A BILL
To require the Ohio Development Services Agency to 1
develop the Lakefront Ohio Economic Development 2
and Tourism Plan for counties bordering Lake Erie, 3
to require regional institutions of higher 4
education to jointly develop a proposal for the 5
use of specified types of land in the region, and 6
to make an appropriation.7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  (A) Not later than sixteen months after the 8
effective date of this section, the Ohio Development Services 9
Agency shall develop the Lakefront Ohio Economic Development and 10
Tourism Plan to increase commerce and tourism in Ohio counties 11
with land bordering Lake Erie. The plan shall include 12
recommendations for the use of the following types of land in the 13
region:14

       (1) Vacant land;15

       (2) Land currently available for commercial use;16

       (3) Land currently in use that has the potential to attract 17
increased commerce and tourism to the region.18

       The plan may incorporate the proposal jointly completed by 19
regional institutions of higher education pursuant to division (B) 20
of this section. The plan shall not include proposals for the 21
industrial use of land in the region.22

       (B) Regional institutions of higher education shall jointly 23
do both of the following:24

       (1) Review the types of land in the region listed in division 25
(A) of this section;26

       (2) Develop a proposal for the use of such land under the 27
plan. The proposal shall identify land that may be developed to 28
increase commerce and tourism and shall include a plan for the 29
economic development of such land, including recommendations for 30
funding.31

       Not later than twelve months after the effective date of this 32
section, the regional institutions of higher education shall 33
jointly submit the proposal developed pursuant to this division to 34
the Ohio Development Services Agency.35

       (C) Upon the submission of the institutions' proposal 36
pursuant to division (B) of this section, the Ohio Development 37
Services Agency shall develop the Lakefront Ohio Economic 38
Development and Tourism Plan. Upon the completion of the plan, the 39
agency shall then submit the plan to the Office of TourismOhio, 40
JobsOhio, and the mayor and county commissioner, or the 41
equivalent, of each Ohio county with land bordering Lake Erie.42

       (D) As used in this section, "regional institutions of higher 43
education" are institutions of higher education with main or 44
branch campuses located in an Ohio county that borders Lake Erie, 45
including all of the following:46

       (1) Bowling Green State University branch campus at the 47
Firelands;48

       (2) Case Western Reserve University;49

       (3) Cleveland State University;50

       (4) Cuyahoga Community College;51

       (5) Lakeland Community College;52

       (6) Lorain County Community College;53

       (7) University of Toledo;54

       (8) Youngstown State University.55

       Section 2.  All items in this section are hereby appropriated 56
as designated out of any moneys in the state treasury to the 57
credit of the designated fund. For all appropriations made in this 58
act, those in the first column are for fiscal year 2014 and those 59
in the second column are for fiscal year 2015. The appropriations 60
made in this act are in addition to any other appropriations made 61
for the FY 2014-FY 2015 biennium.62

       LAKEFRONT OHIO PLAN68

       The foregoing appropriation item 195XXX, Lakefront Ohio Plan, 69
shall be used to develop the economic development and tourism plan 70
described in Section 1 of this act. Of the foregoing 71
appropriation, $375,000 shall be distributed to each of the 72
following institutions of higher education: Bowling Green State 73
University-Firelands, Case Western Reserve University, Cleveland 74
State University, Cuyahoga Community College, Lakeland Community 75
College, Lorain County Community College, University of Toledo, 76
and Youngstown State University.77

       Section 3.  Within the limits set forth in this act, the 78
Director of Budget and Management shall establish accounts 79
indicating the source and amount of funds for each appropriation 80
made in this act, and shall determine the form and manner in which 81
appropriation accounts shall be maintained. Expenditures from 82
appropriations contained in this act shall be accounted for as 83
though made in Am. Sub. H.B. 59 of the 130th General Assembly.84

       The appropriations made in this act are subject to all 85
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that 86
are generally applicable to such appropriations.87
