(C) The rules shall require twenty-four hours of classroom | 18 |

instruction conducted on public streets and highways of this state | 20 |
for all beginning drivers of noncommercial motor vehicles who are | 21 |
under age eighteen. These rules shall require both the classroom | 22 |
and behind-the-wheel instruction to include instruction on the | 23 |
proper driving techniques the operator of a noncommercial motor | 24 |
vehicle such as a passenger vehicle should utilize in order to | 25 |
share the roadway with large commercial motor vehicles safely, | 26 |
especially those commercial motor vehicles consisting of the | 27 |
combination of a commercial tractor and a commercial trailer or | 28 |
semitrailer. Such instruction shall include a review of the | 29 |
stopping distances of such large commercial motor vehicles, the | 30 |
distance the operator of a noncommercial motor vehicle should | 31 |
maintain when following a large commercial motor vehicle, | 32 |
identification of the blind spots with which operators of large | 33 |
commercial motor vehicles must contend, and proper ways and | 34 |
techniques the operator of a noncommercial motor vehicle should | 35 |
utilize in order to avoid operating the noncommercial motor | 36 |
vehicle in the blind spots of large commercial motor vehicles. | 37 |
