A BILL
To amend sections 4501.21 and 5533.52 and to enact 1
sections 4501.14, 4501.243, 4503.498, 4503.499, 2
4503.505, 4503.563, 4503.701, 4503.94, 5533.093, 3
5533.333, 5533.372, 5533.872, 5533.93, 5533.95, 4
and 5533.96 of the Revised Code to create certain 5
special license plates and to designate certain 6
memorial freeways. 7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.21 and 5533.52 be amended and 8
sections 4501.14, 4501.243, 4503.498, 4503.499, 4503.505, 9
4503.563, 4503.701, 4503.94, 5533.093, 5533.333, 5533.372, 10
5533.872, 5533.93, 5533.95, and 5533.96 of the Revised Code be 11
enacted to read as follows: 12

       Sec. 4501.14. There is hereby created in the state treasury 13
the teen driver education license plate fund, consisting of the 14
contributions that are paid to the registrar of motor vehicles by 15
applicants who obtain teen driver education license plates 16
pursuant to section 4503.94 of the Revised Code.17

       The department of public safety shall use the money in the 18
fund solely to fund the rental, lease, or purchase of the 19
simulated driving curriculum of the Michelle's leading star 20
foundation by boards of education of city, exempted village, 21
local, and joint vocational school districts. The department, in 22
consultation with the department of education, shall adopt rules 23
establishing a process for distributing money in the fund to those 24
boards.25

       Sec. 4501.21.  (A) There is hereby created in the state 26
treasury the license plate contribution fund. The fund shall 27
consist of all contributions paid by motor vehicle registrants and 28
collected by the registrar of motor vehicles pursuant to sections 29
4503.491, 4503.493, 4503.498, 4503.499, 4503.50, 4503.501, 30
4503.502, 4503.505, 4503.51, 4503.522, 4503.523, 4503.545, 31
4503.55, 4503.551, 4503.552, 4503.553, 4503.561, 4503.562, 32
4503.591, 4503.67, 4503.68, 4503.69, 4503.71, 4503.711, 33
4503.712, 4503.72, 4503.73, 4503.74, 4503.75, 4503.85, and 34
4503.92 of the Revised Code. 35

       (B) The registrar shall pay the contributions the registrar 36
collects in the fund as follows: 37

        The registrar shall pay the contributions received pursuant 38
to section 4503.491 of the Revised Code to the breast cancer fund 39
of Ohio, which shall use that money only to pay for programs that 40
provide assistance and education to Ohio breast cancer patients 41
and that improve access for such patients to quality health care 42
and clinical trials and shall not use any of the money for 43
abortion information, counseling, services, or other 44
abortion-related activities. 45

        The registrar shall pay the contributions received pursuant 46
to section 4503.493 of the Revised Code to the autism society of 47
Ohio, which shall use the contributions for programs and autism 48
awareness efforts throughout the state. 49

       The registrar shall pay the contributions the registrar 50
receives pursuant to section 4503.498 of the Revised Code to 51
special olympics Ohio, inc., which shall use the contributions for 52
its programs, charitable efforts, and other activities.53

       The registrar shall pay the contributions the registrar 54
receives pursuant to section 4503.499 of the Revised Code to the 55
children's glioma cancer foundation, which shall use the 56
contributions for its research and other programs.57

        The registrar shall pay the contributions the registrar 58
receives pursuant to section 4503.50 of the Revised Code to the 59
future farmers of America foundation, which shall deposit the 60
contributions into its general account to be used for educational 61
and scholarship purposes of the future farmers of America 62
foundation. 63

        The registrar shall pay the contributions the registrar 64
receives pursuant to section 4503.501 of the Revised Code to the 65
4-H youth development program of the Ohio state university 66
extension program, which shall use those contributions to pay the 67
expenses it incurs in conducting its educational activities. 68

        The registrar shall pay the contributions received pursuant 69
to section 4503.502 of the Revised Code to the Ohio cattlemen's 70
foundation, which shall use those contributions for scholarships 71
and other educational activities. 72

       The registrar shall pay the contributions received pursuant 73
to section 4503.505 of the Revised Code to the organization Ohio 74
region phi theta kappa, which shall use those contributions for 75
scholarships for students who are members of that organization.76

        The registrar shall pay each contribution the registrar 77
receives pursuant to section 4503.51 of the Revised Code to the 78
university or college whose name or marking or design appears on 79
collegiate license plates that are issued to a person under that 80
section. A university or college that receives contributions from 81
the fund shall deposit the contributions into its general 82
scholarship fund. 83

        The registrar shall pay the contributions the registrar 84
receives pursuant to section 4503.522 of the Revised Code to the 85
"friends of Perry's victory and international peace memorial, 86
incorporated," a nonprofit corporation organized under the laws of 87
this state, to assist that organization in paying the expenses it 88
incurs in sponsoring or holding charitable, educational, and 89
cultural events at the monument. 90

       The registrar shall pay the contributions the registrar 91
receives pursuant to section 4503.523 of the Revised Code to the 92
fairport lights foundation, which shall use the money to pay for 93
the restoration, maintenance, and preservation of the lighthouses 94
of fairport harbor. 95

        The registrar shall pay the contributions the registrar 96
receives pursuant to section 4503.55 of the Revised Code to the 97
pro football hall of fame, which shall deposit the contributions 98
into a special bank account that it establishes and which shall be 99
separate and distinct from any other account the pro football hall 100
of fame maintains, to be used exclusively for the purpose of 101
promoting the pro football hall of fame as a travel destination. 102

        The registrar shall pay the contributions that are paid to 103
the registrar pursuant to section 4503.545 of the Revised Code to 104
the national rifle association foundation, which shall use the 105
money to pay the costs of the educational activities and programs 106
the foundation holds or sponsors in this state. 107

        The registrar shall pay to the Ohio pet fund the 108
contributions the registrar receives pursuant to section 109
4503.551 of the Revised Code and any other money from any 110
other source, including donations, gifts, and grants, that is 111
designated by the source to be paid to the Ohio pet fund. The 112
Ohio pet fund shall use the moneys it receives under this 113
section to support programs for the sterilization of dogs and 114
cats and for educational programs concerning the proper 115
veterinary care of those animals, and for expenses of the Ohio 116
pet fund that are reasonably necessary for it to obtain and 117
maintain its tax-exempt status and to perform its duties. 118

        The registrar shall pay the contributions the registrar 119
receives pursuant to section 4503.552 of the Revised Code to the 120
rock and roll hall of fame and museum, incorporated. 121

        The registrar shall pay the contributions the registrar 122
receives pursuant to section 4503.553 of the Revised Code to the 123
Ohio coalition for animals, incorporated, a nonprofit corporation. 124
Except as provided in division (B) of this section, the coalition 125
shall distribute the money to its members, and the members shall 126
use the money only to pay for educational, charitable, and other 127
programs of each coalition member that provide care for unwanted, 128
abused, and neglected horses. The Ohio coalition for animals may 129
use a portion of the money to pay for reasonable marketing costs 130
incurred in the design and promotion of the license plate and 131
for administrative costs incurred in the disbursement and 132
management of funds received under this section. 133

        The registrar shall pay the contributions the registrar 134
receives pursuant to section 4503.561 of the Revised Code to the 135
state of Ohio chapter of ducks unlimited, inc., which shall 136
deposit the contributions into a special bank account that it 137
establishes. The special bank account shall be separate and 138
distinct from any other account the state of Ohio chapter of ducks 139
unlimited, inc., maintains and shall be used exclusively for the 140
purpose of protecting, enhancing, restoring, and managing wetlands 141
and conserving wildlife habitat. The state of Ohio chapter of 142
ducks unlimited, inc., annually shall notify the registrar in 143
writing of the name, address, and account to which such payments 144
are to be made. 145

        The registrar shall pay the contributions the registrar 146
receives pursuant to section 4503.562 of the Revised Code to the 147
Mahoning river consortium, which shall use the money to pay the 148
expenses it incurs in restoring and maintaining the Mahoning 149
river watershed. 150

        The registrar shall pay to a sports commission created 151
pursuant to section 4503.591 of the Revised Code each 152
contribution the registrar receives under that section that an 153
applicant pays to obtain license plates that bear the logo of a 154
professional sports team located in the county of that sports 155
commission and that is participating in the license plate program 156
pursuant to division (E) of that section, irrespective of the 157
county of residence of an applicant. 158

        The registrar shall pay to a community charity each 159
contribution the registrar receives under section 4503.591 of the 160
Revised Code that an applicant pays to obtain license plates that 161
bear the logo of a professional sports team that is participating 162
in the license plate program pursuant to division (G) of that 163
section. 164

        The registrar shall pay the contributions the registrar 165
receives pursuant to section 4503.67 of the Revised Code to the 166
Dan Beard council of the boy scouts of America. The council shall 167
distribute all contributions in an equitable manner throughout 168
the state to regional councils of the boy scouts. 169

        The registrar shall pay the contributions the registrar 170
receives pursuant to section 4503.68 of the Revised Code to the 171
great river council of the girl scouts of the United States of 172
America. The council shall distribute all contributions in an 173
equitable manner throughout the state to regional councils of the 174
girl scouts. 175

        The registrar shall pay the contributions the registrar 176
receives pursuant to section 4503.69 of the Revised Code to the 177
Dan Beard council of the boy scouts of America. The council shall 178
distribute all contributions in an equitable manner throughout 179
the state to regional councils of the boy scouts. 180

        The registrar shall pay the contributions the registrar 181
receives pursuant to section 4503.71 of the Revised Code to the 182
fraternal order of police of Ohio, incorporated, which shall 183
deposit the fees into its general account to be used for purposes 184
of the fraternal order of police of Ohio, incorporated. 185

        The registrar shall pay the contributions the registrar 186
receives pursuant to section 4503.711 of the Revised Code to the 187
fraternal order of police of Ohio, incorporated, which shall 188
deposit the contributions into an account that it creates to be 189
used for the purpose of advancing and protecting the law 190
enforcement profession, promoting improved law enforcement 191
methods, and teaching respect for law and order. 192

       The registrar shall pay the contributions received pursuant 193
to section 4503.712 of the Revised Code to Ohio concerns of 194
police survivors, which shall use those contributions to provide 195
whatever assistance may be appropriate to the families of Ohio 196
law enforcement officers who are killed in the line of duty. 197

       The registrar shall pay the contributions the registrar 198
receives pursuant to section 4503.72 of the Revised Code to the 199
organization known on March 31, 2003, as the Ohio CASA/GAL 200
association, a private, nonprofit corporation organized under 201
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 202
shall use these contributions to pay the expenses it incurs in 203
administering a program to secure the proper representation in the 204
courts of this state of abused, neglected, and dependent children, 205
and for the training and supervision of persons participating in 206
that program. 207

        The registrar shall pay the contributions the registrar 208
receives pursuant to section 4503.73 of the Revised Code to 209
Wright B. Flyer, incorporated, which shall deposit the 210
contributions into its general account to be used for purposes of 211
Wright B. Flyer, incorporated. 212

       The registrar shall pay the contributions the registrar 213
receives pursuant to section 4503.74 of the Revised Code to the 214
Columbus zoological park association, which shall disburse the 215
moneys to Ohio's major metropolitan zoos, as defined in section 216
4503.74 of the Revised Code, in accordance with a written 217
agreement entered into by the major metropolitan zoos. 218

       The registrar shall pay the contributions the registrar 219
receives pursuant to section 4503.75 of the Revised Code to the 220
rotary foundation, located on March 31, 2003, in Evanston, 221
Illinois, to be placed in a fund known as the permanent fund and 222
used to endow educational and humanitarian programs of the rotary 223
foundation. 224

        The registrar shall pay the contributions the registrar 225
receives pursuant to section 4503.85 of the Revised Code to the 226
Ohio sea grant college program to be used for Lake Erie area 227
research projects. 228

       The registrar shall pay the contributions received pursuant 229
to section 4503.92 of the Revised Code to support our troops, 230
incorporated, a national nonprofit corporation, which shall use 231
those contributions in accordance with its articles of 232
incorporation and for the benefit of servicemembers of the armed 233
forces of the United States and their families when they are in 234
financial need. 235

       (C) All investment earnings of the license plate contribution 236
fund shall be credited to the fund. Not later than the first day 237
of May of every year, the registrar shall distribute to each 238
entity described in division (B) of this section the investment 239
income the fund earned the previous calendar year. The amount of 240
such a distribution paid to an entity shall be proportionate to 241
the amount of money the entity received from the fund during the 242
previous calendar year. 243

       Sec. 4501.243.  There is hereby created in the state treasury 244
the Ohio nature preserves fund. The fund shall consist of the 245
contributions that are paid to the registrar of motor vehicles by 246
applicants who obtain Ohio nature preserves license plates 247
pursuant to section 4503.563 of the Revised Code. All investment 248
earnings of the fund shall be credited to the fund.249

       The department of natural resources shall use the money in 250
the fund to help finance nature preserve education, nature 251
preserve clean-up projects, and nature preserve maintenance, 252
protection, and restoration.253

       Sec. 4503.498. (A) The owner or lessee of any passenger car,254
noncommercial motor vehicle, recreational vehicle, or other 255
vehicle of a class approved by the registrar of motor vehicles may 256
apply to the registrar for the registration of the vehicle and 257
issuance of special olympics license plates. An application made 258
under this section may be combined with a request for a special 259
reserved license plate under section 4503.40 or 4503.42 of the 260
Revised Code. Upon receipt of the completed application and 261
compliance by the applicant with divisions (B) and (C) of this 262
section, the registrar shall issue to the applicant the 263
appropriate vehicle registration and a set of special olympics264
license plates and a validation sticker, or a validation sticker 265
alone when required by section 4503.191 of the Revised Code. 266

       In addition to the letters and numbers ordinarily inscribed267
on the license plates, special olympics license plates shall be 268
inscribed with identifying words or markings that are designed by 269
special olympics Ohio, inc. and are approved by the registrar. 270
Special olympics license plates shall display county 271
identification stickers that identify the county of registration 272
by name or number.273

       (B) The special olympics license plates and a validation 274
sticker, or validation sticker alone, shall be issued upon275
receipt of a contribution as provided in division (C) of this276
section and upon payment of the regular license tax as prescribed277
under section 4503.04 of the Revised Code, any applicable motor278
vehicle license tax levied under Chapter 4504. of the Revised279
Code, any applicable additional fee prescribed by section 4503.40 280
or 4503.42 of the Revised Code, a fee of ten dollars for the 281
purpose of compensating the bureau of motor vehicles for 282
additional services required in the issuing of special olympics283
license plates, and compliance with all other applicable laws 284
relating to the registration of motor vehicles.285

       (C) For each application for registration and registration286
renewal notice the registrar receives under this section, the287
registrar shall collect a contribution of fifteen dollars. The288
registrar shall transmit this contribution to the treasurer of289
state for deposit in the license plate contribution fund created 290
in section 4501.21 of the Revised Code.291

       The registrar shall transmit the additional fee of ten292
dollars paid to compensate the bureau for the additional services293
required in the issuing of special olympics license plates to 294
the treasurer of state for deposit into the state treasury to the 295
credit of the state bureau of motor vehicles fund created by 296
section 4501.25 of the Revised Code.297

       Sec. 4503.499. (A) The owner or lessee of any passenger car, 298
noncommercial motor vehicle, recreational vehicle, or other 299
vehicle of a class approved by the registrar of motor vehicles 300
may apply to the registrar for the registration of the vehicle 301
and issuance of pediatric brain tumor awareness license plates. 302
An application made under this section may be combined with a 303
request for a special reserved license plate under section 304
4503.40 or 4503.42 of the Revised Code. Upon receipt of the 305
completed application and compliance by the applicant with 306
divisions (B) and (C) of this section, the registrar shall issue 307
to the applicant the appropriate vehicle registration and a set 308
of pediatric brain tumor awareness license plates and a 309
validation sticker, or a validation sticker alone when required 310
by section 4503.191 of the Revised Code. 311

       In addition to the letters and numbers ordinarily inscribed 312
on the license plates, pediatric brain tumor awareness license 313
plates shall be inscribed with identifying words or markings 314
that are designed by the children's glioma cancer foundation and 315
are approved by the registrar. Pediatric brain tumor awareness 316
license plates shall display county identification stickers that 317
identify the county of registration by name or number.318

       (B) The pediatric brain tumor awareness license plates and a 319
validation sticker, or validation sticker alone, shall be issued 320
upon receipt of a contribution as provided in division (C) of this 321
section and upon payment of the regular license tax as prescribed 322
under section 4503.04 of the Revised Code, any applicable motor 323
vehicle license tax levied under Chapter 4504. of the Revised 324
Code, any applicable additional fee prescribed by section 4503.40 325
or 4503.42 of the Revised Code, a fee of ten dollars for the 326
purpose of compensating the bureau of motor vehicles for 327
additional services required in the issuing of pediatric brain 328
tumor awareness license plates, and compliance with all other 329
applicable laws relating to the registration of motor vehicles.330

       (C) For each application for registration and registration 331
renewal notice the registrar receives under this section, the 332
registrar shall collect a contribution of thirty-five dollars. The 333
registrar shall transmit this contribution to the treasurer of 334
state for deposit in the license plate contribution fund created 335
in section 4501.21 of the Revised Code.336

       The registrar shall transmit the additional fee of ten 337
dollars paid to compensate the bureau for the additional services 338
required in the issuing of pediatric brain tumor awareness license 339
plates to the treasurer of state for deposit into the state 340
treasury to the credit of the state bureau of motor vehicles 341
fund created by section 4501.25 of the Revised Code.342

       Sec. 4503.505.  (A) The owner or lessee of any passenger car, 343
noncommercial motor vehicle, recreational vehicle, or other 344
vehicle of a class approved by the registrar of motor vehicles may 345
apply to the registrar for the registration of the vehicle and 346
issuance of phi theta kappa license plates. The application for 347
phi theta kappa license plates may be combined with a request for 348
a special reserved license plate under section 4503.40 or 4503.42 349
of the Revised Code. Upon receipt of the completed application and 350
compliance with division (B) of this section, the registrar shall 351
issue to the applicant the appropriate vehicle registration and a 352
set of phi theta kappa license plates with a validation sticker or 353
a validation sticker alone when required by section 4503.191 of 354
the Revised Code.355

       In addition to the letters and numbers ordinarily inscribed 356
thereon, phi theta kappa license plates shall be inscribed with 357
words and markings selected and designed by the organization Ohio 358
region phi theta kappa. The registrar shall approve the final 359
design. Phi theta kappa license plates shall bear county 360
identification stickers that identify the county of registration 361
by name or number.362

       (B) Phi theta kappa license plates and validation stickers 363
shall be issued upon payment of the regular license tax as 364
prescribed under section 4503.04 of the Revised Code, any 365
applicable motor vehicle tax levied under Chapter 4504. of the 366
Revised Code, a bureau of motor vehicles administrative fee of ten 367
dollars, the contribution specified under division (C) of this 368
section, and compliance with all other applicable laws relating to 369
the registration of motor vehicles. If the application for phi 370
theta kappa license plates is combined with a request for a 371
special reserved license plate under section 4503.40 or 4503.42 of 372
the Revised Code, the license plates and validation sticker shall 373
be issued upon payment of the contribution, fees, and taxes 374
contained in this division and the additional fee prescribed by 375
section 4503.40 or 4503.42 of the Revised Code.376

       (C) For each application for registration and registration 377
renewal received under this section, the registrar shall collect a 378
contribution of twenty-five dollars. The registrar shall transmit 379
this contribution to the treasurer of state for deposit in the 380
license plate contribution fund created in section 4501.21 of the 381
Revised Code.382

       The registrar shall deposit the ten-dollar bureau 383
administrative fee, the purpose of which is to compensate the 384
bureau for the additional services required in issuing phi theta 385
kappa plates, into the state bureau of motor vehicles fund created 386
in section 4501.25 of the Revised Code.387

       Sec. 4503.563.  (A) The owner or lessee of any passenger car, 388
noncommercial motor vehicle, recreational vehicle, or other 389
vehicle of a class approved by the registrar of motor vehicles may 390
apply to the registrar for the registration of the vehicle and 391
issuance of Ohio nature preserves license plates. The application 392
for Ohio nature preserves license plates may be combined with a 393
request for a special reserved license plate under section 4503.40 394
or 4503.42 of the Revised Code. Upon receipt of the completed 395
application and compliance with division (B) of this section, the 396
registrar shall issue to the applicant the appropriate vehicle 397
registration and a set of Ohio nature preserves license plates 398
with a validation sticker or a validation sticker alone when 399
required by section 4503.191 of the Revised Code.400

       In addition to the letters and numbers ordinarily inscribed 401
thereon, Ohio nature preserves license plates shall be inscribed 402
with identifying words or markings designed by the department of 403
natural resources and approved by the registrar. Ohio nature 404
preserves license plates shall bear county identification stickers 405
that identify the county of registration by name or number.406

       (B) The Ohio nature preserves license plates and validation 407
sticker shall be issued upon receipt of a contribution as provided 408
in division (C) of this section and upon payment of the regular 409
license fees as prescribed under section 4503.04 of the Revised 410
Code, a bureau of motor vehicles administrative fee of ten 411
dollars, any applicable motor vehicle tax levied under Chapter 412
4504. of the Revised Code, and compliance with all other 413
applicable laws relating to the registration of motor vehicles. If 414
the application for Ohio nature preserves license plates is 415
combined with a request for a special reserved license plate under 416
section 4503.40 or 4503.42 of the Revised Code, the license plates 417
and validation sticker shall be issued upon payment of the 418
contribution, fees, and taxes contained in this division and the 419
additional fee prescribed under section 4503.40 or 4503.42 of the 420
Revised Code.421

       (C) For each application for registration and registration 422
renewal submitted under this section, the registrar shall collect 423
a contribution in an amount not to exceed forty dollars as 424
determined by the department. The registrar shall transmit this 425
contribution to the treasurer of state for deposit in the Ohio 426
nature preserves fund created in section 4501.243 of the Revised 427
Code.428

       The registrar shall deposit the ten-dollar bureau 429
administrative fee, the purpose of which is to compensate the 430
bureau for additional services required in issuing Ohio nature 431
preserves license plates, in the state bureau of motor vehicles 432
fund created in section 4501.25 of the Revised Code.433

       Sec. 4503.701.  The owner or lessee of any passenger car, 434
noncommercial motor vehicle, recreational vehicle, or other 435
vehicle of a class approved by the registrar of motor vehicles may 436
apply to the registrar for the registration of the vehicle and 437
issuance of Prince Hall freemason license plates. The application 438
for Prince Hall freemason license plates may be combined with a 439
request for a special reserved license plate under section 4503.40 440
or 4503.42 of the Revised Code. Upon receipt of the completed 441
application and compliance by the applicant with this section, the 442
registrar shall issue to the applicant the appropriate vehicle 443
registration and a set of Prince Hall freemason license plates 444
with a validation sticker or a validation sticker alone when 445
required by section 4503.191 of the Revised Code.446

       In addition to the letters and numbers ordinarily inscribed 447
thereon, Prince Hall freemason license plates shall be inscribed 448
with identifying words and a symbol or logo designed by the Prince 449
Hall grand lodge of free and accepted masons of Ohio and approved 450
by the registrar. Prince Hall freemason license plates shall bear 451
county identification stickers that identify the county of 452
registration by name or number.453

       Prince Hall freemason license plates and validation stickers 454
shall be issued upon payment of the regular license fee required 455
by section 4503.04 of the Revised Code, payment of any local motor 456
vehicle license tax levied under Chapter 4504. of the Revised 457
Code, payment of an additional fee of ten dollars, and compliance 458
with all other applicable laws relating to the registration of 459
motor vehicles. If the application for Prince Hall freemason 460
license plates is combined with a request for a special reserved 461
license plate under section 4503.40 or 4503.42 of the Revised 462
Code, the license plates and validation sticker shall be issued 463
upon payment of the fees and taxes contained in this section and 464
the additional fee prescribed under section 4503.40 or 4503.42 of 465
the Revised Code. The additional fee of ten dollars shall be for 466
the purpose of compensating the bureau of motor vehicles for 467
additional services required in the issuing of Prince Hall 468
freemason license plates, and shall be transmitted by the 469
registrar to the treasurer of state for deposit into the state 470
treasury to the credit of the state bureau of motor vehicles fund 471
created by section 4501.25 of the Revised Code.472

       Sec. 4503.94. (A) The owner or lessee of any passenger car, 473
noncommercial motor vehicle, recreational vehicle, or other 474
vehicle of a class approved by the registrar of motor vehicles may 475
apply to the registrar for the registration of the vehicle and 476
issuance of "teen driver education" license plates. The 477
application may be combined with a request for a special reserved 478
license plate under section 4503.40 or 4503.42 of the Revised 479
Code. Upon receipt of the completed application and compliance by 480
the applicant with divisions (B) and (C) of this section, the 481
registrar shall issue to the applicant the appropriate vehicle 482
registration and a set of "teen driver education" license plates 483
and a validation sticker, or a validation sticker alone when 484
required by section 4503.191 of the Revised Code.485

       In addition to the letters and numbers ordinarily inscribed 486
on the license plates, "teen driver education" license plates 487
shall bear an appropriate logo and the words "teen driver 488
education." The bureau of motor vehicles shall design "teen driver 489
education" license plates, and they shall display county 490
identification stickers that identify the county of registration 491
by name or number.492

       (B) "Teen driver education" license plates and a validation 493
sticker, or validation sticker alone, shall be issued upon receipt 494
of an application for registration of a motor vehicle under this 495
section; payment of the regular license tax as prescribed under 496
section 4503.04 of the Revised Code, any applicable motor vehicle 497
license tax levied under Chapter 4504. of the Revised Code, any 498
applicable additional fee prescribed by section 4503.40 or 4503.42 499
of the Revised Code, an additional fee of ten dollars, and a 500
contribution as provided in division (C) of this section; and 501
compliance with all other applicable laws relating to the 502
registration of motor vehicles.503

        (C) For each application for registration and registration 504
renewal notice the registrar receives under this section, the 505
registrar shall collect a contribution of fifteen dollars. The 506
registrar shall transmit this contribution to the treasurer of 507
state for deposit into the state treasury to the credit of the 508
teen driver education license plate fund created by section 509
4501.14 of the Revised Code.510

       The registrar shall transmit the additional fee of ten 511
dollars, which is to compensate the bureau for the additional 512
services required in the issuing of "teen driver education" 513
license plates, to the treasurer of state for deposit into the 514
state treasury to the credit of the state bureau of motor vehicles 515
fund created by section 4501.25 of the Revised Code.516

       Sec. 5533.093.  That portion of the road known as state route 517
number forty-three, running in a northerly and southerly direction 518
within Portage county, between the intersection of that state 519
route and Ethan avenue in the north and the intersection of that 520
state route and Kennedy road in the south, shall be known as the 521
"Corporal Jason J. Hernandez Memorial Highway."522

       The director of transportation may erect suitable markers 523
along the highway indicating its name.524

       Sec. 5533.333. That portion of the road known as state route 525
forty-four, running in a northerly and southerly direction between 526
county road eighteen in the municipal corporation of Rootstown and 527
Waterloo road in the municipal corporation of Randolph, shall be 528
known as the "Sgt. Jeremy Murray Memorial Highway."529

       The director of transportation may erect suitable markers 530
along the highway indicating its name.531

       Sec. 5533.372.  In addition to the designation in section 532
5533.37 of the Revised Code, that portion of the road known as 533
interstate route number seventy-seven, commencing at mile marker 534
number one hundred sixteen and proceeding in a northerly direction 535
to mile marker number one hundred eighteen, shall be known as the 536
"Staff Sgt. Matthew J. Kuglics Memorial Highway."537

       The director of transportation may erect suitable markers 538
along the highway indicating its name.539

       Sec. 5533.52. (A) Each of the following roads shall be known 540
as the "Korean War Veterans' Memorial Highway": 541

       (1) That portion of the road known as United States route 542
thirty-six commencing at the boundary of Coshocton and Tuscarawas 543
counties and extending to interstate seventy-seven; 544

       (2) That portion of the road known as United States route 545
thirty-six commencing at the boundary of Champaign and Miami 546
counties and extending through Darke county to the Indiana border; 547

       (3) That portion of the road known as interstate route two 548
hundred eighty commencing at the point of interchange with 549
interstate eighty-ninety and extending to the boundary of Wood and 550
Lucas counties; 551

       (4) That portion of the road known as state route eight, 552
located within Summit county only;553

       (5) The road known as interstate route six hundred eighty, 554
which is located wholly within Mahoning county. 555

       (B) The director of transportation may erect suitable markers 556
upon the highway or the designated portion of each highway 557
indicating its name. 558

       Sec. 5533.872.  That portion of the highway known as state 559
route number three hundred thirteen, located within Guernsey 560
county and commencing at the intersection of that state route and 561
Fritter road, extending in an easterly direction and ending at the 562
first intersection with state route number eighty-three, also 563
known as West road, shall be known as the "Guernsey County 564
Veterans - Flags of Honor Memorial Highway."565

       The director of transportation may erect suitable markers 566
along the highway indicating its name.567

       Sec. 5533.93. The bridge spanning the Cuyahoga river and the 568
Ohio canal in Cuyahoga county, being part of the highway known as 569
interstate route number four hundred eighty, shall be known as the 570
"Union Workers Memorial Bridge."571

        The director of transportation may erect suitable markers 572
upon the bridge or its approaches indicating its name.573

       Sec. 5533.95. That portion of the road known as interstate 574
six hundred eighty, commencing at the intersection of state route 575
number seven hundred eleven and extending in a southeasterly 576
direction to the intersection with state route number seven within 577
Mahoning county, shall be known as the "William Holmes McGuffey 578
Memorial Highway."579

       The director of transportation may erect suitable markers 580
along the highway indicating its name.581

       Sec. 5533.96. The interchange of interstate route 582
seventy-seven and Shuffel street, northwest, located in Jackson 583
township in Stark county, shall be known as the "Fred Krum 584
Memorial Interchange."585

       The director of transportation may erect suitable markers at 586
the interchange indicating its name.587

       Section 2. That existing sections 4501.21 and 5533.52 of the 588
Revised Code are hereby repealed.589
