A BILL
To enact sections 317.45 and 5902.05 of the Revised 1
Code to authorize county recorders to issue 2
veterans identification cards.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That sections 317.45 and 5902.05 of the Revised 4
Code be enacted to read as follows:5

       Sec. 317.45.  (A) The county recorder may issue a veterans 6
identification card to an individual who has met the following 7
requirements:8

       (1) Presented the individual's armed forces discharge record 9
for recording under section 317.24 of the Revised Code in the 10
record of discharges in the office of the county recorder;11

       (2) Provided two forms of current and valid identification in 12
accordance with division (C) of this section, at least one of 13
which must be a form of identification that bears a photograph of 14
the individual;15

       (3) A fee of one dollar.16

       A veterans identification card expires four years after the 17
date of issuance.18

       (B) The following documents are valid forms of identification 19
for the purposes of this section:20

        (1) An original or a certified birth certificate.21

        (2) An identification card issued by the United States 22
department of veterans affairs.23

        (3) A United States military identification card.24

        (4) A social security card.25

        (5) A license or permit to carry a concealed weapon issued by 26
this state or any other state.27

        (6) A motor vehicle operator's license issued by this state 28
or any other state that bears a photograph of the licensee.29

        (7) An identification card issued by this state or any other 30
state that bears a photograph of the individual identified.31

        (8) A valid passport that bears a photograph of the 32
individual to whom the passport was issued.33

        (C) Fees collected under this section shall be deposited into 34
the county treasury and designated as general fund moneys to 35
supplement the equipment needs of the county recorder under 36
section 317.321 of the Revised Code. If no such fund exists, the 37
fee shall be deposited into the county general fund.38

       (D)(1) A veterans identification card shall conform to the 39
material and design standards established by the director of 40
veterans services under section 5902.05 of the Revised Code.41

       (2) An applicant for a veterans identification card shall be 42
photographed in color at the time the application for the card is 43
made. A county recorder that issues veterans identification cards 44
shall provide the necessary equipment to take a color photograph 45
of an applicant for a veterans identification card. Photographic 46
records of a county recorder's office that are obtained under this 47
section are the property of the county recorder's office.48

       (E) The county recorder shall maintain the confidentiality of 49
photographs, information, or documents that the recorder obtains 50
for identification under this section. The photographs, 51
information, or documents are not part of the public records of 52
the county recorder's office, and may be released only:53

        (1) To a state, local, or federal governmental agency for 54
criminal justice purposes or to any court.55

        (2) To the department of veterans services, but only if the 56
veteran gives prior signed written approval.57

       (3) To a county veterans service commission, but only if the 58
veteran gives prior signed written approval.59

       (F) A county recorder may contract with any other political 60
subdivision of the state for veterans identification card 61
production services.62

       Sec. 5902.05.  The director of veterans services shall 63
establish, by rule adopted under Chapter 119. of the Revised Code, 64
material and design standards for veterans identification cards 65
that may be issued by county recorders under section 317.45 of the 66
Revised Code. The material and design standards shall require that 67
an identification card include a distinguishing number assigned to 68
the card holder, a color photograph of the cardholder, the 69
cardholder's name and residence address, the cardholder's branch 70
of service, dates of service, and date of discharge, the name of 71
the issuing county, the indexing number that has been assigned to 72
the veteran's record of discharge, and the date of issuance and 73
expiration.74

       A veterans identification card shall not display the 75
cardholder's social security number unless federal law requires 76
the card holder's social security number to be displayed on a 77
veterans identification card.78
