A BILL
To enact section 122.98 of the Revised Code to create 1
the Aerospace and Technology Study Committee.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 122.98 of the Revised Code be enacted 3
to read as follows:4

       Sec. 122.98.  (A) There is hereby created the Aerospace and 5
Technology Study Committee, consisting of the following members:6

       (1) Three members of the senate, appointed by the president 7
of the senate, not more than two of whom may be members of the 8
same political party;9

       (2) Three members of the house of representatives, appointed 10
by the speaker of the house of representatives, not more than two 11
of whom may be members of the same political party;12

       (3) Seven members representing the aerospace or technology 13
industry, the military, or academia. One such member shall be 14
appointed by the governor, and six such members shall be appointed 15
by majority vote of the six members representing the senate and 16
house of representatives. Of the six members appointed by the 17
representatives of the senate and the house of representatives, 18
one shall represent the central region, which is composed of the 19
counties of Delaware, Fairfield, Franklin, Knox, Licking, Logan, 20
Madison, Marion, Morrow, Pickaway, and Union; one shall represent 21
the west region, which is composed of the counties of Auglaize, 22
Champaign, Clark, Clinton, Darke, Fayette, Greene, Mercer, Miami, 23
Montgomery, Preble, and Shelby; one shall represent the northeast 24
region, which is composed of the counties of Ashland, Ashtabula, 25
Columbiana, Cuyahoga, Erie, Geauga, Huron, Lake, Lorain, Mahoning, 26
Medina, Portage, Richland, Stark, Summit, Trumbull, Tuscarawas, 27
and Wayne; one shall represent the northwest region, which is 28
composed of the counties of Allen, Crawford, Defiance, Fulton, 29
Hancock, Hardin, Henry, Lucas, Ottawa, Paulding, Putnam, Sandusky, 30
Seneca, Van Wert, Williams, Wood, and Wyandot; one shall represent 31
the southeast region, which shall represent the counties of Adams, 32
Athens, Belmont, Carroll, Coshocton, Gallia, Guernsey, Harrison, 33
Highland, Hocking, Holmes, Jackson, Jefferson, Lawrence, Meigs, 34
Monroe, Morgan, Muskingum, Noble, Perry, Pike, Ross, Scioto, 35
Vinton, and Washington; and one shall represent the southwest 36
region, which is composed of the counties of Butler, Brown, 37
Clermont, Hamilton, and Warren.38

       The legislative members of the committee shall be appointed 39
within ten days after the convening of the first regular session 40
of each general assembly, and the remaining members shall be 41
appointed within ten days thereafter. The term of all members 42
shall end on the thirty-first day of December of the following 43
year. Vacancies shall be filled in the manner of the original 44
appointment.45

       The committee shall elect from among its members a 46
co-chairperson from the house of representatives and a 47
co-chairperson from the senate, both of whom shall be from the 48
majority political party in their respective chambers. 49

       (B) The duties of the committee shall include, but are not 50
limited to, all of the following:51

       (1) Studying and developing comprehensive strategies to 52
promote the aerospace and technology industry throughout the 53
state, including through the commercialization of aerospace and 54
technology products and ideas;55

       (2) Encouraging communication and resource-sharing among 56
individuals and organizations involved in the aerospace and 57
technology industry, including business, the military, and 58
academia;59

       (3) Promoting research and development in the aerospace and 60
technology industry, including research and development of 61
unmanned aerial vehicles;62

       (4) Providing assistance related to military base realignment 63
and closure.64

       (C) The committee shall compile an annual report of its 65
activities, findings, and recommendations and shall furnish a copy 66
of the report to the governor, president of the senate, and 67
speaker of the house of representatives not later than July 1, 68
2014, and the first day of July each year thereafter.69

       Section 2. The President of the Senate and the Speaker of the 70
House of Representatives shall appoint initial Senator and 71
Representative members of the Committee on or before thirty days 72
after the effective date of this act, and the Senator and 73
Representative members of the Committee shall meet and appoint the 74
remaining members of the Committee on or before thirty days 75
thereafter. The term of all members so appointed shall end on the 76
last day of the 130th General Assembly.77
