Sec. 4503.19.
(A) Upon the filing of an application for

registration and the payment of the tax for
registration, the
| 10 |
registrar
of motor vehicles or a deputy registrar shall determine
| 11 |
whether the owner
previously has
been issued license plates for
| 12 |
the motor vehicle
described in the application. If no license
| 13 |
plates previously have
been
issued to the owner for that motor
| 14 |
vehicle, the registrar or deputy registrar
shall assign to the
| 15 |
motor vehicle a distinctive number and issue
and deliver to the
| 16 |
owner in the manner
that the registrar may
select a certificate of
| 17 |
registration, in the form
that the
registrar shall
prescribe, | 18 |
and,
except as otherwise provided in this section, two
license | 19 |
plates,
duplicates of each other, and a validation
sticker, or a
| 20 |
validation
sticker alone, to be attached to the number plates as
| 21 |
provided in section
4503.191 of the Revised Code. The registrar
or
| 22 |
deputy registrar also shall
charge the owner any fees required
| 23 |
under division (C) of section 4503.10 of
the Revised Code.
| 24 |
Trailers, manufactured homes, mobile homes,
semitrailers, the
| 25 |
manufacturer thereof, the
dealer, or in transit companies therein,
| 26 |
shall be issued one
license plate only and one validation sticker,
| 27 |
or a validation sticker
alone, and the license plate and
| 28 |
validation sticker shall
be displayed
only on the rear of such
| 29 |
vehicles. A commercial tractor that
does not receive an
| 30 |
apportioned license plate under the
international registration
| 31 |
plan shall be issued two license
plates and one validation
| 32 |
sticker, and the
validation sticker shall be displayed on the
| 33 |
front of the
commercial tractor. An apportioned vehicle receiving
| 34 |
an
apportioned
license plate under the international registration
| 35 |
plan shall be
issued one license plate only and one validation
| 36 |
sticker, or a validation
sticker alone; the license plate shall be
| 37 |
displayed only on the front of
a semitractor and on the rear of
| 38 |
all other vehicles. School
buses shall not be issued license
| 39 |
plates but shall bear
identifying numbers in the manner prescribed
| 40 |
by section 4511.764
of the Revised Code. The certificate of
| 41 |
registration and license plates and
validation stickers, or
| 42 |
validation stickers
alone, shall be issued and delivered to the
| 43 |
owner in person or by
mail. Chauffeured limousines shall be
issued
| 44 |
license plates, a
validation sticker, and a livery sticker
as
| 45 |
provided in section
4503.24 of the Revised Code. In the event
of
| 46 |
the loss,
mutilation, or destruction of any certificate of
| 47 |
registration, or
of any license plates or validation stickers, or
| 48 |
if
the owner
chooses to replace license plates previously issued
| 49 |
for a motor vehicle,
or if the registration certificate and
| 50 |
license plates have been
impounded as
provided by division
(B)(1)
| 51 |
of section 4507.02 and
section
4507.16 of the Revised Code, the
| 52 |
owner of
a motor
vehicle, or
manufacturer or dealer, may obtain
| 53 |
from the
registrar, or from a
deputy registrar if authorized by
| 54 |
the registrar, a
duplicate
thereof or new license plates bearing a
| 55 |
different number, if the
registrar
considers it advisable, upon
| 56 |
filing an application
prescribed by the
registrar, and upon paying
| 57 |
a fee of one dollar
for such certificate of
registration, a fee of
| 58 |
two dollars for
each set of two
license plates, or one dollar for
| 59 |
each single
license plate or
validation sticker. In addition,
each
| 60 |
applicant
for a replacement
certificate of
registration,
license
| 61 |
plate, or
validation sticker shall pay the fees provided
in
| 62 |
divisions (C)
and (D) of section 4503.10 of the Revised Code.
| 63 |
Additionally, the registrar and each deputy registrar who
| 64 |
either issues license plates and a validation sticker for use on
| 65 |
any vehicle other than a
commercial tractor, semitrailer, or
| 66 |
apportioned vehicle, or who issues
a validation sticker alone for
| 67 |
use on such a vehicle and the owner
has changed the owner's county
| 68 |
of residence since the
owner last was issued county
identification
| 69 |
stickers, also shall issue and deliver to the
owner either one or
| 70 |
two county identification stickers, as appropriate,
which shall be
| 71 |
attached to the
license plates in a manner
prescribed by the
| 72 |
director of public safety. The county
identification stickers
| 73 |
shall identify prominently
by name or number
the county in which
| 74 |
the owner of the vehicle resides at the time of
registration.
| 75 |
(B)
A certificate of registration issued under this section
| 76 |
shall have a portion that contains all
the information contained | 77 |
in the main portion of the certificate
except for the address of | 78 |
the person to whom the certificate is
issued. Except as provided | 79 |
in this division, whenever a reference
is made in the Revised | 80 |
Code to a motor vehicle certificate of
registration that is | 81 |
issued under this section, the reference
shall be deemed to refer | 82 |
to either the main portion of the
certificate or the portion | 83 |
containing all information in the main portion except the address | 84 |
of the person to whom the certificate is issued. If a reference is | 85 |
made in
the Revised Code to the seizure or surrender of a motor | 86 |
vehicle
certificate of registration that is issued under this | 87 |
section, the
reference shall be deemed to refer to both the main | 88 |
portion of the
certificate and the portion containing all | 89 |
information in the main portion except the address of the person | 90 |
to whom the certificate is issued. | 91 |
