A BILL
To enact section 5145.031 of the Revised Code to 1
require the Director of Rehabilitation and 2
Correction to adopt rules governing the work of 3
prisoners at the Governor's residence.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 5145.031 of the Revised Code be 5
enacted to read as follows:6

       Sec. 5145.031. (A) The rules adopted by the director of 7
rehabilitation and correction under division (B) of section 8
5145.03 of the Revised Code shall include all of the following 9
with regard to prisoners who work at the governor's residence:10

        (1) A requirement that the criminal history of any prisoner 11
who may be assigned to work at the governor's residence be 12
reviewed before the prisoner is so assigned and a prohibition 13
against any prisoner with a record of violent offenses, sexual 14
offenses, or multiple felonies of the first or second degree 15
working at the governor's residence;16

       (2) A requirement that all prisoners who work at the 17
governor's residence be under the direct and immediate supervision 18
and control of corrections professionals or law enforcement 19
officers at all times and that the corrections professionals or 20
law enforcement officers have access to all parts of the 21
governor's residence to which the prisoners have access;22

       (3) A clear definition of the boundaries at and around the 23
governor's residence beyond which prisoners may not go, the 24
immediate removal from and ineligibility for future employment at 25
the governor's residence of any prisoner who goes beyond the 26
boundaries, and the training of all personnel who work at the 27
governor's residence in the rules pertaining to the boundaries;28

       (4) Restrictions on the access of prisoners to dangerous 29
tools, including procedures to ensure that every prisoner is 30
assigned only tools appropriate for the job the prisoner is to 31
perform, is required to sign a log for each tool upon taking it 32
from and returning it to storage, and does not have unsupervised 33
access to axes, chainsaws, or other dangerous, portable 34
implements.35

       (B) The director of rehabilitation and correction shall adopt 36
the rules required by division (A) of this section in consultation 37
with the department of public safety and the department of 38
administrative services.39
