| To enact section 3314.088 of the Revised Code to | 1 |
| prohibit community schools from using state funds | 2 |
| to hire a lobbyist or for public relations | 3 |
| services. | 4 |
| Section 1. That section 3314.088 of the Revised Code be | 5 |
| enacted to read as follows: | 6 |
| Sec. 3314.088. (A) As used in this section, "lobby" or | 7 |
| "lobbying" means to promote, oppose, or otherwise influence the | 8 |
| outcome of federal, state, or local decisions, policies, or | 9 |
| legislation by direct communication, including presenting | 10 |
| testimony at a hearing, with any person who is an elected | 11 |
| executive or legislative official, the director of a federal, | 12 |
| state, or local executive or administrative department, or any | 13 |
| member of the staff of such an official or department. | 14 |
| "Lobbying" does not include either of the following: | 15 |
| (1) The action of any person having a direct interest in | 16 |
| executive agency decisions who, under Section 3 of Article I, Ohio | 17 |
| Constitution, assembles together with other persons to consult for | 18 |
| their common good or petitions such a person for the redress of | 19 |
| grievances; | 20 |
| (2) Contacts made for the sole purpose of gathering | 21 |
| information contained in a public record. | 22 |
| (B) No community school governing authority, sponsor, or | 23 |
| operator shall use state moneys paid to the community school under | 24 |
| section 3314.08 of the Revised Code to hire an independent agent | 25 |
| to lobby on behalf of the school governing authority, or operator, | 26 |
| or to perform public relations services for that school. | 27 |
| Nothing in this section shall be construed to prohibit a | 28 |
| member of a community school governing authority or any employee | 29 |
| of the community school or operator from lobbying for that school. | 30 |
