To enact section 121.92 of the Revised Code to create | 1 |
the Cybersecurity, Education, and Economic | 2 |
Development Council. | 3 |
Section 1. That section 121.92 of the Revised Code is hereby | 4 |
enacted to read as follows: | 5 |
Sec. 121.92. (A) There is hereby created the cybersecurity, | 6 |
education, and economic development council. | 7 |
(B) The council shall consist of the following members: | 8 |
(1) The following members appointed by the governor: | 9 |
(a) A representative from the department of administrative | 10 |
services; | 11 |
(b) A representative from the department of public safety | 12 |
division of homeland security; | 13 |
(c) A representative of the department of development or | 14 |
JobsOhio; | 15 |
(d) Two representatives from institutions of higher | 16 |
education, as defined in section 2741.01 of the Revised Code, that | 17 |
have cybersecurity-related programs; | 18 |
(e) A representative from a community college as defined in | 19 |
section 3354.01 of the Revised Code, state community college as | 20 |
defined in section 3358.01 of the Revised Code, or technical | 21 |
college as defined in section 3357.01 of the Revised Code, that | 22 |
has a cybersecurity-related program; | 23 |
(f) An adjutant general liaison who is experienced in the | 24 |
cybersecurity field; | 25 |
(g) A representative from a nonprofit corporation organized | 26 |
under Chapter 1702. of the Revised Code who has a cybersecurity | 27 |
background. | 28 |
(2) Four representatives of organizations or businesses who | 29 |
have a cybersecurity background, two of whom shall be appointed by | 30 |
the speaker of the house of representatives and two of whom shall | 31 |
be appointed by the president of the senate. | 32 |
(C) The terms of office for all members of the council shall | 33 |
be two years, with each term ending on the same day of the same | 34 |
month as the term it succeeds. Each member shall hold office from | 35 |
the date of appointment until the end of the term for which the | 36 |
member was appointed. Members may be reappointed. | 37 |
Vacancies shall be filled in the same manner as original | 38 |
appointments. Any member appointed to fill a vacancy occurring | 39 |
prior to the expiration of the term for which the member's | 40 |
predecessor was appointed shall hold office for the remainder of | 41 |
that term. A member shall continue in office subsequent to the | 42 |
expiration date of the member's term until the member's successor | 43 |
takes office or until a period of sixty days has elapsed, | 44 |
whichever occurs first. | 45 |
(D) The council shall elect a chairperson who shall be a | 46 |
non-voting member of the council. The council shall meet at least | 47 |
quarterly at the call of the chair. A majority of the voting | 48 |
members of the council constitutes a quorum. | 49 |
(E) Members shall serve without compensation, except to the | 50 |
extent that serving on the council is considered part of their | 51 |
regular employment duties. | 52 |
(F)(1) The council may request the assistance of state | 53 |
agencies, departments, or offices to carry out the council's | 54 |
duties under this section. Upon receiving the request, the agency, | 55 |
department, or office shall provide the requested assistance. | 56 |
(2) If requested by the council, the director of | 57 |
administrative services, the director of public safety, and the | 58 |
director of development or JobsOhio shall provide staff and other | 59 |
administrative support for the council to carry out the council's | 60 |
duties. | 61 |
(G) The council shall conduct a study and make | 62 |
recommendations regarding both of the following: | 63 |
(1) Improving the infrastructure of the state's cybersecurity | 64 |
operations with existing resources and through partnerships | 65 |
between government, business, and institutions of higher | 66 |
education; | 67 |
(2) Specific actions that would accelerate growth of the | 68 |
cybersecurity industry in the state. | 69 |
(H) No later than December 31, 2012, the council shall submit | 70 |
a report of the council's findings to the governor, lieutenant | 71 |
governor, speaker of the house of representatives, president of | 72 |
the senate, and the chairpersons of the committees of the house of | 73 |
representatives and the senate that predominantly deal with | 74 |
economic development, education, and public safety. | 75 |
