A BILL
To create the Ohio Energy Resource Center at Ohio 1
University's Voinovich School and to make an 2
appropriation.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  There is hereby created the Ohio Energy Resource 4
Center at the Voinovich School of Leadership and Public Affairs at 5
Ohio University.6

       The center shall do all of the following:7

       (A) Act as a knowledge hub for clean energy, advanced energy, 8
and energy efficiency projects throughout the state;9

       (B) Maintain a database of research and development projects 10
in the fields of clean energy, advanced energy, and energy 11
efficiency undertaken by public institutions of higher education;12

       (C) Act as a clearinghouse for information and promote 13
collaboration among public and private entities on federal, state, 14
and private sources of financial and technical assistance for 15
advanced energy, clean energy, and energy efficiency projects 16
including, but not limited to, Edison Technology Centers, Edison 17
Incubators, and programs under the Third Frontier Commission; and18

       (D) Provide technical assistance to state government and 19
local governments, other political subdivisions, and businesses 20
located in an Appalachian county as defined in section 107.21 of 21
the Revised Code on clean energy, advanced energy, and energy 22
efficiency projects.23

       The Department of Development shall allocate up to $75,000 24
in fiscal year 2010 and up to $125,000 in fiscal year 2011 from 25
the Advanced Energy Fund (Fund 5M50) for the activities of the 26
Center. Such moneys are appropriated, and shall be accounted for 27
as though appropriated in appropriation item 195660, Advanced 28
Energy Programs, in the main operating budget act for fiscal 29
years 2010 and 2011.30

       Section 2. The sections of law contained in this act are 31
exempt from the referendum because they are or relate to an 32
appropriation for current expenses within the meaning of Ohio 33
Constitution, Article II, Section 1d and section 1.471 of the 34
Revised Code and therefore take effect immediately when this act 35
becomes law.36
