A BILL
To enact section 3711.30 of the Revised Code to 1
require hospital reporting of neonatal abstinence 2
syndrome.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3711.30 of the Revised Code be 4
enacted to read as follows:5

       Sec. 3711.30.  (A)(1) In accordance with rules adopted by the 6
director of health, each maternity unit, newborn care nursery, and 7
maternity home shall report to the department of health the number 8
of newborns born to residents of this state in the unit, nursery, 9
or home during the preceding calendar quarter that were diagnosed 10
with neonatal abstinence syndrome or an other similar condition 11
indicating the newborn's addiction to or dependence on drugs at 12
birth.13

       (2) Each unit, nursery, or home shall report the information 14
specified in division (A)(1) of this section to the department not 15
later than thirty days after the end of each quarter.16

       (B) The director shall prescribe a form for reports made 17
under this section and procedures for their submission and 18
collection. The form shall not request or include 19
patient-identifying information for any newborn or mother. The 20
director may adopt rules, in accordance with Chapter 119. of the 21
Revised Code as necessary to administer this section.22

       (C) The department shall compile and summarize the 23
information submitted to the department by units, nurseries, and 24
homes under division (A) of this section. The department shall 25
make a report of that information available to the public not 26
later than ninety days after the end of each calendar year.27
