A BILL
To amend section 4501.21 and to enact section 1
4503.576 of the Revised Code to create the "Ohio 2
State Beekeepers Association" license plate.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4501.21 be amended and section 4
4503.576 of the Revised Code be enacted to read as follows:5

       Sec. 4501.21.  (A) There is hereby created in the state 6
treasury the license plate contribution fund. The fund shall 7
consist of all contributions paid by motor vehicle registrants and 8
collected by the registrar of motor vehicles pursuant to sections 9
4503.491, 4503.492, 4503.493, 4503.494, 4503.496, 4503.498, 10
4503.499, 4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 11
4503.522, 4503.523, 4503.524, 4503.525, 4503.526, 4503.531, 12
4503.545, 4503.55, 4503.551, 4503.552, 4503.553, 4503.561, 13
4503.562, 4503.564, 4503.576, 4503.591, 4503.67, 4503.68, 4503.69, 14
4503.701, 4503.71, 4503.711, 4503.712, 4503.713, 4503.72, 4503.73, 15
4503.732, 4503.74, 4503.75, 4503.751, 4503.85, 4503.89, 4503.90, 16
4503.92, and 4503.94 of the Revised Code. 17

       (B) The registrar shall pay the contributions the registrar 18
collects in the fund as follows: 19

        The registrar shall pay the contributions received pursuant 20
to section 4503.491 of the Revised Code to the breast cancer fund 21
of Ohio, which shall use that money only to pay for programs that 22
provide assistance and education to Ohio breast cancer patients 23
and that improve access for such patients to quality health care 24
and clinical trials and shall not use any of the money for 25
abortion information, counseling, services, or other 26
abortion-related activities. 27

       The registrar shall pay the contributions the registrar 28
receives pursuant to section 4503.492 of the Revised Code to the 29
organization cancer support community central Ohio, which shall 30
deposit the money into the Sheryl L. Kraner Fund of that 31
organization. Cancer support community central Ohio shall expend 32
the money it receives pursuant to this division only in the same 33
manner and for the same purposes as that organization expends 34
other money in that fund.35

        The registrar shall pay the contributions received pursuant 36
to section 4503.493 of the Revised Code to the autism society of 37
Ohio, which shall use the contributions for programs and autism 38
awareness efforts throughout the state. 39

       The registrar shall pay the contributions the registrar 40
receives pursuant to section 4503.494 of the Revised Code to the 41
national multiple sclerosis society for distribution in equal 42
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 43
chapters of the national multiple sclerosis society. These 44
chapters shall use the money they receive under this section to 45
assist in paying the expenses they incur in providing services 46
directly to their clients.47

       The registrar shall pay the contributions the registrar 48
receives pursuant to section 4503.496 of the Revised Code to the 49
Ohio sickle cell and health association, which shall use the 50
contributions to help support educational, clinical, and social 51
support services for adults who have sickle cell disease.52

       The registrar shall pay the contributions the registrar 53
receives pursuant to section 4503.498 of the Revised Code to 54
special olympics Ohio, inc., which shall use the contributions for 55
its programs, charitable efforts, and other activities. 56

       The registrar shall pay the contributions the registrar 57
receives pursuant to section 4503.499 of the Revised Code to the 58
children's glioma cancer foundation, which shall use the 59
contributions for its research and other programs. 60

        The registrar shall pay the contributions the registrar 61
receives pursuant to section 4503.50 of the Revised Code to the 62
future farmers of America foundation, which shall deposit the 63
contributions into its general account to be used for educational 64
and scholarship purposes of the future farmers of America 65
foundation. 66

        The registrar shall pay the contributions the registrar 67
receives pursuant to section 4503.501 of the Revised Code to the 68
4-H youth development program of the Ohio state university 69
extension program, which shall use those contributions to pay the 70
expenses it incurs in conducting its educational activities. 71

        The registrar shall pay the contributions received pursuant 72
to section 4503.502 of the Revised Code to the Ohio cattlemen's 73
foundation, which shall use those contributions for scholarships 74
and other educational activities. 75

       The registrar shall pay the contributions received pursuant 76
to section 4503.505 of the Revised Code to the organization Ohio 77
region phi theta kappa, which shall use those contributions for 78
scholarships for students who are members of that organization. 79

        The registrar shall pay each contribution the registrar 80
receives pursuant to section 4503.51 of the Revised Code to the 81
university or college whose name or marking or design appears on 82
collegiate license plates that are issued to a person under that 83
section. A university or college that receives contributions from 84
the fund shall deposit the contributions into its general 85
scholarship fund. 86

        The registrar shall pay the contributions the registrar 87
receives pursuant to section 4503.522 of the Revised Code to the 88
"friends of Perry's victory and international peace memorial, 89
incorporated," a nonprofit corporation organized under the laws of 90
this state, to assist that organization in paying the expenses it 91
incurs in sponsoring or holding charitable, educational, and 92
cultural events at the monument. 93

       The registrar shall pay the contributions the registrar 94
receives pursuant to section 4503.523 of the Revised Code to the 95
fairport lights foundation, which shall use the money to pay for 96
the restoration, maintenance, and preservation of the lighthouses 97
of fairport harbor. 98

       The registrar shall pay the contributions the registrar 99
receives pursuant to section 4503.524 of the Revised Code to the 100
Massillon tiger football booster club, which shall use the 101
contributions only to promote and support the football team of 102
Washington high school of the Massillon city school district.103

       The registrar shall pay the contributions the registrar 104
receives pursuant to section 4503.525 of the Revised Code to the 105
United States power squadron districts seven, eleven, twenty-four, 106
and twenty-nine in equal amounts. Each power squadron district 107
shall use the money it receives under this section to pay for the 108
educational boating programs each district holds or sponsors 109
within this state.110

       The registrar shall pay the contributions the registrar 111
receives pursuant to section 4503.526 of the Revised Code to the 112
Ohio district Kiwanis foundation of the Ohio district of Kiwanis 113
international, which shall use the money it receives under this 114
section to pay the costs of its educational and humanitarian 115
activities.116

       The registrar shall pay the contributions the registrar 117
receives pursuant to section 4503.531 of the Revised Code to the 118
thank you foundation, incorporated, a nonprofit corporation 119
organized under the laws of this state, to assist that 120
organization in paying for the charitable activities and programs 121
it sponsors in support of United States military personnel, 122
veterans, and their families.123

        The registrar shall pay the contributions the registrar 124
receives pursuant to section 4503.55 of the Revised Code to the 125
pro football hall of fame, which shall deposit the contributions 126
into a special bank account that it establishes and which shall be 127
separate and distinct from any other account the pro football hall 128
of fame maintains, to be used exclusively for the purpose of 129
promoting the pro football hall of fame as a travel destination. 130

        The registrar shall pay the contributions that are paid to 131
the registrar pursuant to section 4503.545 of the Revised Code to 132
the national rifle association foundation, which shall use the 133
money to pay the costs of the educational activities and programs 134
the foundation holds or sponsors in this state. 135

        The registrar shall pay to the Ohio pet fund the 136
contributions the registrar receives pursuant to section 4503.551 137
of the Revised Code and any other money from any other source, 138
including donations, gifts, and grants, that is designated by the 139
source to be paid to the Ohio pet fund. The Ohio pet fund shall 140
use the moneys it receives under this section to support programs 141
for the sterilization of dogs and cats and for educational 142
programs concerning the proper veterinary care of those animals, 143
and for expenses of the Ohio pet fund that are reasonably 144
necessary for it to obtain and maintain its tax-exempt status and 145
to perform its duties. 146

        The registrar shall pay the contributions the registrar 147
receives pursuant to section 4503.552 of the Revised Code to the 148
rock and roll hall of fame and museum, incorporated. 149

        The registrar shall pay the contributions the registrar 150
receives pursuant to section 4503.553 of the Revised Code to the 151
Ohio coalition for animals, incorporated, a nonprofit corporation. 152
Except as provided in division (B) of this section, the coalition 153
shall distribute the money to its members, and the members shall 154
use the money only to pay for educational, charitable, and other 155
programs of each coalition member that provide care for unwanted, 156
abused, and neglected horses. The Ohio coalition for animals may 157
use a portion of the money to pay for reasonable marketing costs 158
incurred in the design and promotion of the license plate and for 159
administrative costs incurred in the disbursement and management 160
of funds received under this section. 161

        The registrar shall pay the contributions the registrar 162
receives pursuant to section 4503.561 of the Revised Code to the 163
state of Ohio chapter of ducks unlimited, inc., which shall 164
deposit the contributions into a special bank account that it 165
establishes. The special bank account shall be separate and 166
distinct from any other account the state of Ohio chapter of ducks 167
unlimited, inc., maintains and shall be used exclusively for the 168
purpose of protecting, enhancing, restoring, and managing wetlands 169
and conserving wildlife habitat. The state of Ohio chapter of 170
ducks unlimited, inc., annually shall notify the registrar in 171
writing of the name, address, and account to which such payments 172
are to be made. 173

        The registrar shall pay the contributions the registrar 174
receives pursuant to section 4503.562 of the Revised Code to the 175
Mahoning river consortium, which shall use the money to pay the 176
expenses it incurs in restoring and maintaining the Mahoning river 177
watershed. 178

       The registrar shall pay the contributions the registrar 179
receives pursuant to section 4503.564 of the Revised Code to 180
Antioch college for the use of the Glen Helen ecology institute to 181
pay expenses related to the Glen Helen nature preserve.182

       The registrar shall pay the contributions the registrar 183
receives pursuant to section 4503.576 of the Revised Code to the 184
Ohio state beekeepers association, which shall use those 185
contributions to promote beekeeping, provide educational 186
information about beekeeping, and to support other state and local 187
beekeeping programs.188

        The registrar shall pay to a sports commission created 189
pursuant to section 4503.591 of the Revised Code each contribution 190
the registrar receives under that section that an applicant pays 191
to obtain license plates that bear the logo of a professional 192
sports team located in the county of that sports commission and 193
that is participating in the license plate program pursuant to 194
division (E) of that section, irrespective of the county of 195
residence of an applicant. 196

        The registrar shall pay to a community charity each 197
contribution the registrar receives under section 4503.591 of the 198
Revised Code that an applicant pays to obtain license plates that 199
bear the logo of a professional sports team that is participating 200
in the license plate program pursuant to division (G) of that 201
section. 202

        The registrar shall pay the contributions the registrar 203
receives pursuant to section 4503.67 of the Revised Code to the 204
Dan Beard council of the boy scouts of America. The council shall 205
distribute all contributions in an equitable manner throughout the 206
state to regional councils of the boy scouts. 207

        The registrar shall pay the contributions the registrar 208
receives pursuant to section 4503.68 of the Revised Code to the 209
great river council of the girl scouts of the United States of 210
America. The council shall distribute all contributions in an 211
equitable manner throughout the state to regional councils of the 212
girl scouts. 213

        The registrar shall pay the contributions the registrar 214
receives pursuant to section 4503.69 of the Revised Code to the 215
Dan Beard council of the boy scouts of America. The council shall 216
distribute all contributions in an equitable manner throughout the 217
state to regional councils of the boy scouts. 218

       The registrar shall pay the contributions the registrar 219
receives pursuant to section 4503.701 of the Revised Code to the 220
Prince Hall grand lodge of free and accepted masons of Ohio, which 221
shall use the contributions for scholarship purposes.222

        The registrar shall pay the contributions the registrar 223
receives pursuant to section 4503.71 of the Revised Code to the 224
fraternal order of police of Ohio, incorporated, which shall 225
deposit the fees into its general account to be used for purposes 226
of the fraternal order of police of Ohio, incorporated. 227

        The registrar shall pay the contributions the registrar 228
receives pursuant to section 4503.711 of the Revised Code to the 229
fraternal order of police of Ohio, incorporated, which shall 230
deposit the contributions into an account that it creates to be 231
used for the purpose of advancing and protecting the law 232
enforcement profession, promoting improved law enforcement 233
methods, and teaching respect for law and order. 234

       The registrar shall pay the contributions received pursuant 235
to section 4503.712 of the Revised Code to Ohio concerns of police 236
survivors, which shall use those contributions to provide whatever 237
assistance may be appropriate to the families of Ohio law 238
enforcement officers who are killed in the line of duty. 239

       The registrar shall pay the contributions received pursuant 240
to section 4503.713 of the Revised Code to the greater Cleveland 241
peace officers memorial society, which shall use those 242
contributions to honor law enforcement officers who have died in 243
the line of duty and support its charitable purposes.244

       The registrar shall pay the contributions the registrar 245
receives pursuant to section 4503.72 of the Revised Code to the 246
organization known on March 31, 2003, as the Ohio CASA/GAL 247
association, a private, nonprofit corporation organized under 248
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 249
shall use these contributions to pay the expenses it incurs in 250
administering a program to secure the proper representation in the 251
courts of this state of abused, neglected, and dependent children, 252
and for the training and supervision of persons participating in 253
that program. 254

        The registrar shall pay the contributions the registrar 255
receives pursuant to section 4503.73 of the Revised Code to Wright 256
B. Flyer, incorporated, which shall deposit the contributions into 257
its general account to be used for purposes of Wright B. Flyer, 258
incorporated. 259

       The registrar shall pay the contributions the registrar 260
receives pursuant to section 4503.732 of the Revised Code to the 261
Siegel & Shuster society, a nonprofit organization dedicated to 262
commemorating and celebrating the creation of Superman in 263
Cleveland, Ohio.264

       The registrar shall pay the contributions the registrar 265
receives pursuant to section 4503.74 of the Revised Code to the 266
Columbus zoological park association, which shall disburse the 267
moneys to Ohio's major metropolitan zoos, as defined in section 268
4503.74 of the Revised Code, in accordance with a written 269
agreement entered into by the major metropolitan zoos. 270

       The registrar shall pay the contributions the registrar 271
receives pursuant to section 4503.75 of the Revised Code to the 272
rotary foundation, located on March 31, 2003, in Evanston, 273
Illinois, to be placed in a fund known as the permanent fund and 274
used to endow educational and humanitarian programs of the rotary 275
foundation. 276

       The registrar shall pay the contributions the registrar 277
receives pursuant to section 4503.751 of the Revised Code to the 278
Ohio association of realtors, which shall deposit the 279
contributions into a property disaster relief fund maintained 280
under the Ohio realtors charitable and education foundation.281

        The registrar shall pay the contributions the registrar 282
receives pursuant to section 4503.85 of the Revised Code to the 283
Ohio sea grant college program to be used for Lake Erie area 284
research projects. 285

       The registrar shall pay the contributions the registrar 286
receives pursuant to section 4503.89 of the Revised Code to the 287
American red cross of greater Columbus on behalf of the Ohio 288
chapters of the American red cross, which shall use the 289
contributions for disaster readiness, preparedness, and response 290
programs on a statewide basis.291

       The registrar shall pay the contributions the registrar 292
receives pursuant to section 4503.90 of the Revised Code to the 293
nationwide children's hospital foundation.294

       The registrar shall pay the contributions received pursuant 295
to section 4503.92 of the Revised Code to support our troops, 296
incorporated, a national nonprofit corporation, which shall use 297
those contributions in accordance with its articles of 298
incorporation and for the benefit of servicemembers of the armed 299
forces of the United States and their families when they are in 300
financial need. 301

       The registrar shall pay the contributions the registrar 302
receives pursuant to section 4503.94 of the Revised Code to the 303
Michelle's leading star foundation, which shall use the money 304
solely to fund the rental, lease, or purchase of the simulated 305
driving curriculum of the Michelle's leading star foundation by 306
boards of education of city, exempted village, local, and joint 307
vocational school districts.308

       (C) All investment earnings of the license plate contribution 309
fund shall be credited to the fund. Not later than the first day 310
of May of every year, the registrar shall distribute to each 311
entity described in division (B) of this section the investment 312
income the fund earned the previous calendar year. The amount of 313
such a distribution paid to an entity shall be proportionate to 314
the amount of money the entity received from the fund during the 315
previous calendar year.316

       Sec. 4503.576. (A) The owner or lessee of any passenger car, 317
noncommercial motor vehicle, recreational vehicle, or other 318
vehicle of a class approved by the registrar of motor vehicles may 319
apply to the registrar for the registration of the vehicle and 320
issuance of Ohio state beekeepers association license plates. An 321
application made under this section may be combined with a request 322
for a special reserved license plate under section 4503.40 or 323
4503.42 of the Revised Code. Upon receipt of the completed 324
application and compliance by the applicant with divisions (B) and 325
(C) of this section, the registrar shall issue to the applicant 326
the appropriate vehicle registration and a set of Ohio state 327
beekeepers association license plates and a validation sticker, or 328
a validation sticker alone when required by section 4503.191 of 329
the Revised Code.330

       In addition to the letters and numbers ordinarily inscribed 331
on the license plates, Ohio state beekeepers association license 332
plates shall be inscribed with identifying words or markings that 333
promote the Ohio state beekeepers association and are approved by 334
the registrar. Ohio state beekeepers association license plates 335
shall display county identification stickers that identify the 336
county of registration by name or number.337

       (B) The Ohio state beekeepers association license plates and 338
a validation sticker, or validation sticker alone, shall be issued 339
upon receipt of a contribution as provided in division (C) of this 340
section and upon payment of the regular license tax as prescribed 341
under section 4503.04 of the Revised Code, any applicable motor 342
vehicle license tax levied under Chapter 4504. of the Revised 343
Code, any applicable additional fee prescribed by section 4503.40 344
or 4503.42 of the Revised Code, a fee of ten dollars for the 345
purpose of compensating the bureau of motor vehicles for 346
additional services required in the issuing of Ohio state 347
beekeepers association license plates, and compliance with all 348
other applicable laws relating to the registration of motor 349
vehicles.350

       (C) For each application for registration and registration 351
renewal notice the registrar receives under this section, the 352
registrar shall collect a contribution of fifteen dollars. The 353
registrar shall transmit this contribution to the treasurer of 354
state for deposit in the license plate contribution fund created 355
in section 4501.21 of the Revised Code.356

       The registrar shall transmit the additional fee of ten 357
dollars paid to compensate the bureau for the additional services 358
required in the issuing of Ohio state beekeepers association 359
license plates to the treasurer of state for deposit into the 360
state treasury to the credit of the state bureau of motor vehicles 361
fund created by section 4501.25 of the Revised Code.362

       Section 2. That existing section 4501.21 of the Revised Code 363
is hereby repealed.364
