To amend sections 4501.21, 4503.571, and 5533.52 and 1
to enact sections 4501.14, 4501.243, 4503.498, 2
4503.499, 4503.505, 4503.563, 4503.89, 4503.94, 3
5533.093, 5533.333, 5533.372, 5533.606, 5533.872, 4
5533.93, 5533.95, and 5533.96 of the Revised Code 5
to create certain special license plates and to 6
designate certain memorial highways and a 7
memorial bridge.8


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.21, 4503.571, and 5533.52 be 9
amended and sections 4501.14, 4501.243, 4503.498, 4503.499, 10
4503.505, 4503.563, 4503.89, 4503.94, 5533.093, 5533.333, 11
5533.372, 5533.606, 5533.872, 5533.93, 5533.95, and 5533.96 of 12
the Revised Code be enacted to read as follows: 13

       Sec. 4501.14. There is hereby created in the state treasury 14
the teen driver education license plate fund, consisting of the 15
contributions that are paid to the registrar of motor vehicles by 16
applicants who obtain teen driver education license plates 17
pursuant to section 4503.94 of the Revised Code.18

       The department of public safety shall use the money in the 19
fund solely to fund the rental, lease, or purchase of the 20
simulated driving curriculum of the Michelle's leading star 21
foundation by boards of education of city, exempted village, 22
local, and joint vocational school districts. The department, in 23
consultation with the department of education, shall adopt rules 24
establishing a process for distributing money in the fund to those 25
boards.26

       Sec. 4501.21.  (A) There is hereby created in the state 27
treasury the license plate contribution fund. The fund shall 28
consist of all contributions paid by motor vehicle registrants and 29
collected by the registrar of motor vehicles pursuant to sections 30
4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499,31
4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.522, 32
4503.523, 4503.531, 4503.545, 4503.55, 4503.551, 4503.552, 33
4503.553, 4503.561, 4503.562, 4503.591, 4503.67, 4503.68, 34
4503.69, 4503.71, 4503.711, 4503.712, 4503.72, 4503.73, 4503.74, 35
4503.75, 4503.85, 4503.89, and 4503.92 of the Revised Code. 36

       (B) The registrar shall pay the contributions the registrar 37
collects in the fund as follows: 38

        The registrar shall pay the contributions received pursuant 39
to section 4503.491 of the Revised Code to the breast cancer fund 40
of Ohio, which shall use that money only to pay for programs that 41
provide assistance and education to Ohio breast cancer patients 42
and that improve access for such patients to quality health care 43
and clinical trials and shall not use any of the money for 44
abortion information, counseling, services, or other 45
abortion-related activities. 46

        The registrar shall pay the contributions received pursuant 47
to section 4503.493 of the Revised Code to the autism society of 48
Ohio, which shall use the contributions for programs and autism 49
awareness efforts throughout the state. 50

       The registrar shall pay the contributions the registrar 51
receives pursuant to section 4503.494 of the Revised Code to the 52
national multiple sclerosis society for distribution in equal 53
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 54
chapters of the national multiple sclerosis society. These 55
chapters shall use the money they receive under this section to 56
assist in paying the expenses they incur in providing services 57
directly to their clients.58

       The registrar shall pay the contributions the registrar 59
receives pursuant to section 4503.496 of the Revised Code to the 60
Ohio sickle cell and health association, which shall use the 61
contributions to help support educational, clinical, and social 62
support services for adults who have sickle cell disease.63

       The registrar shall pay the contributions the registrar 64
receives pursuant to section 4503.498 of the Revised Code to 65
special olympics Ohio, inc., which shall use the contributions for 66
its programs, charitable efforts, and other activities.67

       The registrar shall pay the contributions the registrar 68
receives pursuant to section 4503.499 of the Revised Code to the 69
children's glioma cancer foundation, which shall use the 70
contributions for its research and other programs.71

        The registrar shall pay the contributions the registrar 72
receives pursuant to section 4503.50 of the Revised Code to the 73
future farmers of America foundation, which shall deposit the 74
contributions into its general account to be used for educational 75
and scholarship purposes of the future farmers of America 76
foundation. 77

        The registrar shall pay the contributions the registrar 78
receives pursuant to section 4503.501 of the Revised Code to the 79
4-H youth development program of the Ohio state university 80
extension program, which shall use those contributions to pay the 81
expenses it incurs in conducting its educational activities. 82

        The registrar shall pay the contributions received pursuant 83
to section 4503.502 of the Revised Code to the Ohio cattlemen's 84
foundation, which shall use those contributions for scholarships 85
and other educational activities. 86

       The registrar shall pay the contributions received pursuant 87
to section 4503.505 of the Revised Code to the organization Ohio 88
region phi theta kappa, which shall use those contributions for 89
scholarships for students who are members of that organization.90

        The registrar shall pay each contribution the registrar 91
receives pursuant to section 4503.51 of the Revised Code to the 92
university or college whose name or marking or design appears on 93
collegiate license plates that are issued to a person under that 94
section. A university or college that receives contributions from 95
the fund shall deposit the contributions into its general 96
scholarship fund. 97

        The registrar shall pay the contributions the registrar 98
receives pursuant to section 4503.522 of the Revised Code to the 99
"friends of Perry's victory and international peace memorial, 100
incorporated," a nonprofit corporation organized under the laws of 101
this state, to assist that organization in paying the expenses it 102
incurs in sponsoring or holding charitable, educational, and 103
cultural events at the monument. 104

       The registrar shall pay the contributions the registrar 105
receives pursuant to section 4503.523 of the Revised Code to the 106
fairport lights foundation, which shall use the money to pay for 107
the restoration, maintenance, and preservation of the lighthouses 108
of fairport harbor. 109

       The registrar shall pay the contributions the registrar 110
receives pursuant to section 4503.531 of the Revised Code to the 111
thank you foundation, incorporated, a nonprofit corporation 112
organized under the laws of this state, to assist that 113
organization in paying for the charitable activities and programs 114
it sponsors in support of United States military personnel, 115
veterans, and their families.116

        The registrar shall pay the contributions the registrar 117
receives pursuant to section 4503.55 of the Revised Code to the 118
pro football hall of fame, which shall deposit the contributions 119
into a special bank account that it establishes and which shall be 120
separate and distinct from any other account the pro football hall 121
of fame maintains, to be used exclusively for the purpose of 122
promoting the pro football hall of fame as a travel destination. 123

        The registrar shall pay the contributions that are paid to 124
the registrar pursuant to section 4503.545 of the Revised Code to 125
the national rifle association foundation, which shall use the 126
money to pay the costs of the educational activities and programs 127
the foundation holds or sponsors in this state. 128

        The registrar shall pay to the Ohio pet fund the 129
contributions the registrar receives pursuant to section 130
4503.551 of the Revised Code and any other money from any 131
other source, including donations, gifts, and grants, that is 132
designated by the source to be paid to the Ohio pet fund. The 133
Ohio pet fund shall use the moneys it receives under this 134
section to support programs for the sterilization of dogs and 135
cats and for educational programs concerning the proper 136
veterinary care of those animals, and for expenses of the Ohio 137
pet fund that are reasonably necessary for it to obtain and 138
maintain its tax-exempt status and to perform its duties. 139

        The registrar shall pay the contributions the registrar 140
receives pursuant to section 4503.552 of the Revised Code to the 141
rock and roll hall of fame and museum, incorporated. 142

        The registrar shall pay the contributions the registrar 143
receives pursuant to section 4503.553 of the Revised Code to the 144
Ohio coalition for animals, incorporated, a nonprofit corporation. 145
Except as provided in division (B) of this section, the 146
coalition shall distribute the money to its members, and the 147
members shall use the money only to pay for educational, 148
charitable, and other programs of each coalition member that 149
provide care for unwanted, abused, and neglected horses. The 150
Ohio coalition for animals may use a portion of the money to 151
pay for reasonable marketing costs incurred in the design and 152
promotion of the license plate and for administrative costs 153
incurred in the disbursement and management of funds received 154
under this section. 155

        The registrar shall pay the contributions the registrar 156
receives pursuant to section 4503.561 of the Revised Code to the 157
state of Ohio chapter of ducks unlimited, inc., which shall 158
deposit the contributions into a special bank account that it 159
establishes. The special bank account shall be separate and 160
distinct from any other account the state of Ohio chapter of ducks 161
unlimited, inc., maintains and shall be used exclusively for the 162
purpose of protecting, enhancing, restoring, and managing wetlands 163
and conserving wildlife habitat. The state of Ohio chapter of 164
ducks unlimited, inc., annually shall notify the registrar in 165
writing of the name, address, and account to which such payments 166
are to be made. 167

        The registrar shall pay the contributions the registrar 168
receives pursuant to section 4503.562 of the Revised Code to the 169
Mahoning river consortium, which shall use the money to pay the 170
expenses it incurs in restoring and maintaining the Mahoning 171
river watershed. 172

        The registrar shall pay to a sports commission created 173
pursuant to section 4503.591 of the Revised Code each 174
contribution the registrar receives under that section that an 175
applicant pays to obtain license plates that bear the logo of a 176
professional sports team located in the county of that sports 177
commission and that is participating in the license plate program 178
pursuant to division (E) of that section, irrespective of the 179
county of residence of an applicant. 180

        The registrar shall pay to a community charity each 181
contribution the registrar receives under section 4503.591 of the 182
Revised Code that an applicant pays to obtain license plates that 183
bear the logo of a professional sports team that is participating 184
in the license plate program pursuant to division (G) of that 185
section. 186

        The registrar shall pay the contributions the registrar 187
receives pursuant to section 4503.67 of the Revised Code to the 188
Dan Beard council of the boy scouts of America. The council shall 189
distribute all contributions in an equitable manner throughout 190
the state to regional councils of the boy scouts. 191

        The registrar shall pay the contributions the registrar 192
receives pursuant to section 4503.68 of the Revised Code to the 193
great river council of the girl scouts of the United States of 194
America. The council shall distribute all contributions in an 195
equitable manner throughout the state to regional councils of the 196
girl scouts. 197

        The registrar shall pay the contributions the registrar 198
receives pursuant to section 4503.69 of the Revised Code to the 199
Dan Beard council of the boy scouts of America. The council shall 200
distribute all contributions in an equitable manner throughout 201
the state to regional councils of the boy scouts. 202

        The registrar shall pay the contributions the registrar 203
receives pursuant to section 4503.71 of the Revised Code to the 204
fraternal order of police of Ohio, incorporated, which shall 205
deposit the fees into its general account to be used for purposes 206
of the fraternal order of police of Ohio, incorporated. 207

        The registrar shall pay the contributions the registrar 208
receives pursuant to section 4503.711 of the Revised Code to the 209
fraternal order of police of Ohio, incorporated, which shall 210
deposit the contributions into an account that it creates to be 211
used for the purpose of advancing and protecting the law 212
enforcement profession, promoting improved law enforcement 213
methods, and teaching respect for law and order. 214

       The registrar shall pay the contributions received pursuant 215
to section 4503.712 of the Revised Code to Ohio concerns of 216
police survivors, which shall use those contributions to provide 217
whatever assistance may be appropriate to the families of Ohio 218
law enforcement officers who are killed in the line of duty. 219

       The registrar shall pay the contributions the registrar 220
receives pursuant to section 4503.72 of the Revised Code to the 221
organization known on March 31, 2003, as the Ohio CASA/GAL 222
association, a private, nonprofit corporation organized under 223
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 224
shall use these contributions to pay the expenses it incurs in 225
administering a program to secure the proper representation in the 226
courts of this state of abused, neglected, and dependent children, 227
and for the training and supervision of persons participating in 228
that program. 229

        The registrar shall pay the contributions the registrar 230
receives pursuant to section 4503.73 of the Revised Code to 231
Wright B. Flyer, incorporated, which shall deposit the 232
contributions into its general account to be used for purposes of 233
Wright B. Flyer, incorporated. 234

       The registrar shall pay the contributions the registrar 235
receives pursuant to section 4503.74 of the Revised Code to the 236
Columbus zoological park association, which shall disburse the 237
moneys to Ohio's major metropolitan zoos, as defined in section 238
4503.74 of the Revised Code, in accordance with a written 239
agreement entered into by the major metropolitan zoos. 240

       The registrar shall pay the contributions the registrar 241
receives pursuant to section 4503.75 of the Revised Code to the 242
rotary foundation, located on March 31, 2003, in Evanston, 243
Illinois, to be placed in a fund known as the permanent fund and 244
used to endow educational and humanitarian programs of the rotary 245
foundation. 246

        The registrar shall pay the contributions the registrar 247
receives pursuant to section 4503.85 of the Revised Code to the 248
Ohio sea grant college program to be used for Lake Erie area 249
research projects. 250

       The registrar shall pay the contributions the registrar 251
receives pursuant to section 4503.89 of the Revised Code to the 252
American red cross of greater Columbus on behalf of the Ohio 253
chapters of the American red cross, which shall use the 254
contributions for disaster readiness, preparedness, and response 255
programs on a statewide basis.256

       The registrar shall pay the contributions received pursuant 257
to section 4503.92 of the Revised Code to support our troops, 258
incorporated, a national nonprofit corporation, which shall use 259
those contributions in accordance with its articles of 260
incorporation and for the benefit of servicemembers of the armed 261
forces of the United States and their families when they are in 262
financial need. 263

       (C) All investment earnings of the license plate contribution 264
fund shall be credited to the fund. Not later than the first day 265
of May of every year, the registrar shall distribute to each 266
entity described in division (B) of this section the investment 267
income the fund earned the previous calendar year. The amount of 268
such a distribution paid to an entity shall be proportionate to 269
the amount of money the entity received from the fund during the 270
previous calendar year. 271

       Sec. 4501.243.  There is hereby created in the state treasury 272
the Ohio nature preserves fund. The fund shall consist of the 273
contributions that are paid to the registrar of motor vehicles by 274
applicants who obtain Ohio nature preserves license plates 275
pursuant to section 4503.563 of the Revised Code. All investment 276
earnings of the fund shall be credited to the fund.277

       The department of natural resources shall use the money in 278
the fund to help finance nature preserve education, nature 279
preserve clean-up projects, and nature preserve maintenance, 280
protection, and restoration.281

       Sec. 4503.498. (A) The owner or lessee of any passenger car, 282
noncommercial motor vehicle, recreational vehicle, or other 283
vehicle of a class approved by the registrar of motor vehicles may 284
apply to the registrar for the registration of the vehicle and 285
issuance of special olympics license plates. An application made 286
under this section may be combined with a request for a special 287
reserved license plate under section 4503.40 or 4503.42 of the 288
Revised Code. Upon receipt of the completed application and 289
compliance by the applicant with divisions (B) and (C) of this 290
section, the registrar shall issue to the applicant the 291
appropriate vehicle registration and a set of special olympics 292
license plates and a validation sticker, or a validation sticker 293
alone when required by section 4503.191 of the Revised Code. 294

       In addition to the letters and numbers ordinarily inscribed 295
on the license plates, special olympics license plates shall be 296
inscribed with identifying words or markings that are designed by 297
special olympics Ohio, inc. and are approved by the registrar. 298
Special olympics license plates shall display county 299
identification stickers that identify the county of registration 300
by name or number.301

       (B) The special olympics license plates and a validation 302
sticker, or validation sticker alone, shall be issued upon 303
receipt of a contribution as provided in division (C) of this 304
section and upon payment of the regular license tax as prescribed 305
under section 4503.04 of the Revised Code, any applicable motor 306
vehicle license tax levied under Chapter 4504. of the Revised 307
Code, any applicable additional fee prescribed by section 4503.40 308
or 4503.42 of the Revised Code, a fee of ten dollars for the 309
purpose of compensating the bureau of motor vehicles for 310
additional services required in the issuing of special olympics 311
license plates, and compliance with all other applicable laws 312
relating to the registration of motor vehicles.313

       (C) For each application for registration and registration 314
renewal notice the registrar receives under this section, the 315
registrar shall collect a contribution of fifteen dollars. The 316
registrar shall transmit this contribution to the treasurer of 317
state for deposit in the license plate contribution fund created 318
in section 4501.21 of the Revised Code.319

       The registrar shall transmit the additional fee of ten 320
dollars paid to compensate the bureau for the additional services 321
required in the issuing of special olympics license plates to 322
the treasurer of state for deposit into the state treasury to the 323
credit of the state bureau of motor vehicles fund created by 324
section 4501.25 of the Revised Code.325

       Sec. 4503.499. (A) The owner or lessee of any passenger car, 326
noncommercial motor vehicle, recreational vehicle, or other 327
vehicle of a class approved by the registrar of motor vehicles 328
may apply to the registrar for the registration of the vehicle 329
and issuance of pediatric brain tumor awareness license plates. 330
An application made under this section may be combined with a 331
request for a special reserved license plate under section 332
4503.40 or 4503.42 of the Revised Code. Upon receipt of the 333
completed application and compliance by the applicant with 334
divisions (B) and (C) of this section, the registrar shall issue 335
to the applicant the appropriate vehicle registration and a set 336
of pediatric brain tumor awareness license plates and a 337
validation sticker, or a validation sticker alone when required 338
by section 4503.191 of the Revised Code. 339

       In addition to the letters and numbers ordinarily inscribed 340
on the license plates, pediatric brain tumor awareness license 341
plates shall be inscribed with identifying words or markings 342
that are designed by the children's glioma cancer foundation and 343
are approved by the registrar. Pediatric brain tumor awareness 344
license plates shall display county identification stickers that 345
identify the county of registration by name or number.346

       (B) The pediatric brain tumor awareness license plates and a 347
validation sticker, or validation sticker alone, shall be issued 348
upon receipt of a contribution as provided in division (C) of this 349
section and upon payment of the regular license tax as prescribed 350
under section 4503.04 of the Revised Code, any applicable motor 351
vehicle license tax levied under Chapter 4504. of the Revised 352
Code, any applicable additional fee prescribed by section 4503.40 353
or 4503.42 of the Revised Code, a fee of ten dollars for the 354
purpose of compensating the bureau of motor vehicles for 355
additional services required in the issuing of pediatric brain 356
tumor awareness license plates, and compliance with all other 357
applicable laws relating to the registration of motor vehicles.358

       (C) For each application for registration and registration 359
renewal notice the registrar receives under this section, the 360
registrar shall collect a contribution of thirty-five dollars. The 361
registrar shall transmit this contribution to the treasurer of 362
state for deposit in the license plate contribution fund created 363
in section 4501.21 of the Revised Code.364

       The registrar shall transmit the additional fee of ten 365
dollars paid to compensate the bureau for the additional services 366
required in the issuing of pediatric brain tumor awareness license 367
plates to the treasurer of state for deposit into the state 368
treasury to the credit of the state bureau of motor vehicles 369
fund created by section 4501.25 of the Revised Code.370

       Sec. 4503.505.  (A) The owner or lessee of any passenger car, 371
noncommercial motor vehicle, recreational vehicle, or other 372
vehicle of a class approved by the registrar of motor vehicles may 373
apply to the registrar for the registration of the vehicle and 374
issuance of phi theta kappa license plates. The application for 375
phi theta kappa license plates may be combined with a request for 376
a special reserved license plate under section 4503.40 or 4503.42 377
of the Revised Code. Upon receipt of the completed application and 378
compliance with division (B) of this section, the registrar shall 379
issue to the applicant the appropriate vehicle registration and a 380
set of phi theta kappa license plates with a validation sticker or 381
a validation sticker alone when required by section 4503.191 of 382
the Revised Code.383

       In addition to the letters and numbers ordinarily inscribed 384
thereon, phi theta kappa license plates shall be inscribed with 385
words and markings selected and designed by the organization Ohio 386
region phi theta kappa. The registrar shall approve the final 387
design. Phi theta kappa license plates shall bear county 388
identification stickers that identify the county of registration 389
by name or number.390

       (B) Phi theta kappa license plates and validation stickers 391
shall be issued upon payment of the regular license tax as 392
prescribed under section 4503.04 of the Revised Code, any 393
applicable motor vehicle tax levied under Chapter 4504. of the 394
Revised Code, a bureau of motor vehicles administrative fee of ten 395
dollars, the contribution specified under division (C) of this 396
section, and compliance with all other applicable laws relating to 397
the registration of motor vehicles. If the application for phi 398
theta kappa license plates is combined with a request for a 399
special reserved license plate under section 4503.40 or 4503.42 of 400
the Revised Code, the license plates and validation sticker shall 401
be issued upon payment of the contribution, fees, and taxes 402
contained in this division and the additional fee prescribed by 403
section 4503.40 or 4503.42 of the Revised Code.404

       (C) For each application for registration and registration 405
renewal received under this section, the registrar shall collect a 406
contribution of twenty-five dollars. The registrar shall transmit 407
this contribution to the treasurer of state for deposit in the 408
license plate contribution fund created in section 4501.21 of the 409
Revised Code.410

       The registrar shall deposit the ten-dollar bureau 411
administrative fee, the purpose of which is to compensate the 412
bureau for the additional services required in issuing phi theta 413
kappa plates, into the state bureau of motor vehicles fund created 414
in section 4501.25 of the Revised Code.415

       Sec. 4503.563.  (A) The owner or lessee of any passenger car, 416
noncommercial motor vehicle, recreational vehicle, or other 417
vehicle of a class approved by the registrar of motor vehicles may 418
apply to the registrar for the registration of the vehicle and 419
issuance of Ohio nature preserves license plates. The application 420
for Ohio nature preserves license plates may be combined with a 421
request for a special reserved license plate under section 4503.40 422
or 4503.42 of the Revised Code. Upon receipt of the completed 423
application and compliance with division (B) of this section, the 424
registrar shall issue to the applicant the appropriate vehicle 425
registration and a set of Ohio nature preserves license plates 426
with a validation sticker or a validation sticker alone when 427
required by section 4503.191 of the Revised Code.428

       In addition to the letters and numbers ordinarily inscribed 429
thereon, Ohio nature preserves license plates shall be inscribed 430
with identifying words or markings designed by the department of 431
natural resources and approved by the registrar. Ohio nature 432
preserves license plates shall bear county identification stickers 433
that identify the county of registration by name or number.434

       (B) The Ohio nature preserves license plates and validation 435
sticker shall be issued upon receipt of a contribution as provided 436
in division (C) of this section and upon payment of the regular 437
license fees as prescribed under section 4503.04 of the Revised 438
Code, a bureau of motor vehicles administrative fee of ten 439
dollars, any applicable motor vehicle tax levied under Chapter 440
4504. of the Revised Code, and compliance with all other 441
applicable laws relating to the registration of motor vehicles. If 442
the application for Ohio nature preserves license plates is 443
combined with a request for a special reserved license plate under 444
section 4503.40 or 4503.42 of the Revised Code, the license plates 445
and validation sticker shall be issued upon payment of the 446
contribution, fees, and taxes contained in this division and the 447
additional fee prescribed under section 4503.40 or 4503.42 of the 448
Revised Code.449

       (C) For each application for registration and registration 450
renewal submitted under this section, the registrar shall collect 451
a contribution in an amount not to exceed forty dollars as 452
determined by the department. The registrar shall transmit this 453
contribution to the treasurer of state for deposit in the Ohio 454
nature preserves fund created in section 4501.243 of the Revised 455
Code.456

       The registrar shall deposit the ten-dollar bureau 457
administrative fee, the purpose of which is to compensate the 458
bureau for additional services required in issuing Ohio nature 459
preserves license plates, in the state bureau of motor vehicles 460
fund created in section 4501.25 of the Revised Code.461

       Sec. 4503.571.  Any person who has been awarded the purple462
heart may apply to the registrar of motor vehicles for the463
registration of any passenger car, noncommercial motor vehicle, 464
recreational vehicle, motorcycle, or other vehicle of a class 465
approved by the registrar that the person owns or leases. The 466
application shall be accompanied by such documentary evidence in 467
support of the award as the registrar may require. The 468
application may be combined with a request for a special reserved469
license plate under section 4503.40 or 4503.42 of the Revised 470
Code.471

       Upon receipt of an application for registration of a motor472
vehicle under this section and any required taxes, and upon 473
presentation of the required supporting evidence of the award of474
the purple heart, the registrar shall issue to the applicant the 475
appropriate motor vehicle registration and a set of license 476
plates and a validation sticker, or a validation sticker alone 477
when required by section 4503.191 of the Revised Code.478

       In addition to the letters and numbers ordinarily inscribed479
on the license plates, the license plates shall be inscribed with 480
the words "PURPLE HEART." The license plates shall bear county 481
identification stickers that identify the county of registration 482
by name or number.483

       The license plates and validation stickers shall be issued 484
without the payment of any registration fee and service fee 485
required by sections 4503.04, 4503.10, and 4503.102 of the 486
Revised Code, and without the payment of any local motor vehicle 487
license tax levied under Chapter 4504. of the Revised Code. The 488
applicant shall comply with all other applicable laws relating to 489
the registration of motor vehicles. If the application is 490
combined with a request for a special reserved license plate 491
under section 4503.40 or 4503.42 of the Revised Code, the license 492
plates and validation sticker shall be issued upon payment of 493
seventy-five per cent of the additional fee prescribed under 494
section 4503.40 or 4503.42 of the Revised Code. 495

       No person who is not a recipient of the purple heart shall496
willfully and falsely represent that the person is a recipient of 497
a purple heart for the purpose of obtaining license plates under498
this section. No person shall own a motor vehicle bearing license 499
plates under this section unless the person is eligible to be 500
issued those license plates.501

       Sec. 4503.89.  (A) The owner or lessee of any passenger car, 502
noncommercial motor vehicle, recreational vehicle, or other 503
vehicle of a class approved by the registrar of motor vehicles may 504
apply to the registrar for the registration of the vehicle and 505
issuance of "Proud Supporter of the American Red Cross" license 506
plates. The application for "Proud Supporter of the American Red 507
Cross" license plates may be combined with a request for a special 508
reserved license plate under section 4503.40 or 4503.42 of the 509
Revised Code. Upon receipt of the completed application and 510
compliance with division (B) of this section, the registrar shall 511
issue to the applicant the appropriate vehicle registration and a 512
set of "Proud Supporter of the American Red Cross" license plates 513
with a validation sticker or a validation sticker alone when 514
required by section 4503.191 of the Revised Code.515

       In addition to the letters and numbers ordinarily inscribed 516
thereon, "Proud Supporter of the American Red Cross" license 517
plates shall be inscribed with words and markings selected and 518
designed by the American red cross and submitted by the American 519
red cross of greater Columbus. The registrar shall approve the 520
final design after entering into a license agreement with the 521
American red cross for appropriate use of a name, service mark, or 522
trademark, as applicable. "Proud Supporter of the American Red 523
Cross" license plates shall bear county identification stickers 524
that identify the county of registration by name or number.525

       (B) "Proud Supporter of the American Red Cross" license 526
plates and validation stickers shall be issued upon payment of the 527
regular license tax as prescribed under section 4503.04 of the 528
Revised Code, any applicable motor vehicle tax levied under 529
Chapter 4504. of the Revised Code, a bureau of motor vehicles 530
administrative fee of ten dollars, the contribution specified in 531
division (C) of this section, and compliance with all other 532
applicable laws relating to the registration of motor vehicles. If 533
the application for "Proud Supporter of the American Red Cross" 534
license plates is combined with a request for a special reserved 535
license plate under section 4503.40 or 4503.42 of the Revised 536
Code, the license plates and validation sticker shall be issued 537
upon payment of the contribution, fees, and taxes contained in 538
this division and the additional fee prescribed under section 539
4503.40 or 4503.42 of the Revised Code.540

       (C) For each application for registration and registration 541
renewal submitted under this section, the registrar shall collect 542
a contribution of twenty-five dollars. The registrar shall 543
transmit this contribution to the treasurer of state for deposit 544
in the license plate contribution fund created in section 4501.21 545
of the Revised Code.546

       The registrar shall deposit the ten-dollar bureau 547
administrative fee, the purpose of which is to compensate the 548
bureau for additional services required in issuing "Proud 549
Supporter of the American Red Cross" license plates, in the state 550
bureau of motor vehicles fund created in section 4501.25 of the 551
Revised Code.552

       Sec. 4503.94. (A) The owner or lessee of any passenger car, 553
noncommercial motor vehicle, recreational vehicle, or other 554
vehicle of a class approved by the registrar of motor vehicles may 555
apply to the registrar for the registration of the vehicle and 556
issuance of "teen driver education" license plates. The 557
application may be combined with a request for a special reserved 558
license plate under section 4503.40 or 4503.42 of the Revised 559
Code. Upon receipt of the completed application and compliance by 560
the applicant with divisions (B) and (C) of this section, the 561
registrar shall issue to the applicant the appropriate vehicle 562
registration and a set of "teen driver education" license plates 563
and a validation sticker, or a validation sticker alone when 564
required by section 4503.191 of the Revised Code.565

       In addition to the letters and numbers ordinarily inscribed 566
on the license plates, "teen driver education" license plates 567
shall bear an appropriate logo and the words "teen driver 568
education." The bureau of motor vehicles shall design "teen driver 569
education" license plates, and they shall display county 570
identification stickers that identify the county of registration 571
by name or number.572

       (B) "Teen driver education" license plates and a validation 573
sticker, or validation sticker alone, shall be issued upon receipt 574
of an application for registration of a motor vehicle under this 575
section; payment of the regular license tax as prescribed under 576
section 4503.04 of the Revised Code, any applicable motor vehicle 577
license tax levied under Chapter 4504. of the Revised Code, any 578
applicable additional fee prescribed by section 4503.40 or 4503.42 579
of the Revised Code, an additional fee of ten dollars, and a 580
contribution as provided in division (C) of this section; and 581
compliance with all other applicable laws relating to the 582
registration of motor vehicles.583

        (C) For each application for registration and registration 584
renewal notice the registrar receives under this section, the 585
registrar shall collect a contribution of fifteen dollars. The 586
registrar shall transmit this contribution to the treasurer of 587
state for deposit into the state treasury to the credit of the 588
teen driver education license plate fund created by section 589
4501.14 of the Revised Code.590

       The registrar shall transmit the additional fee of ten 591
dollars, which is to compensate the bureau for the additional 592
services required in the issuing of "teen driver education" 593
license plates, to the treasurer of state for deposit into the 594
state treasury to the credit of the state bureau of motor vehicles 595
fund created by section 4501.25 of the Revised Code.596

       Sec. 5533.093.  That portion of the road known as state route 597
number forty-three, running in a northerly and southerly direction 598
within Portage county, between the intersection of that state 599
route and Ethan avenue in the north and the intersection of that 600
state route and Kennedy road in the south, shall be known as the 601
"Corporal Jason J. Hernandez Memorial Highway."602

       The director of transportation may erect suitable markers 603
along the highway indicating its name.604

       Sec. 5533.333. That portion of the road known as state route 605
forty-four, running in a northerly and southerly direction between 606
county road eighteen in the municipal corporation of Rootstown and 607
Waterloo road in the municipal corporation of Randolph, shall be 608
known as the "Sgt. Jeremy Murray Memorial Highway."609

       The director of transportation may erect suitable markers 610
along the highway indicating its name.611

       Sec. 5533.372.  In addition to the designation in section 612
5533.37 of the Revised Code, that portion of the road known as 613
interstate route number seventy-seven, commencing at mile marker 614
number one hundred sixteen and proceeding in a northerly direction 615
to mile marker number one hundred eighteen, shall be known as the 616
"Staff Sgt. Matthew J. Kuglics Memorial Highway."617

       The director of transportation may erect suitable markers 618
along the highway indicating its name.619

       Sec. 5533.52. (A) Each of the following roads shall be known 620
as the "Korean War Veterans' Memorial Highway": 621

       (1) That portion of the road known as United States route 622
thirty-six commencing at the boundary of Coshocton and Tuscarawas 623
counties and extending to interstate seventy-seven; 624

       (2) That portion of the road known as United States route 625
thirty-six commencing at the boundary of Champaign and Miami 626
counties and extending through Darke county to the Indiana border; 627

       (3) That portion of the road known as interstate route two 628
hundred eighty commencing at the point of interchange with 629
interstate eighty-ninety and extending to the boundary of Wood and 630
Lucas counties; 631

       (4) That portion of the road known as state route eight, 632
located within Summit county only;633

       (5) The road known as interstate route six hundred eighty, 634
which is located wholly within Mahoning county. 635

       (B) The director of transportation may erect suitable markers 636
upon the highway or the designated portion of each highway 637
indicating its name. 638

       Sec. 5533.606. The road known as state route number ten, 639
running in a southwesterly and northeasterly direction, within the 640
municipal corporation of North Olmsted only, shall be known as the 641
"Major Rocco Barnes Memorial Highway."642

       The director of transportation may erect suitable markers 643
along the highway indicating its name.644

       Sec. 5533.872.  That portion of the highway known as state 645
route number three hundred thirteen, located within Guernsey 646
county and commencing at the intersection of that state route and 647
Fritter road, extending in an easterly direction and ending at the 648
first intersection with state route number eighty-three, also 649
known as West road, shall be known as the "Guernsey County 650
Veterans - Flags of Honor Memorial Highway."651

       The director of transportation may erect suitable markers 652
along the highway indicating its name.653

       Sec. 5533.93. The bridge spanning the Cuyahoga river and the 654
Ohio canal in Cuyahoga county, being part of the highway known as 655
interstate route number four hundred eighty, shall be known as the 656
"Union Workers Memorial Bridge."657

        The director of transportation may erect suitable markers 658
upon the bridge or its approaches indicating its name.659

       Sec. 5533.95. That portion of the road known as interstate 660
six hundred eighty, commencing at the intersection of state route 661
number seven hundred eleven and extending in a southeasterly 662
direction to the intersection with state route number seven within 663
Mahoning county, shall be known as the "William Holmes McGuffey 664
Memorial Highway."665

       The director of transportation may erect suitable markers 666
along the highway indicating its name.667

       Sec. 5533.96.  That portion of the road known as state route 668
number eighteen, commencing at the intersection of that state 669
route and interstate route number seventy-one and extending in an 670
easterly direction to the intersection of that state route and 671
interstate route number seventy-seven within Medina county only, 672
shall be known as the "Sgt. Michael W. Finke, Jr., Memorial 673
Highway."674

       The director of transportation may erect suitable markers 675
along the highway indicating its name.676

       Section 2.  That existing sections 4501.21, 4503.571, and 677
5533.52 of the Revised Code are hereby repealed. 678
