A BILL
To amend section 4503.19 of the Revised Code to 1
require a motor vehicle certificate of 2
registration to have a supplemental portion that 3
contains all the information contained in the main 4
portion of the certificate except for the address 5
of the person to whom the certificate is issued.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4503.19 of the Revised Code be 7
amended to read as follows:8

       Sec. 4503.19.  (A) Upon the filing of an application for9
registration and the payment of the tax for registration, the10
registrar of motor vehicles or a deputy registrar shall determine11
whether the owner previously has been issued license plates for12
the motor vehicle described in the application. If no license13
plates previously have been issued to the owner for that motor14
vehicle, the registrar or deputy registrar shall assign to the15
motor vehicle a distinctive number and issue and deliver to the16
owner in the manner that the registrar may select a certificate of17
registration, in the form that the registrar shall prescribe, and,18
except as otherwise provided in this section, two license plates,19
duplicates of each other, and a validation sticker, or a20
validation sticker alone, to be attached to the number plates as21
provided in section 4503.191 of the Revised Code. The registrar or 22
deputy registrar also shall charge the owner any fees required23
under division (C) of section 4503.10 of the Revised Code.24
Trailers, manufactured homes, mobile homes, semitrailers, the25
manufacturer thereof, the dealer, or in transit companies therein,26
shall be issued one license plate only and one validation sticker,27
or a validation sticker alone, and the license plate and28
validation sticker shall be displayed only on the rear of such29
vehicles. A commercial tractor that does not receive an30
apportioned license plate under the international registration31
plan shall be issued two license plates and one validation32
sticker, and the validation sticker shall be displayed on the33
front of the commercial tractor. An apportioned vehicle receiving34
an apportioned license plate under the international registration35
plan shall be issued one license plate only and one validation36
sticker, or a validation sticker alone; the license plate shall be37
displayed only on the front of a semitractor and on the rear of38
all other vehicles. School buses shall not be issued license39
plates but shall bear identifying numbers in the manner prescribed40
by section 4511.764 of the Revised Code. The certificate of41
registration and license plates and validation stickers, or42
validation stickers alone, shall be issued and delivered to the43
owner in person or by mail. Chauffeured limousines shall be issued 44
license plates, a validation sticker, and a livery sticker as 45
provided in section 4503.24 of the Revised Code. In the event of 46
the loss, mutilation, or destruction of any certificate of47
registration, or of any license plates or validation stickers, or48
if the owner chooses to replace license plates previously issued49
for a motor vehicle, or if the registration certificate and50
license plates have been impounded as provided by division (B)(1)51
of section 4507.02 and section 4507.16 of the Revised Code, the52
owner of a motor vehicle, or manufacturer or dealer, may obtain53
from the registrar, or from a deputy registrar if authorized by54
the registrar, a duplicate thereof or new license plates bearing a55
different number, if the registrar considers it advisable, upon56
filing an application prescribed by the registrar, and upon paying57
a fee of one dollar for such certificate of registration, a fee of58
two dollars for each set of two license plates, or one dollar for59
each single license plate or validation sticker. In addition, each 60
applicant for a replacement certificate of registration, license 61
plate, or validation sticker shall pay the fees provided in 62
divisions (C) and (D) of section 4503.10 of the Revised Code.63

       Additionally, the registrar and each deputy registrar who64
either issues license plates and a validation sticker for use on65
any vehicle other than a commercial tractor, semitrailer, or66
apportioned vehicle, or who issues a validation sticker alone for67
use on such a vehicle and the owner has changed the owner's county68
of residence since the owner last was issued county identification69
stickers, also shall issue and deliver to the owner either one or70
two county identification stickers, as appropriate, which shall be71
attached to the license plates in a manner prescribed by the72
director of public safety. The county identification stickers73
shall identify prominently by name or number the county in which74
the owner of the vehicle resides at the time of registration.75

       (B) A certificate of registration issued under this section 76
shall have attached to it a supplemental portion that contains all 77
the information contained in the main portion of the certificate 78
except for the address of the person to whom the certificate is 79
issued. Except as provided in this division, whenever a reference 80
is made in the Revised Code to a motor vehicle certificate of 81
registration that is issued under this section, the reference 82
shall be deemed to refer to either the main portion of the 83
certificate or the supplemental portion. If a reference is made in 84
the Revised Code to the seizure or surrender of a motor vehicle 85
certificate of registration that is issued under this section, the 86
reference shall be deemed to refer to both the main portion of the 87
certificate and the supplemental portion.88

       (C) Whoever violates this section is guilty of a minor89
misdemeanor.90

       Section 2. That existing section 4503.19 of the Revised Code 91
is hereby repealed.92
