A BILL
To amend section 4501.21 and to enact sections 1
4503.524, 4503.525, 4503.533, 4503.549, 4503.732, 2
and 4503.90 of the Revised Code to create the 3
"Massillon Tiger Football Booster Club," "Power 4
Squadron," "Combat Action Ribbon or Badge," 5
"Military Sacrifice," "Truth, Justice, and the 6
American Way," and "Nationwide Children's 7
Hospital" license plates.8


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That section 4501.21 be amended and sections 9
4503.524, 4503.525, 4503.533, 4503.549, 4503.732, and 4503.90 of 10
the Revised Code be enacted to read as follows:11

       Sec. 4501.21.  (A) There is hereby created in the state 12
treasury the license plate contribution fund. The fund shall 13
consist of all contributions paid by motor vehicle registrants and 14
collected by the registrar of motor vehicles pursuant to sections 15
4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499, 16
4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.522, 17
4503.523, 4503.524, 4503.525, 4503.531, 4503.545, 4503.55, 18
4503.551, 4503.552, 4503.553, 4503.561, 4503.562, 4503.564, 19
4503.591, 4503.67, 4503.68, 4503.69, 4503.701, 4503.71, 4503.711, 20
4503.712, 4503.713, 4503.72, 4503.73, 4503.732, 4503.74, 4503.75, 21
4503.751, 4503.85, 4503.89, 4503.90, 4503.92, and 4503.94 of the 22
Revised Code. 23

       (B) The registrar shall pay the contributions the registrar 24
collects in the fund as follows: 25

        The registrar shall pay the contributions received pursuant 26
to section 4503.491 of the Revised Code to the breast cancer fund 27
of Ohio, which shall use that money only to pay for programs that 28
provide assistance and education to Ohio breast cancer patients 29
and that improve access for such patients to quality health care 30
and clinical trials and shall not use any of the money for 31
abortion information, counseling, services, or other 32
abortion-related activities. 33

        The registrar shall pay the contributions received pursuant 34
to section 4503.493 of the Revised Code to the autism society of 35
Ohio, which shall use the contributions for programs and autism 36
awareness efforts throughout the state. 37

       The registrar shall pay the contributions the registrar 38
receives pursuant to section 4503.494 of the Revised Code to the 39
national multiple sclerosis society for distribution in equal 40
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 41
chapters of the national multiple sclerosis society. These 42
chapters shall use the money they receive under this section to 43
assist in paying the expenses they incur in providing services 44
directly to their clients.45

       The registrar shall pay the contributions the registrar 46
receives pursuant to section 4503.496 of the Revised Code to the 47
Ohio sickle cell and health association, which shall use the 48
contributions to help support educational, clinical, and social 49
support services for adults who have sickle cell disease.50

       The registrar shall pay the contributions the registrar 51
receives pursuant to section 4503.498 of the Revised Code to 52
special olympics Ohio, inc., which shall use the contributions for 53
its programs, charitable efforts, and other activities. 54

       The registrar shall pay the contributions the registrar 55
receives pursuant to section 4503.499 of the Revised Code to the 56
children's glioma cancer foundation, which shall use the 57
contributions for its research and other programs. 58

        The registrar shall pay the contributions the registrar 59
receives pursuant to section 4503.50 of the Revised Code to the 60
future farmers of America foundation, which shall deposit the 61
contributions into its general account to be used for educational 62
and scholarship purposes of the future farmers of America 63
foundation. 64

        The registrar shall pay the contributions the registrar 65
receives pursuant to section 4503.501 of the Revised Code to the 66
4-H youth development program of the Ohio state university 67
extension program, which shall use those contributions to pay the 68
expenses it incurs in conducting its educational activities. 69

        The registrar shall pay the contributions received pursuant 70
to section 4503.502 of the Revised Code to the Ohio cattlemen's 71
foundation, which shall use those contributions for scholarships 72
and other educational activities. 73

       The registrar shall pay the contributions received pursuant 74
to section 4503.505 of the Revised Code to the organization Ohio 75
region phi theta kappa, which shall use those contributions for 76
scholarships for students who are members of that organization. 77

        The registrar shall pay each contribution the registrar 78
receives pursuant to section 4503.51 of the Revised Code to the 79
university or college whose name or marking or design appears on 80
collegiate license plates that are issued to a person under that 81
section. A university or college that receives contributions from 82
the fund shall deposit the contributions into its general 83
scholarship fund. 84

        The registrar shall pay the contributions the registrar 85
receives pursuant to section 4503.522 of the Revised Code to the 86
"friends of Perry's victory and international peace memorial, 87
incorporated," a nonprofit corporation organized under the laws of 88
this state, to assist that organization in paying the expenses it 89
incurs in sponsoring or holding charitable, educational, and 90
cultural events at the monument. 91

       The registrar shall pay the contributions the registrar 92
receives pursuant to section 4503.523 of the Revised Code to the 93
fairport lights foundation, which shall use the money to pay for 94
the restoration, maintenance, and preservation of the lighthouses 95
of fairport harbor. 96

       The registrar shall pay the contributions the registrar 97
receives pursuant to section 4503.524 of the Revised Code to the 98
Massillon tiger football booster club, which shall use the 99
contributions only to promote and support the football team of 100
Washington high school of the Massillon city school district.101

       The registrar shall pay the contributions the registrar 102
receives pursuant to section 4503.525 of the Revised Code to the 103
United States power squadron districts seven, eleven, twenty-four, 104
and twenty-nine in equal amounts. Each power squadron district 105
shall use the money it receives under this section to pay for the 106
educational boating programs each district holds or sponsors 107
within this state.108

       The registrar shall pay the contributions the registrar 109
receives pursuant to section 4503.531 of the Revised Code to the 110
thank you foundation, incorporated, a nonprofit corporation 111
organized under the laws of this state, to assist that 112
organization in paying for the charitable activities and programs 113
it sponsors in support of United States military personnel, 114
veterans, and their families.115

        The registrar shall pay the contributions the registrar 116
receives pursuant to section 4503.55 of the Revised Code to the 117
pro football hall of fame, which shall deposit the contributions 118
into a special bank account that it establishes and which shall be 119
separate and distinct from any other account the pro football hall 120
of fame maintains, to be used exclusively for the purpose of 121
promoting the pro football hall of fame as a travel destination. 122

        The registrar shall pay the contributions that are paid to 123
the registrar pursuant to section 4503.545 of the Revised Code to 124
the national rifle association foundation, which shall use the 125
money to pay the costs of the educational activities and programs 126
the foundation holds or sponsors in this state. 127

        The registrar shall pay to the Ohio pet fund the 128
contributions the registrar receives pursuant to section 4503.551 129
of the Revised Code and any other money from any other source, 130
including donations, gifts, and grants, that is designated by the 131
source to be paid to the Ohio pet fund. The Ohio pet fund shall 132
use the moneys it receives under this section to support programs 133
for the sterilization of dogs and cats and for educational 134
programs concerning the proper veterinary care of those animals, 135
and for expenses of the Ohio pet fund that are reasonably 136
necessary for it to obtain and maintain its tax-exempt status and 137
to perform its duties. 138

        The registrar shall pay the contributions the registrar 139
receives pursuant to section 4503.552 of the Revised Code to the 140
rock and roll hall of fame and museum, incorporated. 141

        The registrar shall pay the contributions the registrar 142
receives pursuant to section 4503.553 of the Revised Code to the 143
Ohio coalition for animals, incorporated, a nonprofit corporation. 144
Except as provided in division (B) of this section, the coalition 145
shall distribute the money to its members, and the members shall 146
use the money only to pay for educational, charitable, and other 147
programs of each coalition member that provide care for unwanted, 148
abused, and neglected horses. The Ohio coalition for animals may 149
use a portion of the money to pay for reasonable marketing costs 150
incurred in the design and promotion of the license plate and for 151
administrative costs incurred in the disbursement and management 152
of funds received under this section. 153

        The registrar shall pay the contributions the registrar 154
receives pursuant to section 4503.561 of the Revised Code to the 155
state of Ohio chapter of ducks unlimited, inc., which shall 156
deposit the contributions into a special bank account that it 157
establishes. The special bank account shall be separate and 158
distinct from any other account the state of Ohio chapter of ducks 159
unlimited, inc., maintains and shall be used exclusively for the 160
purpose of protecting, enhancing, restoring, and managing wetlands 161
and conserving wildlife habitat. The state of Ohio chapter of 162
ducks unlimited, inc., annually shall notify the registrar in 163
writing of the name, address, and account to which such payments 164
are to be made. 165

        The registrar shall pay the contributions the registrar 166
receives pursuant to section 4503.562 of the Revised Code to the 167
Mahoning river consortium, which shall use the money to pay the 168
expenses it incurs in restoring and maintaining the Mahoning river 169
watershed. 170

       The registrar shall pay the contributions the registrar 171
receives pursuant to section 4503.564 of the Revised Code to 172
Antioch college for the use of the Glen Helen ecology institute to 173
pay expenses related to the Glen Helen nature preserve.174

        The registrar shall pay to a sports commission created 175
pursuant to section 4503.591 of the Revised Code each contribution 176
the registrar receives under that section that an applicant pays 177
to obtain license plates that bear the logo of a professional 178
sports team located in the county of that sports commission and 179
that is participating in the license plate program pursuant to 180
division (E) of that section, irrespective of the county of 181
residence of an applicant. 182

        The registrar shall pay to a community charity each 183
contribution the registrar receives under section 4503.591 of the 184
Revised Code that an applicant pays to obtain license plates that 185
bear the logo of a professional sports team that is participating 186
in the license plate program pursuant to division (G) of that 187
section. 188

        The registrar shall pay the contributions the registrar 189
receives pursuant to section 4503.67 of the Revised Code to the 190
Dan Beard council of the boy scouts of America. The council shall 191
distribute all contributions in an equitable manner throughout the 192
state to regional councils of the boy scouts. 193

        The registrar shall pay the contributions the registrar 194
receives pursuant to section 4503.68 of the Revised Code to the 195
great river council of the girl scouts of the United States of 196
America. The council shall distribute all contributions in an 197
equitable manner throughout the state to regional councils of the 198
girl scouts. 199

        The registrar shall pay the contributions the registrar 200
receives pursuant to section 4503.69 of the Revised Code to the 201
Dan Beard council of the boy scouts of America. The council shall 202
distribute all contributions in an equitable manner throughout the 203
state to regional councils of the boy scouts. 204

       The registrar shall pay the contributions the registrar 205
receives pursuant to section 4503.701 of the Revised Code to the 206
Prince Hall grand lodge of free and accepted masons of Ohio, which 207
shall use the contributions for scholarship purposes.208

        The registrar shall pay the contributions the registrar 209
receives pursuant to section 4503.71 of the Revised Code to the 210
fraternal order of police of Ohio, incorporated, which shall 211
deposit the fees into its general account to be used for purposes 212
of the fraternal order of police of Ohio, incorporated. 213

        The registrar shall pay the contributions the registrar 214
receives pursuant to section 4503.711 of the Revised Code to the 215
fraternal order of police of Ohio, incorporated, which shall 216
deposit the contributions into an account that it creates to be 217
used for the purpose of advancing and protecting the law 218
enforcement profession, promoting improved law enforcement 219
methods, and teaching respect for law and order. 220

       The registrar shall pay the contributions received pursuant 221
to section 4503.712 of the Revised Code to Ohio concerns of police 222
survivors, which shall use those contributions to provide whatever 223
assistance may be appropriate to the families of Ohio law 224
enforcement officers who are killed in the line of duty. 225

       The registrar shall pay the contributions received pursuant 226
to section 4503.713 of the Revised Code to the greater Cleveland 227
peace officers memorial society, which shall use those 228
contributions to honor law enforcement officers who have died in 229
the line of duty and support its charitable purposes.230

       The registrar shall pay the contributions the registrar 231
receives pursuant to section 4503.72 of the Revised Code to the 232
organization known on March 31, 2003, as the Ohio CASA/GAL 233
association, a private, nonprofit corporation organized under 234
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 235
shall use these contributions to pay the expenses it incurs in 236
administering a program to secure the proper representation in the 237
courts of this state of abused, neglected, and dependent children, 238
and for the training and supervision of persons participating in 239
that program. 240

        The registrar shall pay the contributions the registrar 241
receives pursuant to section 4503.73 of the Revised Code to Wright 242
B. Flyer, incorporated, which shall deposit the contributions into 243
its general account to be used for purposes of Wright B. Flyer, 244
incorporated. 245

       The registrar shall pay the contributions the registrar 246
receives pursuant to section 4503.732 of the Revised Code to the 247
Siegel & Shuster society, a nonprofit organization dedicated to 248
commemorating and celebrating the creation of Superman in 249
Cleveland, Ohio.250

       The registrar shall pay the contributions the registrar 251
receives pursuant to section 4503.74 of the Revised Code to the 252
Columbus zoological park association, which shall disburse the 253
moneys to Ohio's major metropolitan zoos, as defined in section 254
4503.74 of the Revised Code, in accordance with a written 255
agreement entered into by the major metropolitan zoos. 256

       The registrar shall pay the contributions the registrar 257
receives pursuant to section 4503.75 of the Revised Code to the 258
rotary foundation, located on March 31, 2003, in Evanston, 259
Illinois, to be placed in a fund known as the permanent fund and 260
used to endow educational and humanitarian programs of the rotary 261
foundation. 262

       The registrar shall pay the contributions the registrar 263
receives pursuant to section 4503.751 of the Revised Code to the 264
Ohio association of realtors, which shall deposit the 265
contributions into a property disaster relief fund maintained 266
under the Ohio realtors charitable and education foundation.267

        The registrar shall pay the contributions the registrar 268
receives pursuant to section 4503.85 of the Revised Code to the 269
Ohio sea grant college program to be used for Lake Erie area 270
research projects. 271

       The registrar shall pay the contributions the registrar 272
receives pursuant to section 4503.89 of the Revised Code to the 273
American red cross of greater Columbus on behalf of the Ohio 274
chapters of the American red cross, which shall use the 275
contributions for disaster readiness, preparedness, and response 276
programs on a statewide basis.277

       The registrar shall pay the contributions the registrar 278
receives pursuant to section 4503.90 of the Revised Code to the 279
nationwide children's hospital foundation.280

       The registrar shall pay the contributions received pursuant 281
to section 4503.92 of the Revised Code to support our troops, 282
incorporated, a national nonprofit corporation, which shall use 283
those contributions in accordance with its articles of 284
incorporation and for the benefit of servicemembers of the armed 285
forces of the United States and their families when they are in 286
financial need. 287

       The registrar shall pay the contributions the registrar 288
receives pursuant to section 4503.94 of the Revised Code to the 289
Michelle's leading star foundation, which shall use the money 290
solely to fund the rental, lease, or purchase of the simulated 291
driving curriculum of the Michelle's leading star foundation by 292
boards of education of city, exempted village, local, and joint 293
vocational school districts.294

       (C) All investment earnings of the license plate contribution 295
fund shall be credited to the fund. Not later than the first day 296
of May of every year, the registrar shall distribute to each 297
entity described in division (B) of this section the investment 298
income the fund earned the previous calendar year. The amount of 299
such a distribution paid to an entity shall be proportionate to 300
the amount of money the entity received from the fund during the 301
previous calendar year. 302

       Sec. 4503.524.  (A) The owner or lessee of any passenger car, 303
noncommercial motor vehicle, recreational vehicle, or other 304
vehicle of a class approved by the registrar of motor vehicles may 305
apply to the registrar for the registration of the vehicle and 306
issuance of "Massillon tiger football booster club" license 307
plates. The application for "Massillon tiger football booster 308
club" license plates may be combined with a request for a special 309
reserved license plate under section 4503.40 or 4503.42 of the 310
Revised Code. Upon receipt of the completed application and 311
compliance with division (B) of this section, the registrar shall 312
issue to the applicant the appropriate vehicle registration and a 313
set of "Massillon tiger football booster club" license plates with 314
a validation sticker or a validation sticker alone when required 315
by section 4503.191 of the Revised Code. In addition to the 316
letters and numbers ordinarily inscribed thereon, "Massillon tiger 317
football booster club" license plates shall be inscribed with 318
words and markings selected and designed by the Massillon tiger 319
football booster club and approved by the registrar. "Massillon 320
tiger football booster club" license plates shall bear county 321
identification stickers that identify the county of registration 322
by name or number.323

       (B) "Massillon tiger football booster club" license plates 324
and validation stickers shall be issued upon payment of the 325
regular license tax as prescribed under section 4503.04 of the 326
Revised Code, any applicable motor vehicle tax levied under 327
Chapter 4504. of the Revised Code, a bureau of motor vehicles 328
administrative fee of ten dollars, the contribution specified in 329
division (C) of this section, and compliance with all other 330
applicable laws relating to the registration of motor vehicles. If 331
the application for "Massillon tiger football booster club" 332
license plates is combined with a request for a special reserved 333
license plate under section 4503.40 or 4503.42 of the Revised 334
Code, the license plates and validation sticker shall be issued 335
upon payment of the contribution, fees, and taxes contained in 336
this division and the additional fee prescribed under section 337
4503.40 or 4503.42 of the Revised Code.338

       (C) For each application for registration and registration 339
renewal submitted under this section, the registrar shall collect 340
a contribution of twenty-five dollars. The registrar shall pay 341
this contribution into the state treasury to the credit of the 342
license plate contribution fund created in section 4501.21 of the 343
Revised Code.344

       The registrar shall pay the ten-dollar bureau administrative 345
fee, the purpose of which is to compensate the bureau for 346
additional services required in issuing "Massillon tiger football 347
booster club" license plates, into the state treasury to the 348
credit of the state bureau of motor vehicles fund created in 349
section 4501.25 of the Revised Code.350

       Sec. 4503.525.  (A) The owner or lessee of any passenger car, 351
noncommercial motor vehicle, recreational vehicle, or other 352
vehicle of a class approved by the registrar of motor vehicles may 353
apply to the registrar for the registration of the vehicle and 354
issuance of power squadron license plates. The application for 355
power squadron license plates may be combined with a request for a 356
special reserved license plate under section 4503.40 or 4503.42 of 357
the Revised Code. Upon receipt of the completed application and 358
compliance with division (B) of this section, the registrar shall 359
issue to the applicant the appropriate vehicle registration and a 360
set of power squadron license plates with a validation sticker or 361
a validation sticker alone when required by section 4503.191 of 362
the Revised Code.363

       In addition to the letters and numbers ordinarily inscribed 364
thereon, power squadron license plates shall be inscribed with 365
words and markings selected and designed by the organization 366
Mansfield power squadron. The registrar shall approve the final 367
design. Power squadron license plates shall bear county 368
identification stickers that identify the county of registration 369
by name or number.370

       (B) Power squadron license plates and validation stickers 371
shall be issued upon payment of the regular license tax as 372
prescribed under section 4503.04 of the Revised Code, any 373
applicable motor vehicle tax levied under Chapter 4504. of the 374
Revised Code, a bureau of motor vehicles administrative fee of ten 375
dollars, the contribution specified under division (C) of this 376
section, and compliance with all other applicable laws relating to 377
the registration of motor vehicles. If the application for power 378
squadron license plates is combined with a request for a special 379
reserved license plate under section 4503.40 or 4503.42 of the 380
Revised Code, the license plates and validation sticker shall be 381
issued upon payment of the fees and taxes contained in this 382
division and the additional fee prescribed by section 4503.40 or 383
4503.42 of the Revised Code.384

       (C) For each application for registration and registration 385
renewal received under this section, the registrar shall collect a 386
contribution of fifteen dollars. The registrar shall pay this 387
contribution into the state treasury to the credit of the license 388
plate contribution fund created in section 4501.21 of the Revised 389
Code.390

       The registrar shall pay the ten-dollar bureau administrative 391
fee, the purpose of which is to compensate the bureau for the 392
additional services required in issuing power squadron license 393
plates, into the state treasury to the credit of the state bureau 394
of motor vehicles fund created in section 4501.25 of the Revised 395
Code.396

       Sec. 4503.533. (A) Any person who has been awarded the combat 397
action ribbon or badge may apply to the registrar of motor 398
vehicles for the registration of any passenger car, noncommercial 399
motor vehicle, recreational vehicle, or other vehicle of a class 400
approved by the registrar that the person owns or leases. The 401
application shall be accompanied by such documentary evidence in 402
support of the award as the registrar may require. The application 403
may be combined with a request for a special reserved license 404
plate under section 4503.40 or 4503.42 of the Revised Code.405

       Upon receipt of an application for registration of a motor 406
vehicle under this section and the required taxes and fees, and 407
upon presentation of the required supporting evidence of the award 408
of the combat action ribbon or badge, the registrar shall issue to 409
the applicant the appropriate motor vehicle registration and a set 410
of license plates and a validation sticker, or a validation 411
sticker alone when required by section 4503.191 of the Revised 412
Code.413

       In addition to the letters and numbers ordinarily inscribed 414
on license plates, the license plates shall be inscribed with the 415
words "combat action ribbon" or "combat action badge" and bear a 416
reproduction of the combat action ribbon or badge. The license 417
plates shall bear county identification stickers that identify the 418
county of registration by name or number.419

       The license plates and a validation sticker or, when 420
applicable, a validation sticker alone shall be issued upon 421
payment of the regular license tax required by section 4503.04 of 422
the Revised Code, payment of any local motor vehicle license tax 423
levied under Chapter 4504. of the Revised Code, payment of any 424
applicable additional fee prescribed by section 4503.40 or 4503.42 425
of the Revised Code, and compliance with all other applicable laws 426
relating to the registration of motor vehicles.427

       (B) No person who is not a recipient of the combat action 428
ribbon or badge shall willfully and falsely represent that the 429
person is a recipient of the combat action ribbon or badge for the 430
purpose of obtaining license plates under this section. No person 431
shall own a motor vehicle bearing license plates issued under this 432
section unless the person is eligible to be issued those license 433
plates.434

       (C) Sections 4503.77 and 4503.78 of the Revised Code do not 435
apply to license plates issued under this section.436

       Sec. 4503.549. (A) Any member of the immediate family of a 437
person who died outside a combat zone while serving honorably as a 438
member of any branch of the armed forces of the United States, 439
either active or reserve, the national guard under federal or 440
state control, or the United States coast guard, and who died 441
while serving in the line of duty and not of willful misconduct as 442
defined in 38 C.F.R. 3.1.(n), may apply to the registrar of motor 443
vehicles for the registration of any passenger car, noncommercial 444
motor vehicle, motor home, or other vehicle of a class approved by 445
the registrar that the family member owns or leases and for 446
issuance of "military sacrifice" license plates for that motor 447
vehicle. The application for "military sacrifice" license plates 448
may be combined with a request for a special reserved license 449
plate under section 4503.40 or 4503.42 of the Revised Code. Upon 450
receipt of the completed application and compliance with division 451
(B) of this section, the registrar shall issue to the applicant 452
the appropriate vehicle registration, a set of "military 453
sacrifice" license plates with a validation sticker, or a 454
validation sticker alone when required by section 4503.191 of the 455
Revised Code.456

       In addition to the letters and numbers ordinarily inscribed 457
on the license plates, "military sacrifice" license plates shall 458
be inscribed with a distinctive emblem and the words "military 459
sacrifice." "Military sacrifice" license plates shall bear county 460
identification stickers that identify the county of registration 461
by name or number.462

       (B) "Military sacrifice" license plates and a validation 463
sticker or, when applicable, a validation sticker alone shall be 464
issued upon submission by the applicant of an application for 465
registration of a motor vehicle under this section, payment of the 466
regular license tax as prescribed under section 4503.04 of the 467
Revised Code, any applicable motor vehicle tax levied under 468
Chapter 4504. of the Revised Code, and any applicable additional 469
fee prescribed by section 4503.40 or 4503.42 of the Revised Code, 470
and compliance with all other applicable laws relating to the 471
registration of motor vehicles.472

       (C) No person who is not a member of the immediate family of 473
a person who died outside a combat zone while serving honorably as 474
a member of any branch of the armed forces of the United States, 475
either active or reserve, the national guard under federal or 476
state control, or the United States coast guard, and who died 477
while serving in the line of duty and not of willful misconduct 478
as defined in 38 C.F.R. 3.1.(n), shall willfully and falsely 479
represent that the person is such a family member for the purpose 480
of obtaining license plates under this section.481

       (D) As used in this section, "member of the immediate family" 482
of a person who died outside a combat zone while serving honorably 483
as a member of any branch of the armed forces of the United 484
States, either active or reserve, the national guard under federal 485
or state control, or the United States coast guard, and who died 486
while serving in the line of duty and not of willful misconduct as 487
defined in 38 C.F.R. 3.1.(n), means all of the following:488

       (1) A spouse;489

       (2) A parent, stepparent, or other person who acted in loco 490
parentis;491

       (3) A sibling, whether of the whole or half-blood, or by 492
adoption;493

       (4) A child, including those by adoption, or a stepchild;494

       (5) A grandparent.495

       Sec. 4503.732.  (A) The owner or lessee of any passenger car, 496
noncommercial motor vehicle, recreational vehicle, or other 497
vehicle of a class approved by the registrar of motor vehicles may 498
apply to the registrar for the registration of the vehicle and 499
issuance of "Truth, Justice, and the American Way" license plates. 500
The application may be combined with a request for a special 501
reserved license plate under section 4503.40 or 4503.42 of the 502
Revised Code. Upon receipt of an application for registration of a 503
motor vehicle under this section, the registrar shall issue to the 504
applicant the appropriate motor vehicle registration and a set of 505
"Truth, Justice, and the American Way" license plates and a 506
validation sticker, or a validation sticker alone when required by 507
section 4503.191 of the Revised Code.508

       In addition to the letters and numbers ordinarily inscribed 509
on the license plates, "Truth, Justice, and the American Way" 510
license plates shall be inscribed with the words "Truth, Justice, 511
and the American Way" and a design, logo, or marking selected by 512
the entity that owns the Superman name. The registrar shall 513
approve the final design after entering into a license agreement 514
with that entity for appropriate use of the Superman name and 515
associated logo or marking, as applicable. The license plates 516
shall bear county identification stickers that identify the county 517
of registration by name or number.518

       (B) "Truth, Justice, and the American Way" license plates and 519
validation stickers shall be issued upon receipt of a contribution 520
as provided in division (C)(1) of this section and upon payment of 521
the regular license tax as prescribed under section 4503.04 of the 522
Revised Code, any applicable motor vehicle license tax levied 523
under Chapter 4504. of the Revised Code, and a bureau of motor 524
vehicles administrative fee of ten dollars. The applicant shall 525
comply with all other applicable laws relating to the registration 526
of motor vehicles. If the application for "Truth, Justice, and the 527
American Way" license plates is combined with a request for a 528
special reserved license plate under section 4503.40 or 4503.42 of 529
the Revised Code, the license plates and validation sticker shall 530
be issued upon payment of the fees and taxes specified in this 531
division and the additional fee prescribed under section 4503.40 532
or 4503.42 of the Revised Code.533

       (C)(1) For each application for registration and registration 534
renewal notice the registrar receives under this section, the 535
registrar shall collect a contribution of ten dollars. The 536
registrar shall pay this contribution into the state treasury to 537
the credit of the license plate contribution fund created in 538
section 4501.21 of the Revised Code.539

       (2) The registrar shall pay the ten-dollar bureau 540
administrative fee, the purpose of which is to compensate the 541
bureau for additional services required in issuing "Truth, 542
Justice, and the American Way" license plates, into the state 543
treasury to the credit of the state bureau of motor vehicles fund 544
created in section 4501.25 of Revised Code.545

       Sec. 4503.90. (A) The owner or lessee of any passenger car, 546
noncommercial motor vehicle, recreational vehicle, or other 547
vehicle of a class approved by the registrar of motor vehicles may 548
apply to the registrar for the registration of the vehicle and 549
issuance of nationwide children's hospital license plates. An 550
application made under this section may be combined with a request 551
for a special reserved license plate under section 4503.40 or 552
4503.42 of the Revised Code. Upon receipt of the completed 553
application and compliance by the applicant with divisions (B) and 554
(C) of this section, the registrar shall issue to the applicant 555
the appropriate vehicle registration and a set of nationwide 556
children's hospital license plates and a validation sticker, or a 557
validation sticker alone when required by section 4503.191 of the 558
Revised Code.559

       In addition to the letters and numbers ordinarily inscribed 560
on the license plates, nationwide children's hospital license 561
plates shall be inscribed with identifying words or markings that 562
are designed by the nationwide children's hospital and approved by 563
the registrar. Nationwide children's hospital license plates shall 564
display county identification stickers that identify the county of 565
registration by name or number.566

       (B) The nationwide children's hospital license plates and a 567
validation sticker, or validation sticker alone, shall be issued 568
upon receipt of a contribution as provided in division (C)(1) of 569
this section and upon payment of the regular license tax as 570
prescribed under section 4503.04 of the Revised Code, any 571
applicable motor vehicle license tax levied under Chapter 4504. of 572
the Revised Code, any applicable additional fee prescribed by 573
section 4503.40 or 4503.42 of the Revised Code, a fee of ten 574
dollars for the purpose of compensating the bureau of motor 575
vehicles for additional services required in the issuing of 576
nationwide children's hospital license plates, and compliance with 577
all other applicable laws relating to the registration of motor 578
vehicles.579

       (C)(1) For each application for registration and registration 580
renewal notice the registrar receives under this section, the 581
registrar shall collect a contribution of twenty-five dollars. The 582
registrar shall pay this contribution into the state treasury to 583
the credit of the license plate contribution fund created in 584
section 4501.21 of the Revised Code.585

       (2) The registrar shall pay the additional fee of ten dollars 586
paid to compensate the bureau for the additional services required 587
in the issuing of nationwide children's hospital license plates 588
into the state treasury to the credit of the state bureau of motor 589
vehicles fund created by section 4501.25 of the Revised Code.590

       Section 2.  That existing section 4501.21 of the Revised Code 591
is hereby repealed.592
