A BILL
To enact section 5703.83 of the Revised Code to 1
require the creation of a tax database and 2
calculator to allow individuals and businesses to 3
determine their current tax rates and potential 4
tax liabilities.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 5703.83 of the Revised Code be 6
enacted to read as follows:7

       Sec. 5703.83. Not later than ninety days after the effective 8
date of this section, the department of taxation shall acquire the 9
necessary information technology hardware, software, and services 10
to create a database and calculator, accessible and searchable by 11
the public through the internet, that will enable individuals and 12
businesses to determine the rate of all taxes imposed by or 13
pursuant to the Revised Code and to compute their potential tax 14
liabilities. For taxes of the same character, the database and 15
calculator shall enable individuals and businesses to determine 16
the rate and compute potential liability for each tax individually 17
and all taxes in aggregate. For taxes for which the rate is not 18
uniform throughout the state, the database and calculator shall 19
enable individuals and businesses to determine the rate and 20
compute potential liability by street address and through 21
selection of a location on a map. An internet link to the database 22
and calculator shall be created and maintained on the Ohio 23
business gateway web site.24

       A local taxing authority shall report any tax rate changes to 25
the tax commissioner within thirty days after adoption of the 26
related ordinance, resolution, or ballot measure.27
