| To create the Commission to Study the Sale of the | 1 |
| State Lottery. | 2 |
| Section 1. The Commission to Study the Sale of the State | 3 |
| Lottery shall study the value of the State Lottery for purposes of | 4 |
| its sale or lease. | 5 |
| There is hereby created the Commission to Study the Sale of | 6 |
| the State Lottery, consisting of five members. Each of the | 7 |
| following shall appoint one member: the President of the Senate, | 8 |
| the Minority Leader of the Senate, the Speaker of the House of | 9 |
| Representatives, the Minority Leader of the House of | 10 |
| Representatives, and the Governor. | 11 |
| All members appointed to the Commission shall be citizens of | 12 |
| Ohio. The initial appointments shall be made within sixty days | 13 |
| after the effective date of this section. Vacancies shall be | 14 |
| filled in the manner provided for original appointments. | 15 |
| The Commission shall elect one of its members to serve as | 16 |
| Chairperson of the Commission. Members are not entitled to | 17 |
| compensation, but shall be reimbursed for their actual and | 18 |
| necessary expenses incurred in the performance of their official | 19 |
| duties. | 20 |
| The Commission shall retain appropriate professionals to | 21 |
| conduct the study. The cost of retaining the professionals shall | 22 |
| be paid from the State Lottery Fund. | 23 |
| The Commission shall issue a report of its findings to the | 24 |
| President of the Senate, the Minority Leader of the Senate, the | 25 |
| Speaker of the House of Representatives, the Minority Leader of | 26 |
| the House of Representatives, and the Governor not later than two | 27 |
| years after the effective date of this section. The Commission | 28 |
| ceases to exist upon submitting its report. | 29 |
