A BILL
To enact section 122.043 of the Revised Code to 1
require the Director of Development to establish a 2
youth summer jobs pledging initiative to increase 3
access to summer employment opportunities for high 4
school and college youth.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 122.043 of the Revised Code be 6
enacted to read as follows:7

       Sec. 122.043.  (A) The director of development shall 8
establish a youth summer jobs pledging initiative to increase 9
access to summer employment opportunities for high school and 10
college youth in this state. The director shall adopt, and 11
thereafter may amend or rescind, rules under Chapter 119. of the 12
Revised Code to establish, and to operate, maintain, and improve, 13
the initiative. The rules shall provide for all of the following:14

       (1) The department of development to identify and compile 15
pledges, not later than the last day of February in each year, of 16
employment opportunities that will be available to high school and 17
college youth during the following summer;18

       (2) The establishment of a searchable summer employment 19
opportunity database on the department's public internet web site 20
in which the department shall post all of the summer employment 21
opportunity information that it compiles, including contact 22
information for the potential employers, and which high school and 23
college youth may access to identify summer employment 24
opportunities;25

       (3) The department of development to publicize the 26
availability of the summer employment opportunity database in a 27
manner that targets high school and college youth in this state; 28
and29

       (4) An anonymous form to appear on the web site, when youth 30
access the summer employment opportunity database, encouraging 31
them to answer the question, "What do you dream about doing with 32
your first paycheck?"33

       (B) The department of development shall compile the answers 34
submitted through its web site under division (A)(4) of this 35
section into an annual report. Not later than the thirty-first day 36
of December of each year, the department shall submit a copy of 37
the compiled report to the president and minority leader of the 38
senate and the speaker and minority leader of the house of 39
representatives.40

       (C) The director of development shall account for the costs 41
of operating the program established under division (A) of this 42
section separately from the other costs incurred by the 43
department. Not later than the thirty-first day of December in 44
each year, the director of development shall submit a copy of the 45
itemized accounting to the director of job and family services and 46
request reimbursement for those costs under section 6301.03 of the 47
Revised Code. The director of job and family services shall 48
reimburse the director of development for costs incurred under 49
division (A) of this section using funds made available through 50
the "Workforce Investment Act of 1998," 112 Stat. 936, 29 U.S.C. 51
2801, as amended, which are reserved for youth for statewide 52
activities, to the extent that those funds are available. 53
