A BILL
To amend sections 4501.21, 4503.571, and 5533.52 and 1
to enact sections 4501.14, 4503.498, 4503.499, 2
4503.505, 4503.701, 4503.89, 4503.94, 5533.093, 3
5533.333, 5533.334, 5533.372, 5533.606, 5533.607, 4
5533.621, 5533.644, 5533.685, 5533.785, 5533.872, 5
5533.881, 5533.93, 5533.931, 5533.95, and 5533.96 6
of the Revised Code to create certain special 7
license plates and to designate certain memorial 8
highways and a memorial bridge.9


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.21, 4503.571, and 5533.52 be 10
amended and sections 4501.14, 4503.498, 4503.499, 4503.505, 11
4503.701, 4503.89, 4503.94, 5533.093, 5533.333, 5533.334, 12
5533.372, 5533.606, 5533.607, 5533.621, 5533.644, 5533.685, 13
5533.785, 5533.872, 5533.881, 5533.93, 5533.931, 5533.95, and 14
5533.96 of the Revised Code be enacted to read as follows: 15

       Sec. 4501.14. There is hereby created in the state treasury 16
the teen driver education license plate fund, consisting of the 17
contributions that are paid to the registrar of motor vehicles by 18
applicants who obtain teen driver education license plates 19
pursuant to section 4503.94 of the Revised Code.20

       The department of public safety shall use the money in the 21
fund solely to fund the rental, lease, or purchase of the 22
simulated driving curriculum of the Michelle's leading star 23
foundation by boards of education of city, exempted village, 24
local, and joint vocational school districts. The department, in 25
consultation with the department of education, shall adopt rules 26
establishing a process for distributing money in the fund to those 27
boards.28

       Sec. 4501.21.  (A) There is hereby created in the state 29
treasury the license plate contribution fund. The fund shall 30
consist of all contributions paid by motor vehicle registrants and 31
collected by the registrar of motor vehicles pursuant to sections 32
4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499,33
4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.522, 34
4503.523, 4503.531, 4503.545, 4503.55, 4503.551, 4503.552, 35
4503.553, 4503.561, 4503.562, 4503.591, 4503.67, 4503.68, 4503.69, 36
4503.71, 4503.711, 4503.712, 4503.72, 4503.73, 4503.74, 4503.75, 37
4503.85, 4503.89, and 4503.92 of the Revised Code. 38

       (B) The registrar shall pay the contributions the registrar 39
collects in the fund as follows: 40

        The registrar shall pay the contributions received pursuant 41
to section 4503.491 of the Revised Code to the breast cancer fund 42
of Ohio, which shall use that money only to pay for programs that 43
provide assistance and education to Ohio breast cancer patients 44
and that improve access for such patients to quality health care 45
and clinical trials and shall not use any of the money for 46
abortion information, counseling, services, or other 47
abortion-related activities. 48

        The registrar shall pay the contributions received pursuant 49
to section 4503.493 of the Revised Code to the autism society of 50
Ohio, which shall use the contributions for programs and autism 51
awareness efforts throughout the state. 52

       The registrar shall pay the contributions the registrar 53
receives pursuant to section 4503.494 of the Revised Code to the 54
national multiple sclerosis society for distribution in equal 55
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 56
chapters of the national multiple sclerosis society. These 57
chapters shall use the money they receive under this section to 58
assist in paying the expenses they incur in providing services 59
directly to their clients.60

       The registrar shall pay the contributions the registrar 61
receives pursuant to section 4503.496 of the Revised Code to the 62
Ohio sickle cell and health association, which shall use the 63
contributions to help support educational, clinical, and social 64
support services for adults who have sickle cell disease.65

       The registrar shall pay the contributions the registrar 66
receives pursuant to section 4503.498 of the Revised Code to 67
special olympics Ohio, inc., which shall use the contributions for 68
its programs, charitable efforts, and other activities.69

       The registrar shall pay the contributions the registrar 70
receives pursuant to section 4503.499 of the Revised Code to the 71
children's glioma cancer foundation, which shall use the 72
contributions for its research and other programs.73

        The registrar shall pay the contributions the registrar 74
receives pursuant to section 4503.50 of the Revised Code to the 75
future farmers of America foundation, which shall deposit the 76
contributions into its general account to be used for educational 77
and scholarship purposes of the future farmers of America 78
foundation. 79

        The registrar shall pay the contributions the registrar 80
receives pursuant to section 4503.501 of the Revised Code to the 81
4-H youth development program of the Ohio state university 82
extension program, which shall use those contributions to pay the 83
expenses it incurs in conducting its educational activities. 84

        The registrar shall pay the contributions received pursuant 85
to section 4503.502 of the Revised Code to the Ohio cattlemen's 86
foundation, which shall use those contributions for scholarships 87
and other educational activities. 88

       The registrar shall pay the contributions received pursuant 89
to section 4503.505 of the Revised Code to the organization Ohio 90
region phi theta kappa, which shall use those contributions for 91
scholarships for students who are members of that organization.92

        The registrar shall pay each contribution the registrar 93
receives pursuant to section 4503.51 of the Revised Code to the 94
university or college whose name or marking or design appears on 95
collegiate license plates that are issued to a person under that 96
section. A university or college that receives contributions from 97
the fund shall deposit the contributions into its general 98
scholarship fund. 99

        The registrar shall pay the contributions the registrar 100
receives pursuant to section 4503.522 of the Revised Code to the 101
"friends of Perry's victory and international peace memorial, 102
incorporated," a nonprofit corporation organized under the laws of 103
this state, to assist that organization in paying the expenses it 104
incurs in sponsoring or holding charitable, educational, and 105
cultural events at the monument. 106

       The registrar shall pay the contributions the registrar 107
receives pursuant to section 4503.523 of the Revised Code to the 108
fairport lights foundation, which shall use the money to pay for 109
the restoration, maintenance, and preservation of the lighthouses 110
of fairport harbor. 111

       The registrar shall pay the contributions the registrar 112
receives pursuant to section 4503.531 of the Revised Code to the 113
thank you foundation, incorporated, a nonprofit corporation 114
organized under the laws of this state, to assist that 115
organization in paying for the charitable activities and programs 116
it sponsors in support of United States military personnel, 117
veterans, and their families.118

        The registrar shall pay the contributions the registrar 119
receives pursuant to section 4503.55 of the Revised Code to the 120
pro football hall of fame, which shall deposit the contributions 121
into a special bank account that it establishes and which shall be 122
separate and distinct from any other account the pro football hall 123
of fame maintains, to be used exclusively for the purpose of 124
promoting the pro football hall of fame as a travel destination. 125

        The registrar shall pay the contributions that are paid to 126
the registrar pursuant to section 4503.545 of the Revised Code to 127
the national rifle association foundation, which shall use the 128
money to pay the costs of the educational activities and programs 129
the foundation holds or sponsors in this state. 130

        The registrar shall pay to the Ohio pet fund the 131
contributions the registrar receives pursuant to section 4503.551 132
of the Revised Code and any other money from any other source, 133
including donations, gifts, and grants, that is designated by the 134
source to be paid to the Ohio pet fund. The Ohio pet fund shall 135
use the moneys it receives under this section to support programs 136
for the sterilization of dogs and cats and for educational 137
programs concerning the proper veterinary care of those animals, 138
and for expenses of the Ohio pet fund that are reasonably 139
necessary for it to obtain and maintain its tax-exempt status and 140
to perform its duties. 141

        The registrar shall pay the contributions the registrar 142
receives pursuant to section 4503.552 of the Revised Code to the 143
rock and roll hall of fame and museum, incorporated. 144

        The registrar shall pay the contributions the registrar 145
receives pursuant to section 4503.553 of the Revised Code to the 146
Ohio coalition for animals, incorporated, a nonprofit corporation. 147
Except as provided in division (B) of this section, the coalition 148
shall distribute the money to its members, and the members shall 149
use the money only to pay for educational, charitable, and other 150
programs of each coalition member that provide care for unwanted, 151
abused, and neglected horses. The Ohio coalition for animals may 152
use a portion of the money to pay for reasonable marketing costs 153
incurred in the design and promotion of the license plate and for 154
administrative costs incurred in the disbursement and management 155
of funds received under this section. 156

        The registrar shall pay the contributions the registrar 157
receives pursuant to section 4503.561 of the Revised Code to the 158
state of Ohio chapter of ducks unlimited, inc., which shall 159
deposit the contributions into a special bank account that it 160
establishes. The special bank account shall be separate and 161
distinct from any other account the state of Ohio chapter of ducks 162
unlimited, inc., maintains and shall be used exclusively for the 163
purpose of protecting, enhancing, restoring, and managing wetlands 164
and conserving wildlife habitat. The state of Ohio chapter of 165
ducks unlimited, inc., annually shall notify the registrar in 166
writing of the name, address, and account to which such payments 167
are to be made. 168

        The registrar shall pay the contributions the registrar 169
receives pursuant to section 4503.562 of the Revised Code to the 170
Mahoning river consortium, which shall use the money to pay the 171
expenses it incurs in restoring and maintaining the Mahoning river 172
watershed. 173

        The registrar shall pay to a sports commission created 174
pursuant to section 4503.591 of the Revised Code each contribution 175
the registrar receives under that section that an applicant pays 176
to obtain license plates that bear the logo of a professional 177
sports team located in the county of that sports commission and 178
that is participating in the license plate program pursuant to 179
division (E) of that section, irrespective of the county of 180
residence of an applicant. 181

        The registrar shall pay to a community charity each 182
contribution the registrar receives under section 4503.591 of the 183
Revised Code that an applicant pays to obtain license plates that 184
bear the logo of a professional sports team that is participating 185
in the license plate program pursuant to division (G) of that 186
section. 187

        The registrar shall pay the contributions the registrar 188
receives pursuant to section 4503.67 of the Revised Code to the 189
Dan Beard council of the boy scouts of America. The council shall 190
distribute all contributions in an equitable manner throughout the 191
state to regional councils of the boy scouts. 192

        The registrar shall pay the contributions the registrar 193
receives pursuant to section 4503.68 of the Revised Code to the 194
great river council of the girl scouts of the United States of 195
America. The council shall distribute all contributions in an 196
equitable manner throughout the state to regional councils of the 197
girl scouts. 198

        The registrar shall pay the contributions the registrar 199
receives pursuant to section 4503.69 of the Revised Code to the 200
Dan Beard council of the boy scouts of America. The council shall 201
distribute all contributions in an equitable manner throughout the 202
state to regional councils of the boy scouts. 203

        The registrar shall pay the contributions the registrar 204
receives pursuant to section 4503.71 of the Revised Code to the 205
fraternal order of police of Ohio, incorporated, which shall 206
deposit the fees into its general account to be used for purposes 207
of the fraternal order of police of Ohio, incorporated. 208

        The registrar shall pay the contributions the registrar 209
receives pursuant to section 4503.711 of the Revised Code to the 210
fraternal order of police of Ohio, incorporated, which shall 211
deposit the contributions into an account that it creates to be 212
used for the purpose of advancing and protecting the law 213
enforcement profession, promoting improved law enforcement 214
methods, and teaching respect for law and order. 215

       The registrar shall pay the contributions received pursuant 216
to section 4503.712 of the Revised Code to Ohio concerns of police 217
survivors, which shall use those contributions to provide whatever 218
assistance may be appropriate to the families of Ohio law 219
enforcement officers who are killed in the line of duty. 220

       The registrar shall pay the contributions the registrar 221
receives pursuant to section 4503.72 of the Revised Code to the 222
organization known on March 31, 2003, as the Ohio CASA/GAL 223
association, a private, nonprofit corporation organized under 224
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 225
shall use these contributions to pay the expenses it incurs in 226
administering a program to secure the proper representation in the 227
courts of this state of abused, neglected, and dependent children, 228
and for the training and supervision of persons participating in 229
that program. 230

        The registrar shall pay the contributions the registrar 231
receives pursuant to section 4503.73 of the Revised Code to Wright 232
B. Flyer, incorporated, which shall deposit the contributions into 233
its general account to be used for purposes of Wright B. Flyer, 234
incorporated. 235

       The registrar shall pay the contributions the registrar 236
receives pursuant to section 4503.74 of the Revised Code to the 237
Columbus zoological park association, which shall disburse the 238
moneys to Ohio's major metropolitan zoos, as defined in section 239
4503.74 of the Revised Code, in accordance with a written 240
agreement entered into by the major metropolitan zoos. 241

       The registrar shall pay the contributions the registrar 242
receives pursuant to section 4503.75 of the Revised Code to the 243
rotary foundation, located on March 31, 2003, in Evanston, 244
Illinois, to be placed in a fund known as the permanent fund and 245
used to endow educational and humanitarian programs of the rotary 246
foundation. 247

        The registrar shall pay the contributions the registrar 248
receives pursuant to section 4503.85 of the Revised Code to the 249
Ohio sea grant college program to be used for Lake Erie area 250
research projects. 251

       The registrar shall pay the contributions the registrar 252
receives pursuant to section 4503.89 of the Revised Code to the 253
American red cross of greater Columbus on behalf of the Ohio 254
chapters of the American red cross, which shall use the 255
contributions for disaster readiness, preparedness, and response 256
programs on a statewide basis.257

       The registrar shall pay the contributions received pursuant 258
to section 4503.92 of the Revised Code to support our troops, 259
incorporated, a national nonprofit corporation, which shall use 260
those contributions in accordance with its articles of 261
incorporation and for the benefit of servicemembers of the armed 262
forces of the United States and their families when they are in 263
financial need. 264

       (C) All investment earnings of the license plate contribution 265
fund shall be credited to the fund. Not later than the first day 266
of May of every year, the registrar shall distribute to each 267
entity described in division (B) of this section the investment 268
income the fund earned the previous calendar year. The amount of 269
such a distribution paid to an entity shall be proportionate to 270
the amount of money the entity received from the fund during the 271
previous calendar year. 272

       Sec. 4503.498. (A) The owner or lessee of any passenger car, 273
noncommercial motor vehicle, recreational vehicle, or other 274
vehicle of a class approved by the registrar of motor vehicles may 275
apply to the registrar for the registration of the vehicle and 276
issuance of special olympics license plates. An application made 277
under this section may be combined with a request for a special 278
reserved license plate under section 4503.40 or 4503.42 of the 279
Revised Code. Upon receipt of the completed application and 280
compliance by the applicant with divisions (B) and (C) of this 281
section, the registrar shall issue to the applicant the 282
appropriate vehicle registration and a set of special olympics 283
license plates and a validation sticker, or a validation sticker 284
alone when required by section 4503.191 of the Revised Code. 285

       In addition to the letters and numbers ordinarily inscribed 286
on the license plates, special olympics license plates shall be 287
inscribed with identifying words or markings that are designed by 288
special olympics Ohio, inc. and are approved by the registrar. 289
Special olympics license plates shall display county 290
identification stickers that identify the county of registration 291
by name or number.292

       (B) The special olympics license plates and a validation 293
sticker, or validation sticker alone, shall be issued upon receipt 294
of a contribution as provided in division (C) of this section and 295
upon payment of the regular license tax as prescribed under 296
section 4503.04 of the Revised Code, any applicable motor vehicle 297
license tax levied under Chapter 4504. of the Revised Code, any 298
applicable additional fee prescribed by section 4503.40 or 4503.42 299
of the Revised Code, a fee of ten dollars for the purpose of 300
compensating the bureau of motor vehicles for additional services 301
required in the issuing of special olympics license plates, and 302
compliance with all other applicable laws relating to the 303
registration of motor vehicles.304

       (C) For each application for registration and registration 305
renewal notice the registrar receives under this section, the 306
registrar shall collect a contribution of fifteen dollars. The 307
registrar shall transmit this contribution to the treasurer of 308
state for deposit in the license plate contribution fund created 309
in section 4501.21 of the Revised Code.310

       The registrar shall transmit the additional fee of ten 311
dollars paid to compensate the bureau for the additional services 312
required in the issuing of special olympics license plates to the 313
treasurer of state for deposit into the state treasury to the 314
credit of the state bureau of motor vehicles fund created by 315
section 4501.25 of the Revised Code.316

       Sec. 4503.499. (A) The owner or lessee of any passenger car, 317
noncommercial motor vehicle, recreational vehicle, or other 318
vehicle of a class approved by the registrar of motor vehicles may 319
apply to the registrar for the registration of the vehicle and 320
issuance of pediatric brain tumor awareness license plates. An 321
application made under this section may be combined with a request 322
for a special reserved license plate under section 4503.40 or 323
4503.42 of the Revised Code. Upon receipt of the completed 324
application and compliance by the applicant with divisions (B) and 325
(C) of this section, the registrar shall issue to the applicant 326
the appropriate vehicle registration and a set of pediatric brain 327
tumor awareness license plates and a validation sticker, or a 328
validation sticker alone when required by section 4503.191 of the 329
Revised Code. 330

       In addition to the letters and numbers ordinarily inscribed 331
on the license plates, pediatric brain tumor awareness license 332
plates shall be inscribed with identifying words or markings that 333
are designed by the children's glioma cancer foundation and are 334
approved by the registrar. Pediatric brain tumor awareness license 335
plates shall display county identification stickers that identify 336
the county of registration by name or number.337

       (B) The pediatric brain tumor awareness license plates and a 338
validation sticker, or validation sticker alone, shall be issued 339
upon receipt of a contribution as provided in division (C) of this 340
section and upon payment of the regular license tax as prescribed 341
under section 4503.04 of the Revised Code, any applicable motor 342
vehicle license tax levied under Chapter 4504. of the Revised 343
Code, any applicable additional fee prescribed by section 4503.40 344
or 4503.42 of the Revised Code, a fee of ten dollars for the 345
purpose of compensating the bureau of motor vehicles for 346
additional services required in the issuing of pediatric brain 347
tumor awareness license plates, and compliance with all other 348
applicable laws relating to the registration of motor vehicles.349

       (C) For each application for registration and registration 350
renewal notice the registrar receives under this section, the 351
registrar shall collect a contribution of thirty-five dollars. The 352
registrar shall transmit this contribution to the treasurer of 353
state for deposit in the license plate contribution fund created 354
in section 4501.21 of the Revised Code.355

       The registrar shall transmit the additional fee of ten 356
dollars paid to compensate the bureau for the additional services 357
required in the issuing of pediatric brain tumor awareness license 358
plates to the treasurer of state for deposit into the state 359
treasury to the credit of the state bureau of motor vehicles fund 360
created by section 4501.25 of the Revised Code.361

       Sec. 4503.505.  (A) The owner or lessee of any passenger car, 362
noncommercial motor vehicle, recreational vehicle, or other 363
vehicle of a class approved by the registrar of motor vehicles may 364
apply to the registrar for the registration of the vehicle and 365
issuance of phi theta kappa license plates. The application for 366
phi theta kappa license plates may be combined with a request for 367
a special reserved license plate under section 4503.40 or 4503.42 368
of the Revised Code. Upon receipt of the completed application and 369
compliance with division (B) of this section, the registrar shall 370
issue to the applicant the appropriate vehicle registration and a 371
set of phi theta kappa license plates with a validation sticker or 372
a validation sticker alone when required by section 4503.191 of 373
the Revised Code.374

       In addition to the letters and numbers ordinarily inscribed 375
thereon, phi theta kappa license plates shall be inscribed with 376
words and markings selected and designed by the organization Ohio 377
region phi theta kappa. The registrar shall approve the final 378
design. Phi theta kappa license plates shall bear county 379
identification stickers that identify the county of registration 380
by name or number.381

       (B) Phi theta kappa license plates and validation stickers 382
shall be issued upon payment of the regular license tax as 383
prescribed under section 4503.04 of the Revised Code, any 384
applicable motor vehicle tax levied under Chapter 4504. of the 385
Revised Code, a bureau of motor vehicles administrative fee of ten 386
dollars, the contribution specified under division (C) of this 387
section, and compliance with all other applicable laws relating to 388
the registration of motor vehicles. If the application for phi 389
theta kappa license plates is combined with a request for a 390
special reserved license plate under section 4503.40 or 4503.42 of 391
the Revised Code, the license plates and validation sticker shall 392
be issued upon payment of the contribution, fees, and taxes 393
contained in this division and the additional fee prescribed by 394
section 4503.40 or 4503.42 of the Revised Code.395

       (C) For each application for registration and registration 396
renewal received under this section, the registrar shall collect a 397
contribution of twenty-five dollars. The registrar shall transmit 398
this contribution to the treasurer of state for deposit in the 399
license plate contribution fund created in section 4501.21 of the 400
Revised Code.401

       The registrar shall deposit the ten-dollar bureau 402
administrative fee, the purpose of which is to compensate the 403
bureau for the additional services required in issuing phi theta 404
kappa plates, into the state bureau of motor vehicles fund created 405
in section 4501.25 of the Revised Code.406

       Sec. 4503.571.  Any person who has been awarded the purple 407
heart may apply to the registrar of motor vehicles for the 408
registration of any passenger car, noncommercial motor vehicle, 409
recreational vehicle, motorcycle when the registrar determines 410
that producing a purple heart motorcycle license plate is 411
feasible, or other vehicle of a class approved by the registrar 412
that the person owns or leases. The application shall be 413
accompanied by such documentary evidence in support of the award 414
as the registrar may require. The application may be combined with 415
a request for a special reserved license plate under section 416
4503.40 or 4503.42 of the Revised Code.417

       Upon receipt of an application for registration of a motor 418
vehicle under this section and any required taxes, and upon 419
presentation of the required supporting evidence of the award of 420
the purple heart, the registrar shall issue to the applicant the 421
appropriate motor vehicle registration and a set of license plates 422
and a validation sticker, or a validation sticker alone when 423
required by section 4503.191 of the Revised Code.424

       In addition to the letters and numbers ordinarily inscribed 425
on the license plates, the license plates shall be inscribed with 426
the words "PURPLE HEART." The license plates shall bear county 427
identification stickers that identify the county of registration 428
by name or number.429

       The license plates and validation stickers shall be issued 430
without the payment of any registration fee and service fee 431
required by sections 4503.04, 4503.10, and 4503.102 of the Revised 432
Code, and without the payment of any local motor vehicle license 433
tax levied under Chapter 4504. of the Revised Code. The applicant 434
shall comply with all other applicable laws relating to the 435
registration of motor vehicles. If the application is combined 436
with a request for a special reserved license plate under section 437
4503.40 or 4503.42 of the Revised Code, the license plates and 438
validation sticker shall be issued upon payment of seventy-five 439
per cent of the additional fee prescribed under section 4503.40 or 440
4503.42 of the Revised Code. 441

       No person who is not a recipient of the purple heart shall 442
willfully and falsely represent that the person is a recipient of 443
a purple heart for the purpose of obtaining license plates under 444
this section. No person shall own a motor vehicle bearing license 445
plates under this section unless the person is eligible to be 446
issued those license plates.447

       Sec. 4503.701.  The owner or lessee of any passenger car, 448
noncommercial motor vehicle, recreational vehicle, or other 449
vehicle of a class approved by the registrar of motor vehicles may 450
apply to the registrar for the registration of the vehicle and 451
issuance of Prince Hall freemason license plates. The application 452
for Prince Hall freemason license plates may be combined with a 453
request for a special reserved license plate under section 4503.40 454
or 4503.42 of the Revised Code. Upon receipt of the completed 455
application and compliance by the applicant with this section, the 456
registrar shall issue to the applicant the appropriate vehicle 457
registration and a set of Prince Hall freemason license plates 458
with a validation sticker or a validation sticker alone when 459
required by section 4503.191 of the Revised Code.460

       In addition to the letters and numbers ordinarily inscribed 461
thereon, Prince Hall freemason license plates shall be inscribed 462
with identifying words and a symbol or logo designed by the Prince 463
Hall grand lodge of free and accepted masons of Ohio and approved 464
by the registrar. Prince Hall freemason license plates shall bear 465
county identification stickers that identify the county of 466
registration by name or number.467

       Prince Hall freemason license plates and validation stickers 468
shall be issued upon payment of the regular license fee required 469
by section 4503.04 of the Revised Code, payment of any local motor 470
vehicle license tax levied under Chapter 4504. of the Revised 471
Code, payment of an additional fee of ten dollars, and compliance 472
with all other applicable laws relating to the registration of 473
motor vehicles. If the application for Prince Hall freemason 474
license plates is combined with a request for a special reserved 475
license plate under section 4503.40 or 4503.42 of the Revised 476
Code, the license plates and validation sticker shall be issued 477
upon payment of the fees and taxes contained in this section and 478
the additional fee prescribed under section 4503.40 or 4503.42 of 479
the Revised Code. The additional fee of ten dollars shall be for 480
the purpose of compensating the bureau of motor vehicles for 481
additional services required in the issuing of Prince Hall 482
freemason license plates, and shall be transmitted by the 483
registrar to the treasurer of state for deposit into the state 484
treasury to the credit of the state bureau of motor vehicles fund 485
created by section 4501.25 of the Revised Code.486

       Sec. 4503.89.  (A) The owner or lessee of any passenger car, 487
noncommercial motor vehicle, recreational vehicle, or other 488
vehicle of a class approved by the registrar of motor vehicles may 489
apply to the registrar for the registration of the vehicle and 490
issuance of "Proud Supporter of the American Red Cross" license 491
plates. The application for "Proud Supporter of the American Red 492
Cross" license plates may be combined with a request for a special 493
reserved license plate under section 4503.40 or 4503.42 of the 494
Revised Code. Upon receipt of the completed application and 495
compliance with division (B) of this section, the registrar shall 496
issue to the applicant the appropriate vehicle registration and a 497
set of "Proud Supporter of the American Red Cross" license plates 498
with a validation sticker or a validation sticker alone when 499
required by section 4503.191 of the Revised Code.500

       In addition to the letters and numbers ordinarily inscribed 501
thereon, "Proud Supporter of the American Red Cross" license 502
plates shall be inscribed with words and markings selected and 503
designed by the American red cross and submitted by the American 504
red cross of greater Columbus. The registrar shall approve the 505
final design after entering into a license agreement with the 506
American red cross for appropriate use of a name, service mark, or 507
trademark, as applicable. "Proud Supporter of the American Red 508
Cross" license plates shall bear county identification stickers 509
that identify the county of registration by name or number.510

       (B) "Proud Supporter of the American Red Cross" license 511
plates and validation stickers shall be issued upon payment of the 512
regular license tax as prescribed under section 4503.04 of the 513
Revised Code, any applicable motor vehicle tax levied under 514
Chapter 4504. of the Revised Code, a bureau of motor vehicles 515
administrative fee of ten dollars, the contribution specified in 516
division (C) of this section, and compliance with all other 517
applicable laws relating to the registration of motor vehicles. If 518
the application for "Proud Supporter of the American Red Cross" 519
license plates is combined with a request for a special reserved 520
license plate under section 4503.40 or 4503.42 of the Revised 521
Code, the license plates and validation sticker shall be issued 522
upon payment of the contribution, fees, and taxes contained in 523
this division and the additional fee prescribed under section 524
4503.40 or 4503.42 of the Revised Code.525

       (C) For each application for registration and registration 526
renewal submitted under this section, the registrar shall collect 527
a contribution of twenty-five dollars. The registrar shall 528
transmit this contribution to the treasurer of state for deposit 529
in the license plate contribution fund created in section 4501.21 530
of the Revised Code.531

       The registrar shall deposit the ten-dollar bureau 532
administrative fee, the purpose of which is to compensate the 533
bureau for additional services required in issuing "Proud 534
Supporter of the American Red Cross" license plates, in the state 535
bureau of motor vehicles fund created in section 4501.25 of the 536
Revised Code.537

       Sec. 4503.94. (A) The owner or lessee of any passenger car, 538
noncommercial motor vehicle, recreational vehicle, or other 539
vehicle of a class approved by the registrar of motor vehicles may 540
apply to the registrar for the registration of the vehicle and 541
issuance of "teen driver education" license plates. The 542
application may be combined with a request for a special reserved 543
license plate under section 4503.40 or 4503.42 of the Revised 544
Code. Upon receipt of the completed application and compliance by 545
the applicant with divisions (B) and (C) of this section, the 546
registrar shall issue to the applicant the appropriate vehicle 547
registration and a set of "teen driver education" license plates 548
and a validation sticker, or a validation sticker alone when 549
required by section 4503.191 of the Revised Code.550

       In addition to the letters and numbers ordinarily inscribed 551
on the license plates, "teen driver education" license plates 552
shall bear an appropriate logo and the words "teen driver 553
education." The bureau of motor vehicles shall design "teen driver 554
education" license plates, and they shall display county 555
identification stickers that identify the county of registration 556
by name or number.557

       (B) "Teen driver education" license plates and a validation 558
sticker, or validation sticker alone, shall be issued upon receipt 559
of an application for registration of a motor vehicle under this 560
section; payment of the regular license tax as prescribed under 561
section 4503.04 of the Revised Code, any applicable motor vehicle 562
license tax levied under Chapter 4504. of the Revised Code, any 563
applicable additional fee prescribed by section 4503.40 or 4503.42 564
of the Revised Code, an additional fee of ten dollars, and a 565
contribution as provided in division (C) of this section; and 566
compliance with all other applicable laws relating to the 567
registration of motor vehicles.568

        (C) For each application for registration and registration 569
renewal notice the registrar receives under this section, the 570
registrar shall collect a contribution of fifteen dollars. The 571
registrar shall transmit this contribution to the treasurer of 572
state for deposit into the state treasury to the credit of the 573
teen driver education license plate fund created by section 574
4501.14 of the Revised Code.575

       The registrar shall transmit the additional fee of ten 576
dollars, which is to compensate the bureau for the additional 577
services required in the issuing of "teen driver education" 578
license plates, to the treasurer of state for deposit into the 579
state treasury to the credit of the state bureau of motor vehicles 580
fund created by section 4501.25 of the Revised Code.581

       Sec. 5533.093.  That portion of the road known as state route 582
number forty-three, running in a northerly and southerly direction 583
within Portage county, between the intersection of that state 584
route and Ethan avenue in the north and the intersection of that 585
state route and Kennedy road in the south, shall be known as the 586
"Corporal Jason J. Hernandez Memorial Highway."587

       The director of transportation may erect suitable markers 588
along the highway indicating its name.589

       Sec. 5533.333. That portion of the road known as state route 590
forty-four, running in a northerly and southerly direction between 591
county road eighteen in the municipal corporation of Rootstown and 592
Waterloo road in the municipal corporation of Randolph, shall be 593
known as the "Sgt. Jeremy Murray Memorial Highway."594

       The director of transportation may erect suitable markers 595
along the highway indicating its name.596

       Sec. 5533.334. In addition to the name prescribed by section 597
5533.32 of the Revised Code, that portion of the highway known as 598
interstate number seventy-one, running in a northerly and 599
southerly direction within the municipal corporation of 600
Strongsville only, shall be known as the "Lance Corporal Thomas O. 601
Keeling Memorial Highway."602

       The director of transportation may erect suitable markers 603
along the highway indicating its name.604

       Sec. 5533.372.  In addition to the designation in section 605
5533.37 of the Revised Code, that portion of the road known as 606
interstate route number seventy-seven, commencing at mile marker 607
number one hundred sixteen and proceeding in a northerly direction 608
to mile marker number one hundred eighteen, shall be known as the 609
"Staff Sgt. Matthew J. Kuglics Memorial Highway."610

       The director of transportation may erect suitable markers 611
along the highway indicating its name.612

       Sec. 5533.52. (A) Each of the following roads shall be known 613
as the "Korean War Veterans' Memorial Highway": 614

       (1) That portion of the road known as United States route 615
thirty-six commencing at the boundary of Coshocton and Tuscarawas 616
counties and extending to interstate seventy-seven; 617

       (2) That portion of the road known as United States route 618
thirty-six commencing at the boundary of Champaign and Miami 619
counties and extending through Darke county to the Indiana border; 620

       (3) That portion of the road known as interstate route two 621
hundred eighty commencing at the point of interchange with 622
interstate eighty-ninety and extending to the boundary of Wood and 623
Lucas counties; 624

       (4) That portion of the road known as state route eight, 625
located within Summit county only;626

       (5) The road known as interstate route six hundred eighty, 627
which is located wholly within Mahoning county. 628

       (B) The director of transportation may erect suitable markers 629
upon the highway or the designated portion of each highway 630
indicating its name. 631

       Sec. 5533.606. The road known as state route number ten, 632
running in a southwesterly and northeasterly direction, within the 633
municipal corporation of North Olmsted only, shall be known as the 634
"Major Rocco Barnes Memorial Highway."635

       The director of transportation may erect suitable markers 636
along the highway indicating its name.637

       Sec. 5533.607. That portion of the road known as interstate 638
six hundred eighty, commencing at the intersection of state route 639
seven hundred eleven and extending in a northwesterly direction to 640
the intersection with state route eleven within Mahoning County, 641
shall be known as the "Navy Hospitalman Richard "Doc" Powell 642
Memorial Highway."643

       The director of transportation may erect suitable markers 644
along the highway indicating its name.645

       Sec. 5533.621.  In addition to the designation of the road 646
known as state route number forty-eight in section 5533.62 of the 647
Revised Code, the portion of state route forty-eight located 648
within the municipal corporation of Loveland only, shall be known 649
as the "Captain Seth Mitchell Memorial Highway."650

       The director of transportation may erect suitable markers 651
along the highway indicating its name.652

       Sec. 5533.644. That portion of the road known as United 653
States route number forty-two, running in a northeasterly and 654
southwesterly direction within the municipal corporation of 655
Cincinnati only shall be known as the "Senator William Bowen 656
Memorial Highway."657

       The director of transportation may erect suitable markers 658
along the highway indicating its name.659

       Sec. 5533.685. That portion of the road known as United 660
States route twenty-two, running in a southwesterly and 661
northeasterly direction in Fairfield county, commencing at the 662
intersection of that road with United States route thirty-three 663
and ending at the intersection of that road with memorial drive, 664
shall be known as the "Officer Brett Markwood Memorial Highway."665

       The director of transportation may erect suitable markers 666
along the highway indicating its name.667

       Sec. 5533.785.  That portion of the road known as state route 668
number five hundred twenty-eight, commencing at the intersection 669
of that road and United States route number three hundred 670
twenty-two in Geauga county and extending in a northerly direction 671
to the boundary of Geauga county and Lake county, shall be known 672
as the "Sgt. Sean Landrus Memorial Highway."673

       The director of transportation may erect suitable markers 674
along the highway indicating its name.675

       Sec. 5533.872.  That portion of the highway known as state 676
route number three hundred thirteen, located within Guernsey 677
county and commencing at the intersection of that state route and 678
Fritter road, extending in an easterly direction and ending at the 679
first intersection with state route number eighty-three, also 680
known as West road, shall be known as the "Guernsey County 681
Veterans - Flags of Honor Memorial Highway."682

       The director of transportation may erect suitable markers 683
along the highway indicating its name.684

       Sec. 5533.881. The portion of the road known as United States 685
route two hundred fifty, commencing in Ashland county at the 686
intersection of that route and cottage street and extending in a 687
southeasterly direction to the intersection of that route and 688
United States route forty-two, shall be known as the "Ashland 689
County Veterans' Memorial Highway."690

       The director of transportation may erect suitable markers 691
along the highway indicating its name.692

       Sec. 5533.93. The bridge spanning the Cuyahoga river and the 693
Ohio canal in Cuyahoga county, being part of the highway known as 694
interstate route number four hundred eighty, shall be known as the 695
"Union Workers Memorial Bridge."696

        The director of transportation may erect suitable markers 697
upon the bridge or its approaches indicating its name.698

       Sec. 5533.931. The interchange of interstate route 699
seventy-seven and Shuffel street, northwest, located in Jackson 700
township in Stark county, shall be known as the "Fred Krum 701
Memorial Interchange."702

       The director of transportation may erect suitable markers at 703
the interchange indicating its name.704

       Sec. 5533.95. That portion of the road known as interstate 705
six hundred eighty, commencing at the intersection of state route 706
number seven hundred eleven and extending in a southeasterly 707
direction to the intersection with state route number seven within 708
Mahoning county, shall be known as the "William Holmes McGuffey 709
Memorial Highway."710

       The director of transportation may erect suitable markers 711
along the highway indicating its name.712

       Sec. 5533.96.  That portion of the road known as state route 713
number eighteen, commencing at the intersection of that state 714
route and interstate route number seventy-one and extending in an 715
easterly direction to the intersection of that state route and 716
interstate route number seventy-seven within Medina county only, 717
shall be known as the "Sgt. Michael W. Finke, Jr., Memorial 718
Highway."719

       The director of transportation may erect suitable markers 720
along the highway indicating its name.721

       Section 2.  That existing sections 4501.21, 4503.571, and 722
5533.52 of the Revised Code are hereby repealed. 723
