A BILL
To impose a 90-day moratorium on the authority of 1
townships and municipal corporations to approve 2
new joint economic development zone contracts and 3
new joint economic development district contracts 4
devised under the nonrestricted procedures and on 5
the authority to amend existing contracts for any 6
purpose other than to revise the contract's 7
duration, and to declare an emergency.8


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. No township or municipal corporation may approve a 9
new joint economic development zone contract under section 718.69 10
or 718.691 of the Revised Code or a new joint economic development 11
district contract under sections 718.72 to 718.81 of the Revised 12
Code in the 90 days following the effective date of this section. 13
No township or municipal corporation may amend any of the 14
foregoing contracts for any purpose other than to revise the 15
duration of the contract in the 90 days following the effective 16
date of this section. For the purposes of this section, a contract 17
is approved or amended when the board of township trustees of a 18
township or the legislative authority of a municipal corporation 19
enacts an ordinance or resolution approving or amending the 20
contract.21

       This section does not apply to joint economic development 22
district contracts approved or amended under section 718.70 or 23
718.71 of the Revised Code.24

       Section 2. This act is hereby declared to be an emergency 25
measure necessary for the immediate preservation of the public 26
peace, health, and safety. The reason for such necessity is to 27
prevent the imposition of unfair and unduly burdensome taxes by 28
local governments while the General Assembly considers legislation 29
reforming the laws governing joint economic development zones and 30
joint economic development districts. Therefore, this act shall go 31
into immediate effect.32
