A BILL
To enact section 122.98 of the Revised Code to create 1
the Ohio Aerospace and Aviation Technology 2
Committee.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 122.98 of the Revised Code be enacted 4
to read as follows:5

       Sec. 122.98.  (A) There is hereby created the Ohio aerospace 6
and aviation technology committee, consisting of the following 7
members:8

       (1) Three members of the senate, appointed by the president 9
of the senate, not more than two of whom may be members of the 10
same political party;11

       (2) Three members of the house of representatives, appointed 12
by the speaker of the house of representatives, not more than two 13
of whom may be members of the same political party;14

       (3) Fifteen members representing the aviation, aerospace, or 15
technology industry, the military, or academia. One such member 16
shall be appointed by the governor, and fourteen such members 17
shall be appointed by majority vote of the six members 18
representing the senate and house of representatives.19

       The legislative members of the committee shall be appointed 20
not later than September 1, 2014, and the remaining members shall 21
be appointed within ten days thereafter. The initial term of all 22
members shall end on December 31, 2016. Thereafter, the term of 23
all members shall end on the thirty-first day of December of the 24
year following the year of appointment. Vacancies shall be filled 25
in the manner of the original appointment.26

       The first legislator appointed to the committee by the 27
speaker of the house of representatives after the effective date 28
of H.B. 292 of the 130th general assembly shall serve as the first 29
chairperson of the committee and shall serve until December 31, 30
2016. Every general assembly thereafter, the chairperson shall 31
alternate between the first legislator appointed by the president 32
of the senate and the first legislator appointed by the speaker of 33
the house of representatives.34

       (B) The duties of the committee shall include, but are not 35
limited to, all of the following:36

       (1) Studying and developing comprehensive strategies to 37
promote the aviation, aerospace, and technology industry 38
throughout the state, including through the commercialization of 39
aviation, aerospace, and technology products and ideas;40

       (2) Encouraging communication and resource-sharing among 41
individuals and organizations involved in the aviation, aerospace, 42
and technology industry, including business, the military, and 43
academia;44

       (3) Promoting research and development in the aviation, 45
aerospace, and technology industry, including research and 46
development of unmanned aerial vehicles;47

       (4) Providing assistance related to military base realignment 48
and closure.49

       (C) The Ohio aerospace and aviation council shall serve as an 50
advisory council to the committee.51

       (D) The committee shall compile an annual report of its 52
activities, findings, and recommendations and shall furnish a copy 53
of the report to the governor, president of the senate, and 54
speaker of the house of representatives not later than July 1, 55
2015, and the first day of July of each year thereafter.56
