A BILL
To amend section 4503.41 of the Revised Code to allow 1
a veteran with a service-connected disability of 2
less than 100 per cent to apply for disabled 3
veteran license plates upon payment of applicable 4
fees.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That section 4503.41 of the Revised Code be 6
amended to read as follows:7

       Sec. 4503.41. (A) Any disabled veteran who, because of a 8
service-connected disability, has been or is awarded funds for the 9
purchase of a motor vehicle under the "Disabled Veterans' and 10
Servicemen's Automobile Assistance Act of 1970," 84 Stat. 1998, 38 11
U.S.C. 1901, and amendments thereto, and any disabled veteran 12
having a service-connected disability rated at one hundred per 13
cent by the veterans' administrationdepartment of veterans 14
affairs, may apply to the registrar for the registration of the 15
disabled veteran's personal motor vehicle without the payment of 16
any registration fee and service fee as required by sections 17
4503.04, 4503.10, and 4503.102 of the Revised Code, and without 18
the payment of any local motor vehicle tax levied under Chapter 19
4504. of the Revised Code. The20

       (B) Any disabled veteran having a service-connected 21
disability rated at less than one hundred per cent by the 22
department of veterans affairs who meets at least one of the 23
criteria identified in division (A)(1) of section 4503.44 of the 24
Revised Code may apply to the registrar for the registration of 25
the disabled veteran's personal motor vehicle and issuance of 26
license plates under this section upon payment of the regular 27
license fee as prescribed under section 4503.04 of the Revised 28
Code, any local motor vehicle license tax levied under Chapter 29
4504. of the Revised Code, any applicable service fee for issuance 30
of license plates, and any applicable additional fee prescribed by 31
section 4503.40 or 4503.42 of the Revised Code.32

       (C) The application for registration shall be accompanied by 33
such documentary evidence of disability as the registrar may 34
require by rule.35

       (D) Upon the receipt of an application for registration of a 36
motor vehicle under this section, and presentation of satisfactory 37
evidence of disability, the registrar shall issue to the applicant 38
a set of license plates, which shall be red, white, and blue in 39
color and shall, in addition to the letters and numbers ordinarily 40
inscribed thereon, be inscribed with the word "veteran" and 41
imprinted with the international wheelchair symbol.42

       Section 2.  That existing section 4503.41 of the Revised Code 43
is hereby repealed.44
