A BILL
To amend section 2108.31 of the Revised Code to 1
permit persons who are sixteen to donate blood 2
with parental consent.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 2108.31 of the Revised Code be 4
amended to read as follows:5

       Sec. 2108.31.  Any person seventeen years of age or older 6
may, without consent of the person's parent or guardian, donate 7
blood in a voluntary blood program, whichthat is not operated 8
for profit, without consent of the person's parent or guardian. 9
BeforeAny person sixteen years of age but less than seventeen 10
years of age may, with consent of the person's parent or guardian, 11
donate blood in a voluntary blood program that is not operated for 12
profit.13

       Before obtaining blood donations from students at high 14
schools, joint vocational schools, or technical schools, a blood 15
program shall arrange for the dissemination of written donation 16
information to students to be shared with their parents or 17
guardians. This information shall include a statement that the 18
students will be requested to donate blood.19

       Section 2. That existing section 2108.31 of the Revised Code 20
is hereby repealed.21
