A BILL
To enact section 3313.5310 of the Revised Code with 1
respect to metal detectors in public schools.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3313.5310 of the Revised Code be 3
enacted to read as follows:4

       Sec. 3313.5310. (A) Within ninety days after the effective 5
date of this section, the director of public safety, in 6
consultation with the superintendent of public instruction, shall 7
develop a process through which the board of education of a school 8
district, the governing authority of a community school 9
established under Chapter 3314., the governing body of a STEM 10
school established under Chapter 3326., or the board of trustees 11
of a college-preparatory boarding school established under Chapter 12
3328. of the Revised Code may submit an application for federal or 13
other financial assistance in the installation of metal detectors 14
at the entrances to one or more classroom buildings of the 15
district or school should the district or school decide, at its 16
own discretion, to install metal detectors.17

        (B) The executive director of the Ohio emergency management 18
agency, in consultation with the superintendent of public 19
instruction, shall take all actions necessary to obtain any 20
federal or other funding available to assist schools in metal 21
detector acquisition, installation, and operation, including but 22
not limited to applying for funds from the federal homeland 23
security program.24

       (C) Beginning one hundred eighty days after the effective 25
date of this section, any entity described in division (A) of this 26
section may submit an application for financial assistance in the 27
installation of metal detectors according to the application 28
process established pursuant to this section.29

       No district or school shall be required to install metal 30
detectors or to apply for financial assistance through this 31
section. Nor should it be construed that this section provides the 32
sole method to fund the installation of metal detectors at 33
schools.34
