| To establish a committee to study the effectiveness | 1 |
| of community schools and community school | 2 |
| regulations. | 3 |
| Section 1. (A) There is hereby created a committee that | 4 |
| shall study the effectiveness of community schools and community | 5 |
| school regulations. | 6 |
| (B)(1) The committee shall consist of the following members: | 7 |
| (a) The Superintendent of Public Instruction or the | 8 |
| Superintendent's designee; | 9 |
| (b) A superintendent of a rural school district, appointed by | 10 |
| the Governor in accordance with division (B)(2) of this section; | 11 |
| (c) A superintendent of an urban school district, appointed | 12 |
| by the Governor in accordance with division (B)(2) of this | 13 |
| section; | 14 |
| (d) A treasurer who is employed in a rural school district, | 15 |
| appointed by the Governor in accordance with division (B)(2) of | 16 |
| this section; | 17 |
| (e) A treasurer who is employed in an urban school district, | 18 |
| appointed by the Governor in accordance with division (B)(2) of | 19 |
| this section; | 20 |
| (f) Three teachers who are employed in school districts, | 21 |
| appointed by the Superintendent in accordance with division (B)(3) | 22 |
| of this section; | 23 |
| (g) Two community school sponsors, as that term is defined in | 24 |
| section 3314.02 of the Revised Code, appointed by the President of | 25 |
| the Senate and the Speaker of the House of Representatives; | 26 |
| (h) Two community school operators, as that term is defined | 27 |
| in section 3314.02 of the Revised Code, appointed by the President | 28 |
| of the Senate and the Speaker of the House of Representatives; | 29 |
| (i) A community school fiscal officer designated under | 30 |
| section 3314.011 of the Revised Code, appointed by the Governor; | 31 |
| (j) A representative of the Thomas B. Fordham Foundation, | 32 |
| appointed by the Governor; | 33 |
| (k) A teacher who is employed by a community school, | 34 |
| appointed by the Superintendent; | 35 |
| (l) The chairpersons and ranking minority members of the | 36 |
| Education Committees of the Senate and House of Representatives. | 37 |
| (2) The President of the Senate and the Speaker of the House | 38 |
| of Representatives shall provide the Governor with lists of | 39 |
| individuals that they recommend for appointment to the committee | 40 |
| under each of divisions (B)(1)(b), (c), (d), and (e) of this | 41 |
| section. The Governor shall appoint individuals under each of | 42 |
| those divisions from the list of individuals recommended by the | 43 |
| President and the Speaker for appointment under that division. | 44 |
| (3) The Ohio Education Association and the Ohio Federation of | 45 |
| Teachers shall provide the Superintendent with a list of | 46 |
| recommendations of individuals to appoint to the committee under | 47 |
| division (B)(1)(f) of this section. The Governor shall appoint | 48 |
| individuals under that division from the list of individuals | 49 |
| recommended by the Ohio Education Association and the Ohio | 50 |
| Federation of Teachers for appointment under that division. | 51 |
| (C) The committee shall issue its findings in a report to the | 52 |
| General Assembly, in accordance with section 101.68 of the Revised | 53 |
| Code, and the Governor not later than one year after the effective | 54 |
| date of this section. | 55 |
