A BILL
To enact sections 149.32 and 149.321 of the Revised 1
Code to establish the War of 1812 Bicentennial 2
Commission, to prescribe the Commission's powers 3
and duties, and to repeal sections 149.32 and 4
149.321 of the Revised Code on December 31, 2015, 5
to terminate the commission on that date.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 149.32 and 149.321 of the Revised 7
Code be enacted to read as follows:8

       Sec. 149.32. The war of 1812 bicentennial commission shall do 9
all of the following:10

       (A) Study and recommend activities that this state may carry 11
out to honor Americans who served in Ohio in the war of 1812;12

       (B) Educate and raise awareness of residents of Ohio and of 13
the nation about Ohio's role in the war of 1812;14

       (C) Coordinate international, federal, state, and local war 15
of 1812 bicentennial activities occurring in Ohio;16

       (D) Plan and implement appropriate events, including 17
celebrations and educational initiatives, to commemorate the war 18
of 1812 bicentennial;19

       (E) Perform other duties as necessary to highlight Ohio's 20
role in the war of 1812;21

       (F) Coordinate, as the commission considers appropriate, with 22
the government of the United States, of the states of Illinois, 23
Indiana, Kentucky, Michigan, Pennsylvania, and Virginia, of the 24
province of Ontario, and of other states and nations that are 25
commemorating the war of 1812;26

       (G) Seek federal grants and philanthropic support for war of 27
1812 bicentennial activities;28

       (H) Compile an inventory of existing war of 1812 markers, 29
monuments, museums, and ties in this state;30

       (I) Undertake other activities that are appropriate to 31
celebrate and commemorate the war of 1812 bicentennial.32

       Sec. 149.321.  There is hereby created the war of 1812 33
bicentennial commission, which for administrative purposes shall 34
be a part of northwest state community college. The commission 35
shall consist of the following members:36

       (A) One member of the house of representatives, appointed by 37
the speaker of the house of representatives;38

       (B) One member of the senate, appointed by the president of 39
the senate;40

       (C) The adjutant general or the adjutant general's designee;41

       (D) The superintendent of public instruction or the 42
superintendent's designee; 43

       (E) The director of commerce or the director's designee;44

       (F) The chief of the division of travel and tourism or the 45
chief's designee;46

       (G) One member to represent the northwest state community 47
college, appointed by the president of the college;48

       (H) One member to represent the national museum of 49
Afro-American history and culture, appointed by the museum's 50
director;51

       (I) One member of the Ohio humanities council, appointed by 52
the council's executive director;53

       (J) One member of the Ohio historical society, appointed by 54
the society's executive director;55

       (K) The superintendent of Perry's victory and international 56
peace memorial;57

       (L) One member of a Native-American community historically 58
associated with Ohio and the war of 1812, appointed by the 59
governor; and60

       (M) Six members who are Ohio residents and who have a 61
demonstrated interest in history and a substantial knowledge and 62
appreciation of the war of 1812, appointed by the governor.63

       The commission shall select a chair and vice-chair from among 64
its members.65

       The commission shall hold its first meeting not later than 66
December 31, 2009, and shall meet at least twice each year 67
thereafter.68

       Commission members shall serve without compensation, but 69
shall be reimbursed for reasonable and necessary travel expenses 70
incurred in the performance of their duties.71

       The commission may create, and appoint members to, an 72
advisory board of persons with demonstrated interest in various 73
aspects of the war of 1812.74

       The commission is not subject to sections 101.82 to 101.87 of 75
the Revised Code.76

       Section 2. That sections 149.32 and 149.321 of the Revised 77
Code are hereby repealed on December 31, 2015.78
