To require the Director of Administrative Services to | 1 |
conduct a study of potential operating | 2 |
efficiencies in state government. | 3 |
Section 1. (A) The Director of Administrative Services shall | 4 |
conduct an efficiency savings study to seek General Revenue Fund | 5 |
savings while preserving and maximizing services. The study shall | 6 |
include a report and recommendations. The study shall do the | 7 |
following: | 8 |
(1) Assess the spending and operations of all statewide | 9 |
elected executive, legislative, and judicial branch offices and | 10 |
organizations; | 11 |
(2) Determine opportunities for efficiencies, while | 12 |
preserving and maximizing current levels of service, including | 13 |
savings stemming from lowering the ratio of supervisory to | 14 |
subordinate employees. | 15 |
(B) The Director shall enter into a contract with an outside | 16 |
vendor to conduct the study. The vendor shall have expertise in | 17 |
operational efficiencies and savings, and shall be compensated out | 18 |
of savings realized through implementation of the recommendations. | 19 |
(C) The Director shall distribute a request for proposal not | 20 |
later than thirty days after the effective date of this section. | 21 |
The request for proposal shall define the terms for payment, | 22 |
including a maximum amount to be awarded in accordance with state | 23 |
procurement law. | 24 |
(D) The report shall be completed and distributed by the | 25 |
Director to the Speaker of the House of Representatives, the | 26 |
Minority Leader of the House of Representatives, the President of | 27 |
the Senate, the Minority Leader of the Senate, and the Governor | 28 |
not later than the earlier of twelve months after the awarding of | 29 |
the contract or December 31, 2010. | 30 |
