A BILL
To enact section 122.014 of the Revised Code to 1
create an online small business resource center on 2
the Department of Development's internet web site.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. It is the intent of the General Assembly to 4
recognize the efforts of the Department of Development in 5
providing resources for small businesses in this state and to 6
strengthen the resources available to small businesses in this 7
state by codifying and supplementing these efforts as the online 8
small business resource center.9

       Section 2. That section 122.014 of the Revised Code be 10
enacted to read as follows:11

       Sec. 122.014.  (A) The department of development shall 12
coordinate with the secretary of state to create a single online 13
small business resource center on the department's internet web 14
site as a central location to provide a small business in this 15
state with information relevant to small businesses and their 16
operations. The online small business resource center shall 17
provide direct information or an electronic link to information 18
on at least the following:19

       (1) Steps to starting a small business in this state;20

       (2) Workforce availability for small businesses in this 21
state;22

       (3) Regulatory requirements for small businesses in this 23
state;24

       (4) Required licenses and permits for small businesses in 25
this state;26

       (5) Loan and financing opportunities for small businesses in 27
this state;28

       (6) Tax requirements, deadlines, and forms applicable to 29
small businesses in this state;30

       (7) Small business advocacy opportunities;31

       (8) Questions frequently asked by small businesses;32

       (9) The Ohio business gateway;33

       (10) State procurement opportunities for small businesses in 34
this state;35

       (11) Workers' compensation requirements for small businesses 36
in this state.37

       (B) The online small business resource center shall enable a 38
person to register to receive regular electronic updates made to 39
the online small business resource center. However, no 40
registration shall be required for a person to access information 41
on the online small business resource center.42

       (C) The department shall annually consult or survey small 43
business groups in this state to assess available online resources 44
and to gather information and suggestions on useful online 45
resources for small businesses in this state.46

       (D) The department shall prominently include for each 47
reference or item on the online small business resource center the 48
date in which the reference or item was most recently updated.49
