A BILL
To enact section 3345.37 of the Revised Code to 1
require that employees and students at state 2
institutions of higher education who work with 3
children receive training in child abuse 4
prevention.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3345.37 of the Revised Code be 6
enacted to read as follows:7

       Sec. 3345.37.  (A) As used in this section, "state 8
institution of higher education" has the same meaning as in 9
section 3345.011 of the Revised Code. 10

       (B) The board of trustees of every state institution of 11
higher education shall adopt or adapt the curriculum developed by 12
the department of education for, or shall develop in consultation 13
with public or private agencies or persons involved in child abuse 14
prevention or intervention programs, a program of in-service 15
training in the prevention of child abuse, violence, and substance 16
abuse and the promotion of positive youth development. Each person 17
employed by a public institution of higher education and who, as 18
part of the person's employment, works with children shall 19
complete at least four hours of the in-service training within 20
thirty days after the effective date of this section or within 21
thirty days after commencing employment with the institution, 22
whichever is later, and every two years thereafter. 23

       (C) Every person enrolled as a student in a state institution 24
of higher education who works with children as a part of the 25
student's course work or employment with the institution shall 26
complete the training program required of the institution's 27
employees under division (B) of this section before beginning the 28
course work or employment and every two years thereafter as long 29
as the person continues in such course work or employment. If the 30
person began the course work or employment before the effective 31
date of this section, the person shall complete the initial 32
training program within thirty days after that effective date.33
