a special reserved 503
license plate under section 4503.40 or 4503.42 of the Revised 504
Code. Upon receipt of the completed application and compliance by 505
the applicant with divisions (B) and (C) of this section, the 506
registrar shall issue to the applicant the appropriate vehicle 507
registration and a set of "teen driver education" license plates 508
and a validation sticker, or a validation sticker alone when 509
required by section 4503.191 of the Revised Code.510

       In addition to the letters and numbers ordinarily inscribed 511
on the license plates, "teen driver education" license plates 512
shall bear an appropriate logo and the words "teen driver 513
education." The bureau of motor vehicles shall design "teen driver 514
education" license plates, and they shall display county 515
identification stickers that identify the county of registration 516
by name or number.517

       (B) "Teen driver education" license plates and a validation 518
sticker, or validation sticker alone, shall be issued upon receipt 519
of an application for registration of a motor vehicle under this 520
section; payment of the regular license tax as prescribed under 521
section 4503.04 of the Revised Code, any applicable motor vehicle 522
license tax levied under Chapter 4504. of the Revised Code, any 523
applicable additional fee prescribed by section 4503.40 or 4503.42 524
of the Revised Code, an additional fee of ten dollars, and a 525
contribution as provided in division (C) of this section; and 526
compliance with all other applicable laws relating to the 527
registration of motor vehicles.528

        (C) For each application for registration and registration 529
renewal notice the registrar receives under this section, the 530
registrar shall collect a contribution of fifteen dollars. The 531
registrar shall transmit this contribution to the treasurer of 532
state for deposit into the state treasury to the credit of the 533
teen driver education license plate fund created by section 534
4501.14 of the Revised Code.535

       The registrar shall transmit the additional fee of ten 536
dollars, which is to compensate the bureau for the additional 537
services required in the issuing of "teen driver education" 538
license plates, to the treasurer of state for deposit into the 539
state treasury to the credit of the state bureau of motor vehicles 540
fund created by section 4501.25 of the Revised Code.541

       Sec. 5533.093.  That portion of the road known as state route 542
number forty-three, running in a northerly and southerly direction 543
within Portage county, between the intersection of that state 544
route and Ethan avenue in the north and the intersection of that 545
state route and Kennedy road in the south, shall be known as the 546
"Corporal Jason J. Hernandez Memorial Highway."547

       The director of transportation may erect suitable markers 548
along the highway indicating its name.549

       Sec. 5533.333. That portion of the road known as state route 550
forty-four, running in a northerly and southerly direction between 551
county road eighteen in the municipal corporation of Rootstown and 552
Waterloo road in the municipal corporation of Randolph, shall be 553
known as the "Sgt. Jeremy Murray Memorial Highway."554

       The director of transportation may erect suitable markers 555
along the highway indicating its name.556

       Sec. 5533.372.  In addition to the designation in section 557
5533.37 of the Revised Code, that portion of the road known as 558
interstate route number seventy-seven, commencing at mile marker 559
number one hundred sixteen and proceeding in a northerly direction 560
to mile marker number one hundred eighteen, shall be known as the 561
"Staff Sgt. Matthew J. Kuglics Memorial Highway."562

       The director of transportation may erect suitable markers 563
along the highway indicating its name.564

       Sec. 5533.52. (A) Each of the following roads shall be known 565
as the "Korean War Veterans' Memorial Highway": 566

       (1) That portion of the road known as United States route 567
thirty-six commencing at the boundary of Coshocton and Tuscarawas 568
counties and extending to interstate seventy-seven; 569

       (2) That portion of the road known as United States route 570
thirty-six commencing at the boundary of Champaign and Miami 571
counties and extending through Darke county to the Indiana border; 572

       (3) That portion of the road known as interstate route two 573
hundred eighty commencing at the point of interchange with 574
interstate eighty-ninety and extending to the boundary of Wood and 575
Lucas counties; 576

       (4) That portion of the road known as state route eight, 577
located within Summit county only;578

       (5) The road known as interstate route six hundred eighty, 579
which is located wholly within Mahoning county. 580

       (B) The director of transportation may erect suitable markers 581
upon the highway or the designated portion of each highway 582
indicating its name. 583

       Sec. 5533.606. The road known as state route number ten, 584
running in a southwesterly and northeasterly direction, within the 585
municipal corporation of North Olmsted only, shall be known as the 586
"Major Rocco Barnes Memorial Highway."587

       The director of transportation may erect suitable markers 588
along the highway indicating its name.589

       Sec. 5533.621.  In addition to the designation of the road 590
known as state route number forty-eight in section 5533.62 of the 591
Revised Code, the portion of state route forty-eight located 592
within the municipal corporation of Loveland only, shall be known 593
as the "Captain David S. Mitchell Memorial Highway."594

       The director of transportation may erect suitable markers 595
along the highway indicating its name.596

       Sec. 5533.872.  That portion of the highway known as state 597
route number three hundred thirteen, located within Guernsey 598
county and commencing at the intersection of that state route and 599
Fritter road, extending in an easterly direction and ending at the 600
first intersection with state route number eighty-three, also 601
known as West road, shall be known as the "Guernsey County 602
Veterans - Flags of Honor Memorial Highway."603

       The director of transportation may erect suitable markers 604
along the highway indicating its name.605

       Sec. 5533.93. The bridge spanning the Cuyahoga river and the 606
Ohio canal in Cuyahoga county, being part of the highway known as 607
interstate route number four hundred eighty, shall be known as the 608
"Union Workers Memorial Bridge."609

        The director of transportation may erect suitable markers 610
upon the bridge or its approaches indicating its name.611

       Sec. 5533.95. That portion of the road known as interstate 612
six hundred eighty, commencing at the intersection of state route 613
number seven hundred eleven and extending in a southeasterly 614
direction to the intersection with state route number seven within 615
Mahoning county, shall be known as the "William Holmes McGuffey 616
Memorial Highway."617

       The director of transportation may erect suitable markers 618
along the highway indicating its name.619

       Sec. 5533.96.  That portion of the road known as state route 620
number eighteen, commencing at the intersection of that state 621
route and interstate route number seventy-one and extending in an 622
easterly direction to the intersection of that state route and 623
interstate route number seventy-seven within Medina county only, 624
shall be known as the "Sgt. Michael W. Finke, Jr., Memorial 625
Highway."626

       The director of transportation may erect suitable markers 627
along the highway indicating its name.628

       Section 2.  That existing sections 4501.21, 4503.571, and 629
5533.52 of the Revised Code are hereby repealed. 630
