A BILL
To enact section 6301.11 of the Revised Code to 1
create the Workforce Development Intermediary 2
Committee.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That section 6301.11 of the Revised Code be 4
enacted to read as follows:5

       Sec. 6301.11.  (A) There is hereby created the workforce 6
development intermediary committee.7

       (B) The committee shall consist of all of the following 8
members:9

       (1) The director of job and family services, or the 10
director's designee;11

       (2) The superintendent of public instruction, or the 12
superintendent's designee;13

       (3) The chancellor of the Ohio board of regents, or the 14
chancellor's designee;15

       (4) The director of development, or the director's designee;16

       (5) One human resource representative from each type of major 17
industry in the state, appointed by the director of development.18

       (C) The committee shall do all of the following:19

       (1) Coordinate between education systems, workforce systems, 20
and economic development programs to enable the state to maximize 21
the use of funding spent on workforce development programs and 22
services and to align strategies of workforce development;23

       (2) Regularly review local area performance and interview job 24
seekers to determine best practices and to encourage system 25
improvement;26

       (3) Review all complaints received from job seekers and 27
businesses and submit any complaints the committee determines to 28
be valid to the regional office of the United States department of 29
labor or other appropriate agency.30

       (D) The members of the committee appointed by the director of 31
development pursuant to division (B)(5) of this section shall 32
serve at the pleasure of the director. The director of development 33
shall determine how to categorize the types of industries in the 34
state described in that division and shall determine which 35
industries in the state shall be represented on the committee.36

       (E) The director of job and family services, or the 37
director's designee, shall serve as chairperson of the committee. 38
The committee shall meet at the call of the chair. A majority of 39
the members constitutes a quorum.40

       (F) Members shall serve without compensation, except to the 41
extent that serving on the committee is part of their regular 42
employment duties.43

       (G) The director of job and family services shall provide 44
staff and other administrative support for the committee to carry 45
out its duties.46
