Section 1. Notwithstanding anything to the contrary in the | 7 |
Revised Code or in any rule or directive of the State Board of | 8 |
Education, Superintendent of Public Instruction, or Department of | 9 |
Education, no school district or public or chartered nonpublic | 10 |
school shall administer for the 2014-2015 school year any | 11 |
assessments developed by the Partnership for Assessment of | 12 |
Readiness for College and Careers. Instead, school districts and | 13 |
schools shall administer for that school year assessments approved | 14 |
for each applicable grade level and subject area pursuant to | 15 |
Section 2 of this act. | 16 |
Section 2. Not later than November 15, 2014, the Department | 17 |
of Education shall develop recommendations for the assessments for | 18 |
each grade level and subject area specified in divisions (A)(1) | 19 |
and (B)(1) of section 3301.0710 of the Revised Code to be | 20 |
administered by school districts and public and chartered | 21 |
nonpublic schools, as applicable, for the 2014-2015 school year. | 22 |
The Department shall submit the recommendations to the General | 23 |
Assembly in accordance with section 101.68 of the Revised Code and | 24 |
shall present the recommendations to the standing committees of | 25 |
the House of Representatives and the Senate that consider | 26 |
education legislation at a public hearing. After the | 27 |
recommendations of the Department are presented to those | 28 |
committees, the recommendations shall be considered for approval | 29 |
by the Controlling Board. No assessment recommended by the | 30 |
Department shall be administered unless it is approved by the | 31 |
Controlling Board. | 32 |
Section 4. This act is hereby declared to be an emergency | 39 |
measure necessary for the immediate preservation of the public | 40 |
peace, health, and safety. The reason for such necessity is to | 41 |
provide timely approval of state achievement assessments that are | 42 |
not developed by a multi-state consortium so that they may be | 43 |
administered for the 2014-2015 school year. Therefore, this act | 44 |
shall go into immediate effect. | 45 |
