A BILL
To prohibit the Ohio Turnpike Commission from 1
increasing tolls before January 1, 2013, and to 2
declare an emergency.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  Notwithstanding any provision of the Revised Code 4
to the contrary, the Ohio Turnpike Commission shall maintain the 5
turnpike tolls at the rates in effect on November 1, 2011, and 6
shall not increase the toll rates for any class of vehicle or type 7
of user before January 1, 2013.8

       Section 2.  This act is hereby declared to be an emergency 9
measure necessary for the immediate preservation of the public 10
peace, health, and safety. The reason for such necessity is that 11
the Ohio Turnpike Commission has scheduled an increase in turnpike 12
toll rates effective January 1, 2012, and the resulting inflated 13
rates will endanger communities along the turnpike as traffic 14
diverts to non-toll roads and also will imperil economic recovery 15
in those regions of the state and industries that depend upon the 16
turnpike for cost-effective travel and commerce.17
