A BILL
To make an appropriation for additional funding for 1
the Straight A Program.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. All items in this section are hereby appropriated 3
as designated out of any moneys in the state treasury to the 4
credit of the General Revenue Fund. For all appropriations made in 5
this act, those in the first column are for fiscal year 2014 and 6
those in the second column are for fiscal year 2015. The 7
appropriations made in this act are in addition to any other 8
appropriations made for the FY 2014–FY 2015 biennium.9

       STRAIGHT A GRANT EXPANSION15

       The foregoing appropriation item 200591, Straight A Grant 16
Expansion, shall be used by the Department of Education to 17
supplement funding for the Straight A Program under Section 18
263.325 of Am. Sub. H.B. 59 of the 130th General Assembly. The 19
Director of Budget and Management, in consultation with the 20
Medicaid Director, may reduce appropriations in General Revenue 21
Fund appropriation items determined by the directors to be 22
affected by the expansion of Medicaid eligibility totaling not 23
more than $114,000,000 in state dollars for fiscal year 2014 and 24
not more than $290,000,000 in state dollars for fiscal year 2015.25

       Section 2. Within the limits set forth in this act, the 26
Director of Budget and Management shall establish accounts 27
indicating the source and amount of funds for each appropriation 28
made in this act, and shall determine the form and manner in which 29
appropriation accounts shall be maintained. Expenditures from 30
appropriations contained in this act shall be accounted for as 31
though made in Am. Sub. H.B. 59 of the 130th General Assembly.32

        The appropriations made in this act are subject to all 33
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that 34
are generally applicable to such appropriations.35
