A BILL
To amend section 1901.08 of the Revised Code to 1
abolish a judgeship of the Youngstown Municipal 2
Court.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That section 1901.08 of the Revised Code be 4
amended to read as follows:5

       Sec. 1901.08. The number of, and the time for election of, 6
judges of the following municipal courts and the beginning of 7
their terms shall be as follows:8

       In the Akron municipal court, two full-time judges shall be 9
elected in 1951, two full-time judges shall be elected in 1953, 10
one full-time judge shall be elected in 1967, and one full-time 11
judge shall be elected in 1975.12

       In the Alliance municipal court, one full-time judge shall be 13
elected in 1953.14

       In the Ashland municipal court, one full-time judge shall be 15
elected in 1951.16

       In the Ashtabula municipal court, one full-time judge shall 17
be elected in 1953.18

       In the Athens county municipal court, one full-time judge 19
shall be elected in 1967.20

       In the Auglaize county municipal court, one full-time judge 21
shall be elected in 1975.22

       In the Avon Lake municipal court, one part-time judge shall 23
be elected in 1957.24

       In the Barberton municipal court, one full-time judge shall 25
be elected in 1969, and one full-time judge shall be elected in 26
1971.27

       In the Bedford municipal court, one full-time judge shall be 28
elected in 1975, and one full-time judge shall be elected in 1979.29

       In the Bellefontaine municipal court, one full-time judge 30
shall be elected in 1993.31

       In the Bellevue municipal court, one part-time judge shall be 32
elected in 1951.33

       In the Berea municipal court, one full-time judge shall be 34
elected in 2005.35

       In the Bowling Green municipal court, one full-time judge 36
shall be elected in 1983.37

       In the Brown county municipal court, one full-time judge 38
shall be elected in 2005. Beginning February 9, 2003, the 39
part-time judge of the Brown county county court that existed 40
prior to that date whose term commenced on January 2, 2001, shall 41
serve as the full-time judge of the Brown county municipal court 42
until December 31, 2005.43

       In the Bryan municipal court, one full-time judge shall be 44
elected in 1965.45

       In the Cambridge municipal court, one full-time judge shall 46
be elected in 1951.47

       In the Campbell municipal court, one part-time judge shall be 48
elected in 1963.49

       In the Canton municipal court, one full-time judge shall be 50
elected in 1951, one full-time judge shall be elected in 1969, and 51
two full-time judges shall be elected in 1977.52

       In the Carroll county municipal court, one full-time judge 53
shall be elected in 2009. Beginning January 1, 2007, the judge 54
elected in 2006 to the part-time judgeship of the Carroll county 55
county court that existed prior to that date shall serve as the 56
full-time judge of the Carroll county municipal court until 57
December 31, 2009.58

       In the Celina municipal court, one full-time judge shall be 59
elected in 1957.60

       In the Champaign county municipal court, one full-time judge 61
shall be elected in 2001.62

       In the Chardon municipal court, one full-time judge shall be 63
elected in 1963.64

       In the Chillicothe municipal court, one full-time judge shall 65
be elected in 1951, and one full-time judge shall be elected in 66
1977.67

       In the Circleville municipal court, one full-time judge shall 68
be elected in 1953.69

       In the Clark county municipal court, one full-time judge 70
shall be elected in 1989, and two full-time judges shall be 71
elected in 1991. The full-time judges of the Springfield municipal 72
court who were elected in 1983 and 1985 shall serve as the judges 73
of the Clark county municipal court from January 1, 1988, until 74
the end of their respective terms.75

       In the Clermont county municipal court, two full-time judges 76
shall be elected in 1991, and one full-time judge shall be elected 77
in 1999.78

       In the Cleveland municipal court, six full-time judges shall 79
be elected in 1975, three full-time judges shall be elected in 80
1953, and four full-time judges shall be elected in 1955.81

       In the Cleveland Heights municipal court, one full-time judge 82
shall be elected in 1957.83

       In the Clinton county municipal court, one full-time judge 84
shall be elected in 1997. The full-time judge of the Wilmington 85
municipal court who was elected in 1991 shall serve as the judge 86
of the Clinton county municipal court from July 1, 1992, until the 87
end of that judge's term on December 31, 1997.88

       In the Columbiana county municipal court, two full-time 89
judges shall be elected in 2001.90

       In the Conneaut municipal court, one full-time judge shall be 91
elected in 1953.92

       In the Coshocton municipal court, one full-time judge shall 93
be elected in 1951.94

       In the Crawford county municipal court, one full-time judge 95
shall be elected in 1977.96

       In the Cuyahoga Falls municipal court, one full-time judge 97
shall be elected in 1953, and one full-time judge shall be elected 98
in 1967. Effective December 31, 2008, the Cuyahoga Falls municipal 99
court shall cease to exist; however, the judges of the Cuyahoga 100
Falls municipal court who were elected pursuant to this section in 101
2003 and 2007 for terms beginning on January 1, 2004, and January 102
1, 2008, respectively, shall serve as full-time judges of the Stow 103
municipal court until December 31, 2009, and December 31, 2013, 104
respectively.105

       In the Darke county municipal court, one full-time judge 106
shall be elected in 2005. Beginning January 1, 2005, the part-time 107
judge of the Darke county county court that existed prior to that 108
date whose term began on January 1, 2001, shall serve as the 109
full-time judge of the Darke county municipal court until December 110
31, 2005.111

       In the Dayton municipal court, three full-time judges shall 112
be elected in 1987, their terms to commence on successive days 113
beginning on the first day of January next after their election, 114
and two full-time judges shall be elected in 1955, their terms to 115
commence on successive days beginning on the second day of January 116
next after their election.117

       In the Defiance municipal court, one full-time judge shall be 118
elected in 1957.119

       In the Delaware municipal court, one full-time judge shall be 120
elected in 1953, and one full-time judge shall be elected in 2007.121

       In the East Cleveland municipal court, one full-time judge 122
shall be elected in 1957.123

       In the East Liverpool municipal court, one full-time judge 124
shall be elected in 1953.125

       In the Eaton municipal court, one full-time judge shall be 126
elected in 1973.127

       In the Elyria municipal court, one full-time judge shall be 128
elected in 1955, and one full-time judge shall be elected in 1973.129

       In the Erie county municipal court, one full-time judge shall 130
be elected in 2007.131

       In the Euclid municipal court, one full-time judge shall be 132
elected in 1951.133

       In the Fairborn municipal court, one full-time judge shall be 134
elected in 1977.135

       In the Fairfield county municipal court, one full-time judge 136
shall be elected in 2003, and one full-time judge shall be elected 137
in 2005.138

       In the Fairfield municipal court, one full-time judge shall 139
be elected in 1989.140

       In the Findlay municipal court, one full-time judge shall be 141
elected in 1955, and one full-time judge shall be elected in 1993.142

       In the Fostoria municipal court, one full-time judge shall be 143
elected in 1975.144

       In the Franklin municipal court, one part-time judge shall be 145
elected in 1951.146

       In the Franklin county municipal court, two full-time judges 147
shall be elected in 1969, three full-time judges shall be elected 148
in 1971, seven full-time judges shall be elected in 1967, one 149
full-time judge shall be elected in 1975, one full-time judge 150
shall be elected in 1991, and one full-time judge shall be elected 151
in 1997.152

       In the Fremont municipal court, one full-time judge shall be 153
elected in 1975.154

       In the Gallipolis municipal court, one full-time judge shall 155
be elected in 1981.156

       In the Garfield Heights municipal court, one full-time judge 157
shall be elected in 1951, and one full-time judge shall be elected 158
in 1981.159

       In the Girard municipal court, one full-time judge shall be 160
elected in 1963.161

       In the Hamilton municipal court, one full-time judge shall be 162
elected in 1953.163

       In the Hamilton county municipal court, five full-time judges 164
shall be elected in 1967, five full-time judges shall be elected 165
in 1971, two full-time judges shall be elected in 1981, and two 166
full-time judges shall be elected in 1983. All terms of judges of 167
the Hamilton county municipal court shall commence on the first 168
day of January next after their election, except that the terms of 169
the additional judges to be elected in 1981 shall commence on 170
January 2, 1982, and January 3, 1982, and that the terms of the 171
additional judges to be elected in 1983 shall commence on January 172
4, 1984, and January 5, 1984.173

       In the Hardin county municipal court, one part-time judge 174
shall be elected in 1989.175

       In the Hillsboro municipal court, one full-time judge shall 176
be elected in 2011. On and after December 30, 2008, the part-time 177
judge of the Hillsboro municipal court who was elected in 2005 178
shall serve as a full-time judge of the court until the end of 179
that judge's term on December 31, 2011.180

       In the Hocking county municipal court, one full-time judge 181
shall be elected in 1977.182

       In the Holmes county municipal court, one full-time judge 183
shall be elected in 2007. Beginning January 1, 2007, the part-time 184
judge of the Holmes county county court that existed prior to that 185
date whose term commenced on January 1, 2007, shall serve as the 186
full-time judge of the Holmes county municipal court until 187
December 31, 2007.188

       In the Huron municipal court, one part-time judge shall be 189
elected in 1967.190

       In the Ironton municipal court, one full-time judge shall be 191
elected in 1951.192

       In the Jackson county municipal court, one full-time judge 193
shall be elected in 2001. On and after March 31, 1997, the 194
part-time judge of the Jackson county municipal court who was 195
elected in 1995 shall serve as a full-time judge of the court 196
until the end of that judge's term on December 31, 2001.197

       In the Kettering municipal court, one full-time judge shall 198
be elected in 1971, and one full-time judge shall be elected in 199
1975.200

       In the Lakewood municipal court, one full-time judge shall be 201
elected in 1955.202

       In the Lancaster municipal court, one full-time judge shall 203
be elected in 1951, and one full-time judge shall be elected in 204
1979. Beginning January 2, 2000, the full-time judges of the 205
Lancaster municipal court who were elected in 1997 and 1999 shall 206
serve as judges of the Fairfield county municipal court until the 207
end of those judges' terms.208

       In the Lawrence county municipal court, one part-time judge 209
shall be elected in 1981.210

       In the Lebanon municipal court, one part-time judge shall be 211
elected in 1955.212

       In the Licking county municipal court, one full-time judge 213
shall be elected in 1951, and one full-time judge shall be elected 214
in 1971.215

       In the Lima municipal court, one full-time judge shall be 216
elected in 1951, and one full-time judge shall be elected in 1967.217

       In the Lorain municipal court, one full-time judge shall be 218
elected in 1953, and one full-time judge shall be elected in 1973.219

       In the Lyndhurst municipal court, one full-time judge shall 220
be elected in 1957.221

       In the Madison county municipal court, one full-time judge 222
shall be elected in 1981.223

       In the Mansfield municipal court, one full-time judge shall 224
be elected in 1951, and one full-time judge shall be elected in 225
1969.226

       In the Marietta municipal court, one full-time judge shall be 227
elected in 1957.228

       In the Marion municipal court, one full-time judge shall be 229
elected in 1951.230

       In the Marysville municipal court, one full-time judge shall 231
be elected in 2011. On and after January 18, 2007, the part-time 232
judge of the Marysville municipal court who was elected in 2005 233
shall serve as a full-time judge of the court until the end of 234
that judge's term on December 31, 2011.235

       In the Mason municipal court, one part-time judge shall be 236
elected in 1965.237

       In the Massillon municipal court, one full-time judge shall 238
be elected in 1953, and one full-time judge shall be elected in 239
1971.240

       In the Maumee municipal court, one full-time judge shall be 241
elected in 1963.242

       In the Medina municipal court, one full-time judge shall be 243
elected in 1957.244

       In the Mentor municipal court, one full-time judge shall be 245
elected in 1971.246

       In the Miami county municipal court, one full-time judge 247
shall be elected in 1975, and one full-time judge shall be elected 248
in 1979.249

       In the Miamisburg municipal court, one full-time judge shall 250
be elected in 1951.251

       In the Middletown municipal court, one full-time judge shall 252
be elected in 1953.253

       In the Montgomery county municipal court:254

       One judge shall be elected in 2011 to a part-time judgeship 255
for a term to begin on January 1, 2012. If any one of the other 256
judgeships of the court becomes vacant and is abolished after July 257
1, 2010, this judgeship shall become a full-time judgeship on that 258
date. If only one other judgeship of the court becomes vacant and 259
is abolished as of December 31, 2021, this judgeship shall be 260
abolished as of that date. Beginning July 1, 2010, the part-time 261
judge of the Montgomery county county court that existed before 262
that date whose term commenced on January 1, 2005, shall serve as 263
a part-time judge of the Montgomery county municipal court until 264
December 31, 2011.265

       One judge shall be elected in 2011 to a full-time judgeship 266
for a term to begin on January 2, 2012, and this judgeship shall 267
be abolished on January 1, 2016. Beginning July 1, 2010, the 268
part-time judge of the Montgomery county county court that existed 269
before that date whose term commenced on January 2, 2005, shall 270
serve as a full-time judge of the Montgomery county municipal 271
court until January 1, 2012.272

       One judge shall be elected in 2013 to a full-time judgeship 273
for a term to begin on January 2, 2014. Beginning July 1, 2010, 274
the part-time judge of the Montgomery county county court that 275
existed before that date whose term commenced on January 2, 2007, 276
shall serve as a full-time judge of the Montgomery county 277
municipal court until January 1, 2014.278

       One judge shall be elected in 2013 to a judgeship for a term 279
to begin on January 1, 2014. If no other judgeship of the court 280
becomes vacant and is abolished by January 1, 2014, this judgeship 281
shall be a part-time judgeship. When one or more of the other 282
judgeships of the court becomes vacant and is abolished after July 283
1, 2010, this judgeship shall become a full-time judgeship. 284
Beginning July 1, 2010, the part-time judge of the Montgomery 285
county county court that existed before that date whose term 286
commenced on January 1, 2007, shall serve as this judge of the 287
Montgomery county municipal court until December 31, 2013.288

       If any one of the judgeships of the court becomes vacant 289
before December 31, 2021, that judgeship is abolished on the date 290
that it becomes vacant, and the other judges of the court shall be 291
or serve as full-time judges. The abolishment of judgeships for 292
the Montgomery county municipal court shall cease when the court 293
has two full-time judgeships.294

       In the Morrow county municipal court, one full-time judge 295
shall be elected in 2005. Beginning January 1, 2003, the part-time 296
judge of the Morrow county county court that existed prior to that 297
date shall serve as the full-time judge of the Morrow county 298
municipal court until December 31, 2005.299

       In the Mount Vernon municipal court, one full-time judge 300
shall be elected in 1951.301

       In the Napoleon municipal court, one full-time judge shall be 302
elected in 2005.303

       In the New Philadelphia municipal court, one full-time judge 304
shall be elected in 1975.305

       In the Newton Falls municipal court, one full-time judge 306
shall be elected in 1963.307

       In the Niles municipal court, one full-time judge shall be 308
elected in 1951.309

       In the Norwalk municipal court, one full-time judge shall be 310
elected in 1975.311

       In the Oakwood municipal court, one part-time judge shall be 312
elected in 1953.313

       In the Oberlin municipal court, one full-time judge shall be 314
elected in 1989.315

       In the Oregon municipal court, one full-time judge shall be 316
elected in 1963.317

       In the Ottawa county municipal court, one full-time judge 318
shall be elected in 1995, and the full-time judge of the Port 319
Clinton municipal court who is elected in 1989 shall serve as the 320
judge of the Ottawa county municipal court from February 4, 1994, 321
until the end of that judge's term.322

       In the Painesville municipal court, one full-time judge shall 323
be elected in 1951.324

       In the Parma municipal court, one full-time judge shall be 325
elected in 1951, one full-time judge shall be elected in 1967, and 326
one full-time judge shall be elected in 1971.327

       In the Perrysburg municipal court, one full-time judge shall 328
be elected in 1977.329

       In the Portage county municipal court, two full-time judges 330
shall be elected in 1979, and one full-time judge shall be elected 331
in 1971.332

       In the Port Clinton municipal court, one full-time judge 333
shall be elected in 1953. The full-time judge of the Port Clinton 334
municipal court who is elected in 1989 shall serve as the judge of 335
the Ottawa county municipal court from February 4, 1994, until the 336
end of that judge's term.337

       In the Portsmouth municipal court, one full-time judge shall 338
be elected in 1951, and one full-time judge shall be elected in 339
1985.340

       In the Putnam county municipal court, one full-time judge 341
shall be elected in 2011. Beginning January 1, 2011, the part-time 342
judge of the Putnam county county court that existed prior to that 343
date whose term commenced on January 1, 2007, shall serve as the 344
full-time judge of the Putnam county municipal court until 345
December 31, 2011.346

       In the Rocky River municipal court, one full-time judge shall 347
be elected in 1957, and one full-time judge shall be elected in 348
1971.349

       In the Sandusky municipal court, one full-time judge shall be 350
elected in 1953.351

       In the Sandusky county municipal court, one full-time judge 352
shall be elected in 2013. Beginning on January 1, 2013, the two 353
part-time judges of the Sandusky county county court that existed 354
prior to that date shall serve as part-time judges of the Sandusky 355
county municipal court until December 31, 2013. If either 356
judgeship becomes vacant before January 1, 2014, that judgeship is 357
abolished on the date it becomes vacant, and the person who holds 358
the other judgeship shall serve as the full-time judge of the 359
Sandusky county municipal court until December 31, 2013.360

       In the Shaker Heights municipal court, one full-time judge 361
shall be elected in 1957.362

       In the Shelby municipal court, one part-time judge shall be 363
elected in 1957.364

       In the Sidney municipal court, one full-time judge shall be 365
elected in 1995.366

       In the South Euclid municipal court, one full-time judge 367
shall be elected in 1999. The part-time judge elected in 1993, 368
whose term commenced on January 1, 1994, shall serve until 369
December 31, 1999, and the office of that judge is abolished on 370
January 1, 2000.371

       In the Springfield municipal court, two full-time judges 372
shall be elected in 1985, and one full-time judge shall be elected 373
in 1983, all of whom shall serve as the judges of the Springfield 374
municipal court through December 31, 1987, and as the judges of 375
the Clark county municipal court from January 1, 1988, until the 376
end of their respective terms.377

       In the Steubenville municipal court, one full-time judge 378
shall be elected in 1953.379

       In the Stow municipal court, one full-time judge shall be 380
elected in 2009, and one full-time judge shall be elected in 2013. 381
Beginning January 1, 2009, the judge of the Cuyahoga Falls 382
municipal court that existed prior to that date whose term 383
commenced on January 1, 2008, shall serve as a full-time judge of 384
the Stow municipal court until December 31, 2013. Beginning 385
January 1, 2009, the judge of the Cuyahoga Falls municipal court 386
that existed prior to that date whose term commenced on January 1, 387
2004, shall serve as a full-time judge of the Stow municipal court 388
until December 31, 2009.389

       In the Struthers municipal court, one part-time judge shall 390
be elected in 1963.391

       In the Sylvania municipal court, one full-time judge shall be 392
elected in 1963.393

       In the Tiffin municipal court, one full-time judge shall be 394
elected in 1953.395

       In the Toledo municipal court, two full-time judges shall be 396
elected in 1971, four full-time judges shall be elected in 1975, 397
and one full-time judge shall be elected in 1973.398

       In the Upper Sandusky municipal court, one full-time judge 399
shall be elected in 2011. The part-time judge elected in 2005, 400
whose term commenced on January 1, 2006, shall serve as a 401
full-time judge on and after January 1, 2008, until the expiration 402
of that judge's term on December 31, 2011, and the office of that 403
judge is abolished on January 1, 2012.404

       In the Vandalia municipal court, one full-time judge shall be 405
elected in 1959.406

       In the Van Wert municipal court, one full-time judge shall be 407
elected in 1957.408

       In the Vermilion municipal court, one part-time judge shall 409
be elected in 1965.410

       In the Wadsworth municipal court, one full-time judge shall 411
be elected in 1981.412

       In the Warren municipal court, one full-time judge shall be 413
elected in 1951, and one full-time judge shall be elected in 1971.414

       In the Washington Court House municipal court, one full-time 415
judge shall be elected in 1999. The part-time judge elected in 416
1993, whose term commenced on January 1, 1994, shall serve until 417
December 31, 1999, and the office of that judge is abolished on 418
January 1, 2000.419

       In the Wayne county municipal court, one full-time judge 420
shall be elected in 1975, and one full-time judge shall be elected 421
in 1979.422

       In the Willoughby municipal court, one full-time judge shall 423
be elected in 1951.424

       In the Wilmington municipal court, one full-time judge shall 425
be elected in 1991, who shall serve as the judge of the Wilmington 426
municipal court through June 30, 1992, and as the judge of the 427
Clinton county municipal court from July 1, 1992, until the end of 428
that judge's term on December 31, 1997.429

       In the Xenia municipal court, one full-time judge shall be 430
elected in 1977.431

       In the Youngstown municipal court, one full-time judge shall 432
be elected in 1951, and twoone full-time judgesjudge shall be 433
elected in 19532013.434

       In the Zanesville municipal court, one full-time judge shall 435
be elected in 1953.436

       Section 2.  That existing section 1901.08 of the Revised Code 437
is hereby repealed.438

       Section 3. The judgeship of the Youngstown Municipal Court 439
that is abolished by this act is the judgeship whose term began on 440
January 1, 2008. The term of the judge elected in 2013 to succeed 441
the judge whose term began on January 2, 2008, shall begin on 442
January 1, 2014.443
