A BILL
To amend sections 4501.21 and 5101.98 and to enact 1
sections 4503.527, 4503.534, and 4503.535 of the 2
Revised Code to create the "Ohio Statehouse" 3
license plate, the "Disabled American Veteran" 4
license plate, and the "POW/MIA Awareness" license 5
plate.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.21 and 5101.98 be amended and 7
sections 4503.527, 4503.534, and 4503.535 of the Revised Code be 8
enacted to read as follows:9

       Sec. 4501.21.  (A) There is hereby created in the state 10
treasury the license plate contribution fund. The fund shall 11
consist of all contributions paid by motor vehicle registrants and 12
collected by the registrar of motor vehicles pursuant to sections 13
4503.491, 4503.492, 4503.493, 4503.494, 4503.496, 4503.498, 14
4503.499, 4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 15
4503.522, 4503.523, 4503.524, 4503.525, 4503.526, 4503.531, 16
4503.534, 4503.545, 4503.55, 4503.551, 4503.552, 4503.553, 17
4503.561, 4503.562, 4503.564, 4503.591, 4503.67, 4503.68, 4503.69, 18
4503.701, 4503.71, 4503.711, 4503.712, 4503.713, 4503.72, 4503.73, 19
4503.732, 4503.74, 4503.75, 4503.751, 4503.85, 4503.89, 4503.90, 20
4503.92, and 4503.94 of the Revised Code. 21

       (B) The registrar shall pay the contributions the registrar 22
collects in the fund as follows: 23

        The registrar shall pay the contributions received pursuant 24
to section 4503.491 of the Revised Code to the breast cancer fund 25
of Ohio, which shall use that money only to pay for programs that 26
provide assistance and education to Ohio breast cancer patients 27
and that improve access for such patients to quality health care 28
and clinical trials and shall not use any of the money for 29
abortion information, counseling, services, or other 30
abortion-related activities. 31

       The registrar shall pay the contributions the registrar 32
receives pursuant to section 4503.492 of the Revised Code to the 33
organization cancer support community central Ohio, which shall 34
deposit the money into the Sheryl L. Kraner Fund of that 35
organization. Cancer support community central Ohio shall expend 36
the money it receives pursuant to this division only in the same 37
manner and for the same purposes as that organization expends 38
other money in that fund.39

        The registrar shall pay the contributions received pursuant 40
to section 4503.493 of the Revised Code to the autism society of 41
Ohio, which shall use the contributions for programs and autism 42
awareness efforts throughout the state. 43

       The registrar shall pay the contributions the registrar 44
receives pursuant to section 4503.494 of the Revised Code to the 45
national multiple sclerosis society for distribution in equal 46
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 47
chapters of the national multiple sclerosis society. These 48
chapters shall use the money they receive under this section to 49
assist in paying the expenses they incur in providing services 50
directly to their clients.51

       The registrar shall pay the contributions the registrar 52
receives pursuant to section 4503.496 of the Revised Code to the 53
Ohio sickle cell and health association, which shall use the 54
contributions to help support educational, clinical, and social 55
support services for adults who have sickle cell disease.56

       The registrar shall pay the contributions the registrar 57
receives pursuant to section 4503.498 of the Revised Code to 58
special olympics Ohio, inc., which shall use the contributions for 59
its programs, charitable efforts, and other activities. 60

       The registrar shall pay the contributions the registrar 61
receives pursuant to section 4503.499 of the Revised Code to the 62
children's glioma cancer foundation, which shall use the 63
contributions for its research and other programs. 64

        The registrar shall pay the contributions the registrar 65
receives pursuant to section 4503.50 of the Revised Code to the 66
future farmers of America foundation, which shall deposit the 67
contributions into its general account to be used for educational 68
and scholarship purposes of the future farmers of America 69
foundation. 70

        The registrar shall pay the contributions the registrar 71
receives pursuant to section 4503.501 of the Revised Code to the 72
4-H youth development program of the Ohio state university 73
extension program, which shall use those contributions to pay the 74
expenses it incurs in conducting its educational activities. 75

        The registrar shall pay the contributions received pursuant 76
to section 4503.502 of the Revised Code to the Ohio cattlemen's 77
foundation, which shall use those contributions for scholarships 78
and other educational activities. 79

       The registrar shall pay the contributions received pursuant 80
to section 4503.505 of the Revised Code to the organization Ohio 81
region phi theta kappa, which shall use those contributions for 82
scholarships for students who are members of that organization. 83

        The registrar shall pay each contribution the registrar 84
receives pursuant to section 4503.51 of the Revised Code to the 85
university or college whose name or marking or design appears on 86
collegiate license plates that are issued to a person under that 87
section. A university or college that receives contributions from 88
the fund shall deposit the contributions into its general 89
scholarship fund. 90

        The registrar shall pay the contributions the registrar 91
receives pursuant to section 4503.522 of the Revised Code to the 92
"friends of Perry's victory and international peace memorial, 93
incorporated," a nonprofit corporation organized under the laws of 94
this state, to assist that organization in paying the expenses it 95
incurs in sponsoring or holding charitable, educational, and 96
cultural events at the monument. 97

       The registrar shall pay the contributions the registrar 98
receives pursuant to section 4503.523 of the Revised Code to the 99
fairport lights foundation, which shall use the money to pay for 100
the restoration, maintenance, and preservation of the lighthouses 101
of fairport harbor. 102

       The registrar shall pay the contributions the registrar 103
receives pursuant to section 4503.524 of the Revised Code to the 104
Massillon tiger football booster club, which shall use the 105
contributions only to promote and support the football team of 106
Washington high school of the Massillon city school district.107

       The registrar shall pay the contributions the registrar 108
receives pursuant to section 4503.525 of the Revised Code to the 109
United States power squadron districts seven, eleven, twenty-four, 110
and twenty-nine in equal amounts. Each power squadron district 111
shall use the money it receives under this section to pay for the 112
educational boating programs each district holds or sponsors 113
within this state.114

       The registrar shall pay the contributions the registrar 115
receives pursuant to section 4503.526 of the Revised Code to the 116
Ohio district Kiwanis foundation of the Ohio district of Kiwanis 117
international, which shall use the money it receives under this 118
section to pay the costs of its educational and humanitarian 119
activities.120

       The registrar shall pay the contributions the registrar 121
receives pursuant to section 4503.531 of the Revised Code to the 122
thank you foundation, incorporated, a nonprofit corporation 123
organized under the laws of this state, to assist that 124
organization in paying for the charitable activities and programs 125
it sponsors in support of United States military personnel, 126
veterans, and their families.127

       The registrar shall pay the contributions the registrar 128
receives pursuant to section 4503.534 of the Revised Code to the 129
disabled American veterans department of Ohio, to be used for 130
programs that serve disabled American veterans and their families.131

        The registrar shall pay the contributions the registrar 132
receives pursuant to section 4503.55 of the Revised Code to the 133
pro football hall of fame, which shall deposit the contributions 134
into a special bank account that it establishes and which shall be 135
separate and distinct from any other account the pro football hall 136
of fame maintains, to be used exclusively for the purpose of 137
promoting the pro football hall of fame as a travel destination. 138

        The registrar shall pay the contributions that are paid to 139
the registrar pursuant to section 4503.545 of the Revised Code to 140
the national rifle association foundation, which shall use the 141
money to pay the costs of the educational activities and programs 142
the foundation holds or sponsors in this state. 143

        The registrar shall pay to the Ohio pet fund the 144
contributions the registrar receives pursuant to section 4503.551 145
of the Revised Code and any other money from any other source, 146
including donations, gifts, and grants, that is designated by the 147
source to be paid to the Ohio pet fund. The Ohio pet fund shall 148
use the moneys it receives under this section to support programs 149
for the sterilization of dogs and cats and for educational 150
programs concerning the proper veterinary care of those animals, 151
and for expenses of the Ohio pet fund that are reasonably 152
necessary for it to obtain and maintain its tax-exempt status and 153
to perform its duties. 154

        The registrar shall pay the contributions the registrar 155
receives pursuant to section 4503.552 of the Revised Code to the 156
rock and roll hall of fame and museum, incorporated. 157

        The registrar shall pay the contributions the registrar 158
receives pursuant to section 4503.553 of the Revised Code to the 159
Ohio coalition for animals, incorporated, a nonprofit corporation. 160
Except as provided in division (B) of this section, the coalition 161
shall distribute the money to its members, and the members shall 162
use the money only to pay for educational, charitable, and other 163
programs of each coalition member that provide care for unwanted, 164
abused, and neglected horses. The Ohio coalition for animals may 165
use a portion of the money to pay for reasonable marketing costs 166
incurred in the design and promotion of the license plate and for 167
administrative costs incurred in the disbursement and management 168
of funds received under this section. 169

        The registrar shall pay the contributions the registrar 170
receives pursuant to section 4503.561 of the Revised Code to the 171
state of Ohio chapter of ducks unlimited, inc., which shall 172
deposit the contributions into a special bank account that it 173
establishes. The special bank account shall be separate and 174
distinct from any other account the state of Ohio chapter of ducks 175
unlimited, inc., maintains and shall be used exclusively for the 176
purpose of protecting, enhancing, restoring, and managing wetlands 177
and conserving wildlife habitat. The state of Ohio chapter of 178
ducks unlimited, inc., annually shall notify the registrar in 179
writing of the name, address, and account to which such payments 180
are to be made. 181

        The registrar shall pay the contributions the registrar 182
receives pursuant to section 4503.562 of the Revised Code to the 183
Mahoning river consortium, which shall use the money to pay the 184
expenses it incurs in restoring and maintaining the Mahoning river 185
watershed. 186

       The registrar shall pay the contributions the registrar 187
receives pursuant to section 4503.564 of the Revised Code to 188
Antioch college for the use of the Glen Helen ecology institute to 189
pay expenses related to the Glen Helen nature preserve.190

        The registrar shall pay to a sports commission created 191
pursuant to section 4503.591 of the Revised Code each contribution 192
the registrar receives under that section that an applicant pays 193
to obtain license plates that bear the logo of a professional 194
sports team located in the county of that sports commission and 195
that is participating in the license plate program pursuant to 196
division (E) of that section, irrespective of the county of 197
residence of an applicant. 198

        The registrar shall pay to a community charity each 199
contribution the registrar receives under section 4503.591 of the 200
Revised Code that an applicant pays to obtain license plates that 201
bear the logo of a professional sports team that is participating 202
in the license plate program pursuant to division (G) of that 203
section. 204

        The registrar shall pay the contributions the registrar 205
receives pursuant to section 4503.67 of the Revised Code to the 206
Dan Beard council of the boy scouts of America. The council shall 207
distribute all contributions in an equitable manner throughout the 208
state to regional councils of the boy scouts. 209

        The registrar shall pay the contributions the registrar 210
receives pursuant to section 4503.68 of the Revised Code to the 211
great river council of the girl scouts of the United States of 212
America. The council shall distribute all contributions in an 213
equitable manner throughout the state to regional councils of the 214
girl scouts. 215

        The registrar shall pay the contributions the registrar 216
receives pursuant to section 4503.69 of the Revised Code to the 217
Dan Beard council of the boy scouts of America. The council shall 218
distribute all contributions in an equitable manner throughout the 219
state to regional councils of the boy scouts. 220

       The registrar shall pay the contributions the registrar 221
receives pursuant to section 4503.701 of the Revised Code to the 222
Prince Hall grand lodge of free and accepted masons of Ohio, which 223
shall use the contributions for scholarship purposes.224

        The registrar shall pay the contributions the registrar 225
receives pursuant to section 4503.71 of the Revised Code to the 226
fraternal order of police of Ohio, incorporated, which shall 227
deposit the fees into its general account to be used for purposes 228
of the fraternal order of police of Ohio, incorporated. 229

        The registrar shall pay the contributions the registrar 230
receives pursuant to section 4503.711 of the Revised Code to the 231
fraternal order of police of Ohio, incorporated, which shall 232
deposit the contributions into an account that it creates to be 233
used for the purpose of advancing and protecting the law 234
enforcement profession, promoting improved law enforcement 235
methods, and teaching respect for law and order. 236

       The registrar shall pay the contributions received pursuant 237
to section 4503.712 of the Revised Code to Ohio concerns of police 238
survivors, which shall use those contributions to provide whatever 239
assistance may be appropriate to the families of Ohio law 240
enforcement officers who are killed in the line of duty. 241

       The registrar shall pay the contributions received pursuant 242
to section 4503.713 of the Revised Code to the greater Cleveland 243
peace officers memorial society, which shall use those 244
contributions to honor law enforcement officers who have died in 245
the line of duty and support its charitable purposes.246

       The registrar shall pay the contributions the registrar 247
receives pursuant to section 4503.72 of the Revised Code to the 248
organization known on March 31, 2003, as the Ohio CASA/GAL 249
association, a private, nonprofit corporation organized under 250
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 251
shall use these contributions to pay the expenses it incurs in 252
administering a program to secure the proper representation in the 253
courts of this state of abused, neglected, and dependent children, 254
and for the training and supervision of persons participating in 255
that program. 256

        The registrar shall pay the contributions the registrar 257
receives pursuant to section 4503.73 of the Revised Code to Wright 258
B. Flyer, incorporated, which shall deposit the contributions into 259
its general account to be used for purposes of Wright B. Flyer, 260
incorporated. 261

       The registrar shall pay the contributions the registrar 262
receives pursuant to section 4503.732 of the Revised Code to the 263
Siegel & Shuster society, a nonprofit organization dedicated to 264
commemorating and celebrating the creation of Superman in 265
Cleveland, Ohio.266

       The registrar shall pay the contributions the registrar 267
receives pursuant to section 4503.74 of the Revised Code to the 268
Columbus zoological park association, which shall disburse the 269
moneys to Ohio's major metropolitan zoos, as defined in section 270
4503.74 of the Revised Code, in accordance with a written 271
agreement entered into by the major metropolitan zoos. 272

       The registrar shall pay the contributions the registrar 273
receives pursuant to section 4503.75 of the Revised Code to the 274
rotary foundation, located on March 31, 2003, in Evanston, 275
Illinois, to be placed in a fund known as the permanent fund and 276
used to endow educational and humanitarian programs of the rotary 277
foundation. 278

       The registrar shall pay the contributions the registrar 279
receives pursuant to section 4503.751 of the Revised Code to the 280
Ohio association of realtors, which shall deposit the 281
contributions into a property disaster relief fund maintained 282
under the Ohio realtors charitable and education foundation.283

        The registrar shall pay the contributions the registrar 284
receives pursuant to section 4503.85 of the Revised Code to the 285
Ohio sea grant college program to be used for Lake Erie area 286
research projects. 287

       The registrar shall pay the contributions the registrar 288
receives pursuant to section 4503.89 of the Revised Code to the 289
American red cross of greater Columbus on behalf of the Ohio 290
chapters of the American red cross, which shall use the 291
contributions for disaster readiness, preparedness, and response 292
programs on a statewide basis.293

       The registrar shall pay the contributions the registrar 294
receives pursuant to section 4503.90 of the Revised Code to the 295
nationwide children's hospital foundation.296

       The registrar shall pay the contributions received pursuant 297
to section 4503.92 of the Revised Code to support our troops, 298
incorporated, a national nonprofit corporation, which shall use 299
those contributions in accordance with its articles of 300
incorporation and for the benefit of servicemembers of the armed 301
forces of the United States and their families when they are in 302
financial need. 303

       The registrar shall pay the contributions the registrar 304
receives pursuant to section 4503.94 of the Revised Code to the 305
Michelle's leading star foundation, which shall use the money 306
solely to fund the rental, lease, or purchase of the simulated 307
driving curriculum of the Michelle's leading star foundation by 308
boards of education of city, exempted village, local, and joint 309
vocational school districts.310

       (C) All investment earnings of the license plate contribution 311
fund shall be credited to the fund. Not later than the first day 312
of May of every year, the registrar shall distribute to each 313
entity described in division (B) of this section the investment 314
income the fund earned the previous calendar year. The amount of 315
such a distribution paid to an entity shall be proportionate to 316
the amount of money the entity received from the fund during the 317
previous calendar year.318

       Sec. 4503.527.  (A) The owner or lessee of any passenger car, 319
noncommercial motor vehicle, recreational vehicle, or other 320
vehicle of a class approved by the registrar of motor vehicles may 321
apply to the registrar for the registration of the vehicle and 322
issuance of "Ohio Statehouse" license plates. The application for 323
"Ohio Statehouse" license plates may be combined with a request 324
for a special reserved license plate under section 4503.40 or 325
4503.42 of the Revised Code. Upon receipt of the completed 326
application and compliance with division (B) of this section, the 327
registrar shall issue to the applicant the appropriate vehicle 328
registration and a set of "Ohio Statehouse" license plates with a 329
validation sticker or a validation sticker alone when required by 330
section 4503.191 of the Revised Code. In addition to the letters 331
and numbers ordinarily inscribed thereon, "Ohio Statehouse" 332
license plates shall be inscribed with words and markings selected 333
and designed by the capitol square review and advisory board and 334
approved by the registrar. "Ohio Statehouse" license plates shall 335
bear county identification stickers that identify the county of 336
registration by name or number.337

       (B) "Ohio Statehouse" license plates and validation stickers 338
shall be issued upon payment of the regular license tax as 339
prescribed under section 4503.04 of the Revised Code, any 340
applicable motor vehicle tax levied under Chapter 4504. of the 341
Revised Code, a bureau of motor vehicles administrative fee of ten 342
dollars, the contribution specified in division (C)(1) of this 343
section, and compliance with all other applicable laws relating to 344
the registration of motor vehicles. If the application for "Ohio 345
Statehouse" license plates is combined with a request for a 346
special reserved license plate under section 4503.40 or 4503.42 of 347
the Revised Code, the license plates and validation sticker shall 348
be issued upon payment of the contribution, fees, and taxes 349
contained in this division and the additional fee prescribed under 350
section 4503.40 or 4503.42 of the Revised Code.351

       (C)(1) For each application for registration and registration 352
renewal submitted under this section, the registrar shall collect 353
a contribution of twenty-five dollars. The registrar shall 354
transmit this contribution to the treasurer of state for deposit 355
into the capitol square renovation gift fund created in section 356
105.41 of the Revised Code.357

       (2) The registrar shall pay the ten-dollar bureau 358
administrative fee, the purpose of which is to compensate the 359
bureau for additional services required in issuing "Ohio 360
Statehouse" license plates, into the state treasury to the credit 361
of the state bureau of motor vehicles fund created in section 362
4501.25 of the Revised Code.363

       Sec. 4503.534. (A) The owner or lessee of any passenger car, 364
noncommercial motor vehicle, recreational vehicle, or other 365
vehicle of a class approved by the registrar of motor vehicles may 366
apply to the registrar for the registration of the vehicle and 367
issuance of disabled American veteran license plates. An 368
application made under this section may be combined with a request 369
for a special reserved license plate under section 4503.40 or 370
4503.42 of the Revised Code. Upon receipt of the completed 371
application and compliance by the applicant with divisions (B) and 372
(C) of this section, the registrar shall issue to the applicant 373
the appropriate vehicle registration and a set of disabled 374
American veteran license plates and a validation sticker, or a 375
validation sticker alone when required by section 4503.191 of the 376
Revised Code.377

       In addition to the letters and numbers ordinarily inscribed 378
on the license plates, disabled American veteran license plates 379
shall be inscribed with identifying words or markings that are 380
approved by the disabled American veterans department of Ohio and 381
the registrar. Disabled American veteran license plates shall 382
display county identification stickers that identify the county of 383
registration by name or number.384

       (B) The disabled American veteran license plates and a 385
validation sticker, or validation sticker alone, shall be issued 386
upon receipt of a contribution as provided in division (C) of this 387
section and upon payment of the regular license tax as prescribed 388
under section 4503.04 of the Revised Code, any applicable motor 389
vehicle license tax levied under Chapter 4504. of the Revised 390
Code, any applicable additional fee prescribed by section 4503.40 391
or 4503.42 of the Revised Code, a fee of ten dollars for the 392
purpose of compensating the bureau of motor vehicles for 393
additional services required in the issuing of disabled American 394
veteran license plates, and compliance with all other applicable 395
laws relating to the registration of motor vehicles.396

        (C) For each application for registration and registration 397
renewal notice the registrar receives under this section, the 398
registrar shall collect a contribution of twenty-five dollars. The 399
registrar shall transmit this contribution to the treasurer of 400
state for deposit in the license plate contribution fund created 401
in section 4501.21 of the Revised Code.402

       The registrar shall transmit the additional fee of ten 403
dollars paid to compensate the bureau for the additional services 404
required in the issuing of disabled American veteran license 405
plates to the treasurer of state for deposit into the state 406
treasury to the credit of the state bureau of motor vehicles fund 407
created by section 4501.25 of the Revised Code.408

       Sec. 4503.535.  (A) The owner or lessee of any passenger car, 409
noncommercial motor vehicle, recreational vehicle, motorcycle, 410
motorized bicycle or moped, trailer, or other vehicle of a class 411
approved by the registrar of motor vehicles, and, effective 412
January 1, 2017, the owner or lessee of any motor-driven cycle or 413
motor scooter or cab-enclosed motorcycle, may apply to the 414
registrar for the registration of the vehicle and issuance of 415
POW/MIA awareness license plates. The application for POW/MIA 416
awareness license plates may be combined with a request for a 417
special reserved license plate under section 4503.40 or 4503.42 of 418
the Revised Code. Upon receipt of the completed application and 419
compliance with division (B) of this section, the registrar shall 420
issue to the applicant the appropriate vehicle registration and a 421
set of POW/MIA awareness license plates with a validation sticker, 422
or a validation sticker alone when required by section 4503.191 of 423
the Revised Code.424

        In addition to the letters and numbers ordinarily inscribed 425
thereon, POW/MIA awareness license plates shall bear the markings 426
designed by rolling thunder, inc., chapter 1 Ohio. POW/MIA 427
awareness license plates, except for motorcycle, motorized 428
bicycle, or moped license plates, also shall bear the words "not 429
forgotten." The registrar shall approve the final design. POW/MIA 430
awareness license plates shall bear county identification stickers 431
that identify the county of registration by name or number.432

       (B) POW/MIA awareness license plates and validation stickers 433
shall be issued upon payment of the regular license tax as 434
prescribed under section 4503.04 of the Revised Code, any 435
applicable motor vehicle tax levied under Chapter 4504. of the 436
Revised Code, a bureau of motor vehicles administrative fee of ten 437
dollars, the contribution specified in division (C) of this 438
section, and compliance with all other applicable laws relating to 439
the registration of motor vehicles. If the application for POW/MIA 440
awareness license plates is combined with a request for a special 441
reserved license plate under section 4503.40 or 4503.42 of the 442
Revised Code, the license plates and validation sticker shall be 443
issued upon payment of the contribution, fees, and taxes contained 444
in this division and the additional fee prescribed under section 445
4503.40 or 4503.42 of the Revised Code.446

       (C) For each application for registration and registration 447
renewal submitted under this section, the registrar shall collect 448
a contribution of twenty-five dollars. The registrar shall pay 449
this contribution into the state treasury to the credit of the 450
military injury relief fund created in section 5101.98 of the 451
Revised Code.452

       The registrar shall pay the ten-dollar bureau administrative 453
fee, the purpose of which is to compensate the bureau for 454
additional services required in issuing POW/MIA awareness license 455
plates, into the state treasury to the credit of the state bureau 456
of motor vehicles fund created in section 4501.25 of the Revised 457
Code.458

       Sec. 5101.98.  (A) There is hereby created in the state 459
treasury the military injury relief fund, which shall consist of 460
money contributed to it under sectionsections 4503.535 and461
5747.113 of the Revised Code, of incentive grants authorized by 462
the "Jobs for Veterans Act," 116 Stat. 2033 (2002), and of 463
contributions made directly to it. Any person or entity may 464
contribute directly to the fund in addition to or independently of 465
the income tax refund contribution system established in section 466
5747.113 of the Revised Code.467

       (B) Upon application, the director of job and family services 468
shall grant money in the fund to individuals injured while in 469
active service as a member of the armed forces of the United 470
States while serving under operation Iraqi freedom, operation new 471
dawn, or operation enduring freedom and to individuals diagnosed 472
with post-traumatic stress disorder while serving, or after having 473
served, in operation Iraqi freedom, operation new dawn, or 474
operation enduring freedom.475

       (C) An individual who receives a grant under this section is 476
precluded from receiving additional grants under this section 477
during the same state fiscal year but is not precluded from being 478
considered for or receiving other assistance offered by the 479
department of job and family services.480

       (D) The director shall adopt rules under Chapter 119. of the 481
Revised Code establishing:482

       (1) Forms and procedures by which individuals may apply for a 483
grant under this section;484

       (2) Criteria for reviewing, evaluating, and approving or 485
denying grant applications;486

       (3) Criteria for determining the amount of grants awarded 487
under this section; 488

       (4) Definitions and standards applicable to determining 489
whether an individual meets the requirements established in 490
division (B) of this section;491

       (5) The process for appealing eligibility determinations; and492

       (6) Any other rules necessary to administer the grant program 493
established in this section.494

       (E) An eligibility determination, a grant approval, or a 495
grant denial made under this section may not be appealed under 496
Chapter 119., section 5101.35, or any other provision of the 497
Revised Code.498

       Section 2. That existing sections 4501.21 and 5101.98 of the 499
Revised Code are hereby repealed.500
