To amend sections 101.27, 141.011, 141.04, 325.03, 1
325.04, 325.06, 325.08, 325.09, 325.10, 325.11, 2
325.14, 325.15, 325.18, 505.24, 507.09, and 3
3501.12 of the Revised Code and to amend Section 4
307.10 of Am. Sub. H.B. 59 of the 130th General 5
Assembly to reinstate the cost of living 6
adjustment for members of the General Assembly and 7
statewide elected executive officers; to increase 8
the compensation of justices and judges of the 9
courts, county elected officials, township 10
trustees and fiscal officers, and board of 11
elections members and to reinstate the annual cost 12
of living adjustment to their compensation; to 13
reduce the number of population classifications 14
used to determine the compensation of county 15
elected officials; to make an appropriation; and 16
to declare an emergency.17


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That sections 101.27, 141.011, 141.04, 325.03, 18
325.04, 325.06, 325.08, 325.09, 325.10, 325.11, 325.14, 325.15, 19
325.18, 505.24, 507.09, and 3501.12 of the Revised Code be amended 20
to read as follows:21

       Sec. 101.27.  (A)(1) Every member of the senate, except the 22
members elected president, president pro tempore, assistant 23
president pro temporemajority floor leader, majority whip, 24
minority leader, assistant minority leader, minority whip, and 25
assistant minority whip, shall receive as compensation a salary of 26
fifty-onesixty thousand sixfive hundred seventy-four27
eighty-three dollars and seventy cents a year during the senator's 28
term of office. Every member of the house of representatives, 29
except the members elected speaker, speaker pro tempore, majority 30
floor leader, assistant majority floor leader, majority whip, 31
assistant majority whip, minority leader, assistant minority 32
leader, minority whip, and assistant minority whip, shall receive 33
as compensation a salary of fifty-onesixty thousand sixfive34
hundred seventy-foureighty-three dollars and seventy cents a 35
year during the representative's term of office. Such salaries 36
shall be paid in equal monthly installments during such term. All 37
monthly payments shall be made on or before the fifth day of each 38
month. Upon the death of any member of the general assembly during 39
the member's term of office, any unpaid salary due such member for 40
the remainder of the member's term shall be paid to the member's 41
surviving spouse, children, mother, or father, in the order in 42
which the relationship is set forth in this section in monthly 43
installments.44

       (2) Each member shall receive a travel reimbursement per mile 45
each way, at the same mileage rate allowed for the reimbursement 46
of travel expenses of state agents as provided by rule of the 47
director of budget and management pursuant to division (B) of 48
section 126.31 of the Revised Code, for mileage not more than once 49
a week during the session for travel incurred by a member from and 50
to the member's place of residence, by the most direct highway 51
route of public travel to and from the seat of government, to be 52
paid quarterly on the last day of March, June, September, and 53
December of each year.54

       (3) The member of the senate elected president and the member 55
of the house of representatives elected speaker shall each receive 56
as compensation a salary of eightyninety-four thousand fivefour57
hundred forty-ninethirty-seven dollars and thirty-six cents a 58
year during the president's or speaker's term of office.59

       The member of the senate elected president pro tempore, the 60
member of the senate elected minority leader, the member of the 61
house of representatives elected speaker pro tempore, and the 62
member of the house of representatives elected minority leader 63
shall each receive as compensation a salary of seventy-three64
eighty-six thousand fourone hundred ninety-threesixty-four65
dollars and seventy-six cents a year during the member's term of 66
office. The member of the house of representatives elected 67
majority floor leader and the member of the senate elected68
assistant president pro temporemajority floor leader shall each 69
receive as compensation a salary of sixty-nineeighty-one thousand 70
twoone hundred twenty-sevensixty-three dollars and twenty-one 71
cents a year during the member's term of office. The member of the 72
senate elected assistant minority leader and the member of the 73
house of representatives elected assistant minority leader shall 74
each receive as compensation a salary of sixty-sevenseventy-eight75
thousand ninety-ninesix hundred sixty-eight dollars and thirty 76
cents a year during the member's term of office. The member of the 77
senate elected majority whip and the member of the house of 78
representatives elected assistant majority floor leader shall each 79
receive a salary of sixty-fourseventy-six thousand nineone80
hundred sixty-sevensixty-eight dollars and sixty-nine cents a 81
year during the member's term of office. The member of the senate 82
elected minority whip, the member of the house of representatives 83
elected majority whip, and the member of the house of 84
representatives elected minority whip shall each receive as 85
compensation a salary of sixtyseventy-one thousand sevenone86
hundred sixseventy-three dollars a year during the member's term 87
of office. The member of the house of representatives elected 88
assistant majority whip shall receive as compensation a salary of 89
fifty-sixsixty-six thousand fourone hundred forty-three90
seventy-four dollars and ninety-seven cents a year during the 91
member's term of office. The member of the house of 92
representatives elected assistant minority whip and the member of 93
the senate elected assistant minority whip shall each receive a 94
salary of fifty-foursixty-three thousand sixtythree hundred 95
eighty-one dollars and nine cents a year during the member's term 96
of office.97

       (4) The chairperson of the finance committee of each house 98
shall receive an additional sum of ten thousand dollars annually. 99
The chairperson of each standing committee of each house other 100
than the finance committee shall receive an additional sum of six 101
thousand five hundred dollars annually. The chairperson of each 102
standing subcommittee of a finance committee shall receive an 103
additional sum of six thousand five hundred dollars annually. The 104
vice-chairperson of the finance committee of each house shall 105
receive an additional sum of five thousand five hundred dollars 106
annually. The ranking minority member of the finance committee of 107
each house shall receive an additional sum of six thousand five 108
hundred dollars annually. The ranking minority member of each 109
standing subcommittee of a finance committee shall receive an 110
additional sum of five thousand dollars annually. The chairperson 111
of each standing subcommittee of each house other than a standing 112
subcommittee of the finance committee shall receive an additional 113
sum of five thousand dollars annually. The vice-chairperson and 114
ranking minority member of each standing committee of each house 115
other than the finance committee shall each receive an additional 116
sum of five thousand dollars annually. Except for the ranking 117
minority member of each standing subcommittee of a finance 118
committee, the ranking minority member of each standing 119
subcommittee of each house shall receive an additional sum of two 120
thousand five hundred dollars annually.121

       No member may receive more than one additional sum for 122
serving as chairperson, vice-chairperson, or ranking minority 123
member of a standing committee or standing subcommittee, 124
regardless of the number of standing committees or standing 125
subcommittees on which the member serves as chairperson, 126
vice-chairperson, or ranking minority member.127

       (5) If a member is absent without leave, or is not excused on 128
the member's return, there shall be deducted from the member's 129
compensation twenty dollars for each day's absence.130

       (B) EachIn calendar year from 2002 through 20082015 and in 131
each calendar year thereafter, the salary amounts under divisions 132
(A)(1) and (3) of this section in the immediately preceding 133
calendar year shall be increased by the lesser of the following:134

       (1) Three per cent;135

       (2) The percentage increase, if any, in the consumer price 136
index over the twelve-month period that ends on the thirtieth day 137
of September of the immediately preceding year, rounded to the 138
nearest one-tenth of one per cent.139

       (C) As used in this section:140

       (1) "Consumer price index" means the consumer price index 141
prepared by the United States bureau of labor statistics (U.S. 142
city average for urban wage earners and clerical workers: all 143
items, 1982-1984=100), or, if that index is no longer published, a 144
generally available comparable index.145

       (2) "Finance committee" means the finance committee of the 146
senate and the finance-and appropriations committee of the house 147
of representatives.148

       Sec. 141.011. Beginning in calendar year 2001, theThe149
annual salaries of the elective officers of the state shall be as 150
follows rather than as prescribed by divisions (A) to (F) of 151
section 141.01 of the Revised Code:152

       (A)(1) In calendar year 2001 the annual salary of the 153
governor shall be one hundred twenty-six thousand four hundred 154
ninety-seven dollars.155

       (2) In calendar years 2002 through 2006, the annual salary of 156
the governor shall be one hundred thirty thousand two hundred 157
ninety-two dollars.158

       (3)(2) In calendar year 2007, the annual salary of the 159
governor shall be the annual salary in 2006 increased by each of 160
the following percentages in succession:161

       (a) The lesser of three per cent or the percentage increase, 162
if any, in the consumer price index from October 1, 2001, to 163
September 30, 2002, rounded to the nearest one-tenth of one per 164
cent;165

       (b) The lesser of three per cent or the percentage increase, 166
if any, in the consumer price index from October 1, 2002, to 167
September 30, 2003, rounded to the nearest one-tenth of one per 168
cent;169

       (c) The lesser of three per cent or the percentage increase, 170
if any, in the consumer price index from October 1, 2003, to 171
September 30, 2004, rounded to the nearest one-tenth of one per 172
cent;173

       (d) The lesser of three per cent or the percentage increase, 174
if any, in the consumer price index from October 1, 2004, to 175
September 30, 2005, rounded to the nearest one-tenth of one per 176
cent;177

       (e) The lesser of three per cent or the percentage increase, 178
if any, in the consumer price index from October 1, 2005, to 179
September 30, 2006, rounded to the nearest one-tenth of one per 180
cent.181

       (4) In(3) Each calendar year from 2008 and thereafter182
through 2014, the annual salary of the governor shall be the 183
annual salary in 2007 increased by the lesser of the following:184

       (a) Three per cent;185

       (b) The percentage increase, if any, in the consumer price 186
index from October 1, 2006, to September 30, 2007, rounded to the 187
nearest one-tenth of one per cent.188

       (4) In calendar year 2015 and in each calendar year 189
thereafter, the annual salary of the governor shall be the annual 190
salary in the immediately preceding calendar year, increased by 191
the lesser of the following:192

       (a) Three per cent;193

       (b) The percentage increase, if any, in the consumer price 194
index over the twelve-month period that ends on the thirtieth day 195
of September of the immediately preceding year, rounded to the 196
nearest one-tenth of one per cent.197

       (B)(1) In calendar year 2001 the annual salary of the 198
lieutenant governor shall be sixty-six thousand three hundred six 199
dollars.200

       (2) In calendar years 2002 through 2006, the annual salary of 201
the lieutenant governor shall be sixty-eight thousand two hundred 202
ninety-five dollars.203

       (3)(2) In calendar year 2007, the annual salary of the 204
lieutenant governor shall be the annual salary in 2006 increased 205
by each of the following percentages in succession:206

       (a) The lesser of three per cent or the percentage increase, 207
if any, in the consumer price index from October 1, 2001, to 208
September 30, 2002, rounded to the nearest one-tenth of one per 209
cent;210

       (b) The lesser of three per cent or the percentage increase, 211
if any, in the consumer price index from October 1, 2002, to 212
September 30, 2003, rounded to the nearest one-tenth of one per 213
cent;214

       (c) The lesser of three per cent or the percentage increase, 215
if any, in the consumer price index from October 1, 2003, to 216
September 30, 2004, rounded to the nearest one-tenth of one per 217
cent;218

       (d) The lesser of three per cent or the percentage increase, 219
if any, in the consumer price index from October 1, 2004, to 220
September 30, 2005, rounded to the nearest one-tenth of one per 221
cent;222

       (e) The lesser of three per cent or the percentage increase, 223
if any, in the consumer price index from October 1, 2005, to 224
September 30, 2006, rounded to the nearest one-tenth of one per 225
cent.226

       (4) In(3) Each calendar year from 2008 and thereafter227
through 2014, the annual salary of the lieutenant governor shall 228
be the annual salary in 2007 increased by the lesser of the 229
following:230

       (a) Three per cent;231

       (b) The percentage increase, if any, in the consumer price 232
index from October 1, 2006 to September 30, 2007, rounded to the 233
nearest one-tenth of one per cent.234

       (4) In calendar year 2015 and in each calendar year 235
thereafter, the annual salary of the lieutenant governor shall be 236
the annual salary in the immediately preceding calendar year, 237
increased by the lesser of the following:238

       (a) Three per cent;239

       (b) The percentage increase, if any, in the consumer price 240
index over the twelve-month period that ends on the thirtieth day 241
of September of the immediately preceding year, rounded to the 242
nearest one-tenth of one per cent.243

       If the governor appoints the lieutenant governor as an 244
administrative department head, the lieutenant governor may accept 245
the salary for that office while serving as its head in lieu of 246
the salary for the office of lieutenant governor.247

       (C)(1) In calendar year 2001 the annual salary of the 248
secretary of state, auditor of state, treasurer of state, and 249
attorney general shall be ninety-three thousand four hundred 250
forty-seven dollars.251

       (2) In calendar year 2002 theThe annual salary of the 252
secretary of state, auditor of state, treasurer of state, and 253
attorney general shall be ninety-sixone hundred nine thousand two254
nine hundred fiftyeighty-five dollars and ninety-two cents.255

       (3) In each(2) In calendar year from 2003 through 20082015 256
and in each calendar year thereafter, the annual salary of the 257
secretary of state, auditor of state, treasurer of state, and 258
attorney general shall be the annual salary in the immediately 259
preceding calendar year, increased by the lesser of the following:260

       (a) Three per cent;261

       (b) The percentage increase, if any, in the consumer price 262
index over the twelve-month period that ends on the thirtieth day 263
of September of the immediately preceding year, rounded to the 264
nearest one-tenth of one per cent.265

       (D) Upon the death of an elected executive officer of the 266
state listed in divisions (A) to (F) of section 141.01 of the 267
Revised Code during that person's term of office, an amount shall 268
be paid in accordance with section 2113.04 of the Revised Code, or 269
to that person's estate. The amount shall equal the amount of the 270
salary that the officer would have received during the remainder 271
of the officer's unexpired term or an amount equal to the salary 272
of that person's office for two years, whichever is less.273

       (E) As used in this section, "consumer price index" has the 274
same meaning as in section 101.27 of the Revised Code.275

       Sec. 141.04.  (A) The annual salaries of the chief justice of 276
the supreme court and of the justices and judges named in this 277
section payable from the state treasury are as follows, rounded to 278
the nearest fifty dollars:279

       (1) For the chief justice of the supreme court, the following 280
amounts effective in the following years:281

       (a) Beginning January 1, 20002014, one hundred twenty-four282
fifty thousand nineeight hundred fifty dollars;283

       (b) Beginning January 1, 2001, one hundred twenty-eight 284
thousand six hundred fifty dollarsof 2015, 2016, 2017, and 2018, 285
the amount of the annual salary in the immediately preceding 286
calendar year, increased by five per cent and then increased by 287
the amount determined under division (E)(1) of this section;288

       (c) After 2001Beginning January 1, 2019, and the first day 289
of January of each year thereafter, the amount determined under 290
division (E)(1) of this section.291

       (2) For the justices of the supreme court, the following 292
amounts effective in the following years:293

       (a) Beginning January 1, 20002014, one hundred seventeen294
forty-one thousand twosix hundred fifty dollars;295

       (b) Beginning January 1, 2001, one hundred twenty thousand 296
seven hundred fifty dollarsof 2015, 2016, 2017, and 2018, the 297
amount of the annual salary in the immediately preceding calendar 298
year, increased by five per cent and then increased by the amount 299
determined under division (E)(1) of this section;300

       (c) After 2001Beginning January 1, 2019, and the first day 301
of January of each year thereafter, the amount determined under 302
division (E)(1) of this section.303

       (3) For the judges of the courts of appeals, the following 304
amounts effective in the following years:305

       (a) Beginning January 1, 20002014, one hundred nine306
thirty-two thousand two hundred fifty dollars;307

       (b) Beginning January 1, 2001, one hundred twelve thousand 308
five hundred fifty dollarsof 2015, 2016, 2017, and 2018, the 309
amount of the annual salary in the immediately preceding calendar 310
year, increased by five per cent and then increased by the amount 311
determined under division (E)(1) of this section;312

       (c) After 2001Beginning January 1, 2019, and the first day 313
of January of each year thereafter, the amount determined under 314
division (E)(1) of this section.315

       (4) For the judges of the courts of common pleas, the 316
following amounts effective in the following years:317

       (a) Beginning January 1, 20002014, one hundred twenty-one318
thousand fivethree hundred fifty dollars, reduced by an amount 319
equal to the annual compensation paid to that judge from the 320
county treasury pursuant to section 141.05 of the Revised Code;321

       (b) Beginning January 1, 2001, one hundred three thousand 322
five hundred dollarsof 2015, 2016, 2017, and 2018, the amount of 323
the annual salary in the immediately preceding calendar year, 324
increased by five per cent and then increased by the amount 325
determined under division (E)(2) of this section, reduced by an 326
amount equal to the annual compensation paid to that judge from 327
the county treasury pursuant to section 141.05 of the Revised 328
Code;329

       (c) After 2001Beginning January 1, 2019, and the first day 330
of January of each year thereafter, the aggregate annual salary 331
amount determined under division (E)(2) of this section, reduced 332
by an amount equal to the annual compensation paid to that judge 333
from the county treasury pursuant to section 141.05 of the Revised 334
Code.335

       (5) For the full-time judges of a municipal court or the 336
part-time judges of a municipal court of a territory having a 337
population of more than fifty thousand, the following amounts 338
effective in the following years, which amounts shall be in 339
addition to all amounts received pursuant to divisions (B)(1)(a) 340
and (2) of section 1901.11 of the Revised Code from municipal 341
corporations and counties:342

       (a) Beginning January 1, 20002014, thirty-twoone hundred 343
fourteen thousand sixone hundred fifty dollars, reduced by an 344
amount equal to the annual compensation paid to that judge 345
pursuant to divisions (B)(1)(a) and (2) of section 1901.11 of the 346
Revised Code from municipal corporations and counties;347

       (b) Beginning January 1, 2001, thirty-five thousand five 348
hundred dollars;of 2015, 2016, 2017, and 2018, the aggregate 349
amount of the annual salary paid in the immediately preceding 350
calendar year pursuant to division (A)(5) of this section and 351
divisions (B)(1)(a) and (2) of section 1901.11 of the Revised 352
Code, increased by five per cent. The resulting product shall be 353
increased by the amount determined under division (E)(3) of this 354
section, and then shall be reduced by an amount equal to the 355
annual compensation paid to that judge pursuant to divisions 356
(B)(1)(a) and (2) of section 1901.11 of the Revised Code.357

       (c) After 2001Beginning January 1, 2019, and the first day 358
of January of each year thereafter, the amount determined under 359
division (E)(3) of this section, reduced by an amount equal to the 360
annual compensation paid to that judge pursuant to divisions 361
(B)(1)(a) and (2) of section 1901.11 of the Revised Code.362

       (6) For judges of a municipal court designated as part-time 363
judges by section 1901.08 of the Revised Code, other than 364
part-time judges to whom division (A)(5) of this section applies, 365
and for judges of a county court, the following amounts effective 366
in the following years, which amounts shall be in addition to any 367
amounts received pursuant to division (A) of section 1901.11 of 368
the Revised Code from municipal corporations and counties or 369
pursuant to division (A) of section 1907.16 of the Revised Code 370
from counties:371

       (a) Beginning January 1, 20002014, eighteensixty-five372
thousand eightsix hundred fifty dollars, reduced by an amount 373
equal to the annual compensation paid to that judge pursuant to 374
division (A) of section 1901.11 of the Revised Code from municipal 375
corporations and counties or pursuant to division (A) of section 376
1907.16 of the Revised Code from counties;377

       (b) Beginning January 1, 2001, twenty thousand four hundred 378
fifty dollars;of 2015, 2016, 2017, and 2018, the aggregate amount 379
of the annual salary paid in the immediately preceding calendar 380
year pursuant to division (A)(6) of this section and division (A) 381
of section 1901.11 of the Revised Code or division (A) of section 382
1907.16 of the Revised Code, increased by five per cent. The 383
resulting product shall be increased by the amount determined 384
under division (E)(4) of this section, and then shall be reduced 385
by an amount equal to the annual compensation paid to that judge 386
pursuant to division (A) of section 1901.11 of the Revised Code or 387
division (A) of section 1907.16 of the Revised Code.388

       (c) After 2001Beginning January 1, 2019, and the first day 389
of January of each year thereafter, the amount determined under 390
division (E)(4) of this section, reduced by an amount equal to the 391
annual compensation paid to that judge pursuant to division (A) of 392
section 1901.11 of the Revised Code or pursuant to division (A) of 393
section 1907.16 of the Revised Code.394

       (B) Except as provided in sections 1901.122 and 1901.123 of 395
the Revised Code, except as otherwise provided in this division, 396
and except for the compensation to which the judges described in 397
division (A)(5) of this section are entitled pursuant to divisions 398
(B)(1)(a) and (2) of section 1901.11 of the Revised Code, the 399
annual salary of the chief justice of the supreme court and of 400
each justice or judge listed in division (A) of this section shall 401
be paid in equal monthly installments from the state treasury. If 402
the chief justice of the supreme court or any justice or judge 403
listed in division (A)(2), (3), or (4) of this section delivers a 404
written request to be paid biweekly to the administrative director 405
of the supreme court prior to the first day of January of any 406
year, the annual salary of the chief justice or the justice or 407
judge that is listed in division (A)(2), (3), or (4) of this 408
section shall be paid, during the year immediately following the 409
year in which the request is delivered to the administrative 410
director of the supreme court, biweekly from the state treasury.411

       (C) Upon the death of the chief justice or a justice of the 412
supreme court during that person's term of office, an amount shall 413
be paid in accordance with section 2113.04 of the Revised Code, or 414
to that person's estate. The amount shall equal the amount of the 415
salary that the chief justice or justice would have received 416
during the remainder of the unexpired term or an amount equal to 417
the salary of office for two years, whichever is less.418

       (D) Neither the chief justice of the supreme court nor any 419
justice or judge of the supreme court, the court of appeals, the 420
court of common pleas, or the probate court shall hold any other 421
office of trust or profit under the authority of this state or the 422
United States.423

       (E)(1) EachIn calendar year from 2002 through 20082015 and 424
in each calendar year thereafter, the annual salaries of the chief 425
justice of the supreme court and of the justices and judges named 426
in divisions (A)(2) and (3) of this section shall be increased by 427
an amount equal to the adjustment percentage for that year 428
multiplied by the compensation paid the preceding year pursuant to 429
division (A)(1), (2), or (3) of this section.430

       (2) EachIn calendar year from 2002 through 20082015 and in 431
each calendar year thereafter, the aggregate annual salary payable 432
under division (A)(4) of this section to the judges named in that 433
division shall be increased by an amount equal to the adjustment 434
percentage for that year multiplied by the aggregate compensation 435
paid the preceding year pursuant to division (A)(4) of this 436
section and section 141.05 of the Revised Code.437

       (3) EachIn calendar year from 2002 through 20082015 and in 438
each calendar year thereafter, the salary payable from the state 439
treasury under division (A)(5) of this section to the judges named 440
in that division shall be increased by an amount equal to the 441
adjustment percentage for that year multiplied by the aggregate 442
compensation paid the preceding year pursuant to division (A)(5) 443
of this section and division (B)(1)(a) of section 1901.11 of the 444
Revised Code.445

       (4) EachIn calendar year from 2002 through 20082015 and in 446
each calendar year thereafter, the salary payable from the state 447
treasury under division (A)(6) of this section to the judges named 448
in that division shall be increased by an amount equal to the 449
adjustment percentage for that year multiplied by the aggregate 450
compensation paid the preceding year pursuant to division (A)(6) 451
of this section and division (A) of section 1901.11 of the Revised 452
Code from municipal corporations and counties or division (A) of 453
section 1907.16 of the Revised Code from counties.454

       (F) In addition to the salaries payable pursuant to this 455
section, the chief justice of the supreme court and the justices 456
of the supreme court shall be entitled to a vehicle allowance of 457
five hundred dollars per month, payable from the state treasury. 458
The allowance shall be increased on the first day of January of 459
each odd-numbered year by an amount equal to the percentage 460
increase, if any, in the consumer price index for the immediately 461
preceding twenty-four month period for which information is 462
available.463

       (G) On or before the first day of December of each year, the 464
Ohio supreme court, through its chief administrator, shall notify 465
the administrative judge of the Montgomery county municipal court, 466
the board of county commissioners of Montgomery county, and the 467
treasurer of the state of the yearly salary cost of five part-time 468
county court judges as of that date. If the total yearly salary 469
costs of all of the judges of the Montgomery county municipal 470
court as of the first day of December of that same year exceeds 471
that amount, the administrative judge of the Montgomery county 472
municipal court shall cause payment of the excess between those 473
two amounts less any reduced amount paid for the health care costs 474
of the Montgomery county municipal court judges in comparison to 475
the health care costs of five part-time county court judges from 476
the general special projects fund or the fund for a specific 477
special project created pursuant to section 1901.26 of the Revised 478
Code to the treasurer of Montgomery county and to the treasurer of 479
the state in amounts proportional to the percentage of the 480
salaries of the municipal court judges paid by the county and by 481
the state.482

       (H) As used in this section:483

       (1) The "adjustment percentage" for a year is the lesser of 484
the following:485

       (a) Three per cent;486

       (b) The percentage increase, if any, in the consumer price 487
index over the twelve-month period that ends on the thirtieth day 488
of September of the immediately preceding year, rounded to the 489
nearest one-tenth of one per cent.490

       (2) "Consumer price index" has the same meaning as in section 491
101.27 of the Revised Code.492

       (3) "Salary" does not include any portion of the cost, 493
premium, or charge for health, medical, hospital, dental, or 494
surgical benefits, or any combination of those benefits, covering 495
the chief justice of the supreme court or a justice or judge named 496
in this section and paid on the chief justice's or the justice's 497
or judge's behalf by a governmental entity.498

       Sec. 325.03.  Each county auditor shall be classified, for 499
salary purposes, according to the population of the county. All 500
county auditors shall receive annual compensation in accordance 501
with the following schedules and in accordance with section 325.18 502
of the Revised Code:503

       (B) In addition to the annual compensation that a sheriff 659
receives under this section for performing the duties of sheriff 660
prescribed by law, each sheriff shall receive in consideration of 661
the impact of Amended Substitute Senate Bill No. 2 of the 121st 662
general assembly on the workload of the sheriff, an additional 663
amount equal to one-eighth of the annual compensation that the 664
sheriff receives under division (A) of this section and section 665
325.18 of the Revised Code. This additional compensation shall be 666
paid biweekly from the county treasury if adequate funds have been 667
appropriated by the general assembly. If adequate funds have been 668
appropriated by the general assembly for the purposes of this 669
section, not later than the fifteenth day of March and September 670
of each year, the attorney general shall reimburse the fiscal 671
officer of the county the amount of additional compensation paid 672
under this division, the related amount of employer contributions 673
made under Chapter 145. of the Revised Code as required by the 674
public employees retirement board, and the related amount of the 675
payments to the social security administration for employer 676
contributions for Medicare part A. The fiscal officer shall 677
deposit the revenue in the county treasury.678

       Sec. 325.08.  Each clerk of the court of common pleas shall 679
be classified, for salary purposes, according to the population of 680
the county. All clerks of the court of common pleas shall receive 681
annual compensation in accordance with the following schedules and 682
in accordance with section 325.18 of the Revised Code:683

       (B) A prosecuting attorney in a county with a population of 890
one million one or more who does not engage in the private 891
practice of law shall receive in calendar year 2017 and in each 892
calendar year thereafter annual compensation in an amount equal to 893
the total compensation paid to a judge of the court of common 894
pleas of that county pursuant to sections 141.04 and 141.05 of the 895
Revised Code for the same calendar year, reduced by one hundred 896
dollars.897

       (C) A prosecuting attorney shall not engage in the private 898
practice of law unless before taking office the prosecuting 899
attorney notifies the board of county commissioners of the 900
intention to engage in the private practice of law.901

       A prosecuting attorney may elect to engage or not to engage 902
in the private practice of law before the commencement of each new 903
term of office, and a prosecuting attorney who engages in the 904
private practice of law who intends not to engage in the private 905
practice of law during the prosecuting attorney's next term of 906
office shall so notify the board of county commissioners. A 907
prosecuting attorney who elects not to engage in the private 908
practice of law may, for a period of six months after taking 909
office, engage in the private practice of law for the purpose of 910
concluding the affairs of private practice of law without any 911
diminution of salary as provided for in division (A) of this 912
section and in section 325.18 of the Revised Code.913

       (C)(D) As used in this section, "salary" does not include any 914
portion of the cost, premium, or charge for health, medical, 915
hospital, dental, or surgical benefits, or any combination of 916
those benefits, covering the prosecuting attorney and paid on that 917
person's behalf by a governmental entity.918

       Sec. 325.14.  (A) Each county engineer shall be classified, 919

       Such salary may be paid monthly out of the general county 1005
fund or out of the county's share of the fund derived from the 1006
receipts from motor vehicle licenses, as distributed by section 1007
4501.04 of the Revised Code, and the county's share of the fund 1008
derived from the motor vehicle fuel tax, as distributed by section 1009
5735.27 of the Revised Code, as the board of county commissioners 1010
directs, upon the warrant of the county auditor and shall be in 1011
lieu of all fees, costs, per diem or other allowances, and other 1012
perquisites, of whatever kind, which any engineer collects and 1013
receives. The engineer shall be the county tax map draftperson, 1014
but shall receive no additional compensation for performing the 1015
duties of that position. When the engineer performs service in 1016
connection with ditches or drainage works, the engineer shall 1017
charge and collect the per diem allowances or other fees provided 1018
by law and shall pay all of those allowances and fees, monthly, 1019
into the county treasury to the credit of the general county fund. 1020
The engineer shall pay into the county treasury all allowances and 1021
fees collected when the engineer performs services under sections 1022
315.28 to 315.34 of the Revised Code.1023

       (B) A county engineer may elect to engage or not to engage in 1024
the private practice of engineering or surveying before the 1025
commencement of each new term of office, and a county engineer who 1026
elects not to engage in the private practice of engineering or 1027
surveying may, for a period of six months after taking office, 1028
engage in the private practice of engineering or surveying for the 1029
purpose of concluding the affairs of private practice without any 1030
diminution of salary as provided in division (A) of this section 1031
and in section 325.18 of the Revised Code.1032

       Sec. 325.15.  (A) Each coroner shall be classified, for 1033
salary purposes, according to the population of the county. All 1034
coroners shall receive annual compensation in accordance with the 1035
following schedules and in accordance with section 325.18 of the 1036
Revised Code:1037

       (B) A coroner in a county with a population of one hundred 1103
seventy-five thousand one or more shall not engage in the private 1104
practice of medicine unless, before taking office, the coroner 1105
notifies the board of county commissioners of the intention to 1106
engage in that private practice.1107

       A coroner in a county with a population of one hundred 1108
seventy-five thousand one or more shall elect to engage or not to 1109
engage in the private practice of medicine before the commencement 1110
of each new term of office, and a coroner in such a county who 1111
engages in the private practice of medicine but who intends not to 1112
engage in the private practice of medicine during the coroner's 1113
next term of office shall so notify the board of county 1114
commissioners as specified in this division. For a period of six 1115
months after taking office, a coroner who elects not to engage in 1116
the private practice of medicine may engage in the private 1117
practice of medicine, without any reduction of the salary as 1118
provided in division (A) of this section and in section 325.18 of 1119
the Revised Code, for the purpose of concluding the affairs of the 1120
coroner's private practice of medicine.1121

       Sec. 325.18.  (A) As used in this section, "consumer price 1122
index" means the consumer price index prepared by the United 1123
States bureau of labor statistics (U.S. city average for urban 1124
wage earners and clerical workers: all items, 1982-1984=100) or, 1125
if that index is no longer published, a generally available 1126
comparable index.1127

       (B)(1) In calendar year 2003, the annual compensation amounts 1128
for county auditors under division (D) of section 325.03 of the 1129
Revised Code shall be increased by first increasing the amounts by 1130
the percentage under division (B)(1)(a) of this section then 1131
further increasing them by the percentage under division (B)(1)(b) 1132
of this section. Such percentages are:1133

       (a) The lesser of three per cent or the percentage increase, 1134
if any, in the consumer price index from October 1, 2000, to 1135
September 30, 2001, rounded to the nearest one-tenth of one per 1136
cent;1137

       (b) The lesser of three per cent or the percentage increase, 1138
if any, in the consumer price index from October 1, 2001, to 1139
September 30, 2002, rounded to the nearest one-tenth of one per 1140
cent.1141

       (2) Each calendar year from 2004 through 2008, the annual 1142
compensation of each county auditor shall be increased by the 1143
lesser of the following:1144

       (a) Three per cent;1145

       (b) The percentage increase, if any, in the consumer price 1146
index over the twelve-month period that ends on the thirtieth day 1147
of September of the immediately preceding calendar year, rounded 1148
to the nearest one-tenth of one per cent.1149

       (C) EachIn calendar year from 2002 through 20082017 and in 1150
each calendar year thereafter, the annual compensation in the 1151
immediately preceding calendar year of each county auditor, county 1152
treasurer, sheriff, clerk of the court of common pleas, county 1153
recorder, county commissioner, prosecuting attorney, other than a 1154
prosecuting attorney described in division (B) of section 325.11 1155
of the Revised Code, county engineer, and coroner shall be 1156
increased by the lesser of the following:1157

       (1) Three per cent;1158

       (2) The percentage increase, if any, in the consumer price 1159
index over the twelve-month period that ends on the thirtieth day 1160
of September of the immediately preceding calendar year, rounded 1161
to the nearest one-tenth of one per cent.1162

       (D)(C) Notwithstanding this section and sections 325.06, 1163
325.11, 325.14, and 325.15 of the Revised Code, when computing a 1164
salary for any elected county officer under any of those sections, 1165
if the population range for the class under which the officer is 1166
to be compensated is not the same as the population range for that 1167
class for any other such elected county office, the class at which 1168
the officer's salary is determined shall be the highest class at 1169
which any officer from that same county is compensated under the 1170
population range applicable to that officer.1171

       Sec. 505.24. Each(A) In calendar year 2015, each township 1172
trustee is entitled to compensation as follows:1173

       (A) Except as otherwise provided in division (B) of this 1174
section,in an amount for each day of service in the business of 1175
the township, to be paid from the township treasury as follows:1176

       (1) In townships having a budget of two hundred fifty 1177
thousand dollars or less, twentythirty-seven dollars and 1178
sixty-one cents per day for not more than two hundred days;1179

       (2) In townships having a budget of more than two hundred1180
fifty thousand but not more than onefive hundred thousand 1181
dollars, twenty-fourforty-three dollars and fifty-five cents per 1182
day for not more than two hundred days;1183

       (3) In townships having a budget of more than onefive1184
hundred thousand but not more than twoseven hundred fifty 1185
thousand dollars, twenty-eightforty-six dollars and fifty1186
nineteen cents per day for not more than two hundred days;1187

       (4) In townships having a budget of more than twoseven1188
hundred fifty thousand but not more than one million five hundred 1189
thousand dollars, thirty-threefifty-two dollars and 1190
seventy-eight cents per day for not more than two hundred days;1191

       (5) In townships having a budget of more than one million1192
five hundred thousand but not more than seventhree million five1193
hundred fifty thousand dollars, thirty-fivefifty-eight dollars 1194
and six cents per day for not more than two hundred days;1195

       (6) In townships having a budget of more than seventhree 1196
million five hundred fifty thousand but not more than onesix1197
million five hundred thousand dollars, fortysixty-three dollars 1198
and thirty-three cents per day for not more than two hundred days;1199

       (7) In townships having a budget of more than onesix million 1200
five hundred thousand but not more than threeten million five 1201
hundred thousand dollars, forty-foureighty-two dollars and seven 1202
cents per day for not more than two hundred days;1203

       (8) In townships having a budget of more than threeten1204
million five hundred thousand dollars but not more than six 1205
million dollars, forty-eightone hundred five dollars and 1206
fifty-one cents per day for not more than two hundred days;1207

       (9) In townships having a budget of more than six million 1208
dollars, fifty-two dollars per day for not more than two hundred 1209
days.1210

       (B) Beginning inIn calendar year 19992016 and in each 1211
calendar year thereafter, the amounts paid as specified in 1212
division (A) of this section shall be replaced by the following 1213
amounts:1214

       (1) In calendar year 1999, the amounts specified in division 1215
(A) of this section increased by three per cent;1216

       (2) In calendar year 2000, the amounts determined under 1217
division (B)(1) of this section increased by three per cent;1218

       (3) In calendar year 2001, the amounts determined under 1219
division (B)(2) of this section increased by three per cent;1220

       (4) In calendar year 2002, except in townships having a 1221
budget of more than six million dollars, the amounts determined 1222
under division (B)(3) of this section increased by three per cent; 1223
in townships having a budget of more than six million but not more 1224
than ten million dollars, seventy dollars per day for not more 1225
than two hundred days; and in townships having a budget of more 1226
than ten million dollars, ninety dollars per day for not more than 1227
two hundred days;1228

       (5) In calendar years 2003 through 2008, the amounts 1229
determined under division (B) of this section forin the 1230
immediately preceding calendar year shall be increased by the 1231
lesser of the following:1232

       (a)(1) Three per cent;1233

       (b)(2) The percentage increase, if any, in the consumer price 1234
index over the twelve-month period that ends on the thirtieth day 1235
of September of the immediately preceding calendar year, rounded 1236
to the nearest one-tenth of one per cent;1237

       (6) In calendar year 2009 and thereafter, the amount 1238
determined under division (B) of this section for calendar year 1239
2008.1240

       As used in division (B) of this section, "consumer price 1241
index" has the same meaning as in section 325.18 of the Revised 1242
Code.1243

       (C) Whenever members of a board of township trustees are 1244
compensated per diem and not by annual salary, the board shall 1245
establish, by resolution, a method by which each member of the 1246
board shall periodically notify the township fiscal officer of the 1247
number of days spent in the service of the township and the kinds 1248
of services rendered on those days. The per diem compensation 1249
shall be paid from the township general fund or from other 1250
township funds in such proportions as the kinds of services 1251
performed may require. The notice shall be filed with the township 1252
fiscal officer and preserved for inspection by any persons 1253
interested.1254

       By unanimous vote, a board of township trustees may adopt a 1255
method of compensation consisting of an annual salary to be paid 1256
in equal monthly payments. If the office of trustee is held by 1257
more than one person during any calendar year, each person holding 1258
the office shall receive payments for only those months, and any 1259
fractions of those months, during which the person holds the 1260
office. The amount of the annual salary approved by the board 1261
shall be no more than the maximum amount that could be received 1262
annually by a trustee if the trustee were paid on a per diem basis 1263
as specified in this division, and shall be paid from the township 1264
general fund or from other township funds in such proportions as 1265
the board may specify by resolution. Each trustee shall certify 1266
the percentage of time spent working on matters to be paid from 1267
the township general fund and from other township funds in such 1268
proportions as the kinds of services performed. A board of 1269
township trustees that has adopted a salary method of compensation 1270
may return to a method of compensation on a per diem basis as 1271
specified in this division by a majority vote. Any change in the 1272
method of compensation shall be effective on the first day of 1273
January of the year following the year during which the board has 1274
voted to change the method of compensation.1275

       Sec. 507.09.  (A) Except as otherwise provided in division 1276
(D) of this sectionIn calendar year 2015, the township fiscal 1277
officer shall be entitled to compensation as follows:1278

       (1) In townships having a budget of two hundred fifty 1279
thousand dollars or less, threeten thousand fiveone hundred 1280
sixty-one dollars;1281

       (2) In townships having a budget of more than two hundred1282
fifty thousand but not more than onefive hundred thousand 1283
dollars, fivethirteen thousand five hundredsixty-four dollars;1284

       (3) In townships having a budget of more than onefive1285
hundred thousand but not more than twoseven hundred fifty 1286
thousand dollars, sevenfourteen thousand sevenfive hundred 1287
fifteen dollars;1288

       (4) In townships having a budget of more than twoseven1289
hundred fifty thousand but not more than one million five hundred 1290
thousand dollars, nineseventeen thousand ninefour hundred 1291
nineteen dollars;1292

       (5) In townships having a budget of more than one million1293
five hundred thousand but not more than seventhree million five1294
hundred fifty thousand dollars, eleventwenty thousand three 1295
hundred twenty-one dollars;1296

       (6) In townships having a budget of more than seventhree 1297
million five hundred fifty thousand but not more than onesix1298
million five hundred thousand dollars, thirteentwenty-one1299
thousand twoseven hundred seventy-three dollars;1300

       (7) In townships having a budget of more than onesix million 1301
five hundred thousand but not more than threeten million five 1302
hundred thousand dollars, fifteentwenty-four thousand fournine1303
hundred eighty-eight dollars;1304

       (8) In townships having a budget of more than threeten1305
million five hundred thousand dollars but not more than six 1306
million dollars, sixteentwenty-eight thousand fivenine hundred 1307
nine dollars;1308

       (9) In townships having a budget of more than six million 1309
dollars, seventeen thousand six hundred dollars.1310

       (B) In calendar year 2016 and in each calendar year 1311
thereafter, the compensation paid in the immediately preceding 1312
calendar year shall be increased by the lesser of the following:1313

       (1) Three per cent;1314

       (2) The percentage increase, if any, in the consumer price 1315
index over the twelve-month period that ends on the thirtieth day 1316
of September of the immediately preceding calendar year, rounded 1317
to the nearest one-tenth of one per cent.1318

       As used in division (B) of this section, "consumer price 1319
index" has the same meaning as in section 325.18 of the Revised 1320
Code.1321

       (C) Any township fiscal officer may elect to receive less 1322
than the compensation the fiscal officer is entitled to under 1323
division (A) or (B) of this section. Any township fiscal officer 1324
electing to do this shall so notify the board of township trustees 1325
in writing, and the board shall include this notice in the minutes 1326
of its next board meeting.1327

       (C)(D) The compensation of the township fiscal officer shall 1328
be paid in equal monthly payments. If the office of township 1329
fiscal officer is held by more than one person during any calendar 1330
year, each person holding the office shall receive payments for 1331
only those months, and any fractions of those months, during which 1332
the person holds the office.1333

       A township fiscal officer may be compensated from the 1334
township general fund or from other township funds based on the 1335
proportion of time the township fiscal officer spends providing 1336
services related to each fund. A township fiscal officer must 1337
document the amount of time the township fiscal officer spends 1338
providing services related to each fund by certification 1339
specifying the percentage of time spent working on matters to be 1340
paid from the township general fund or from other township funds 1341
in such proportions as the kinds of services performed.1342

       (D) Beginning in calendar year 1999, the township fiscal 1343
officer shall be entitled to compensation as follows:1344

       (1) In calendar year 1999, the compensation specified in 1345
division (A) of this section increased by three per cent;1346

       (2) In calendar year 2000, the compensation determined under 1347
division (D)(1) of this section increased by three per cent;1348

       (3) In calendar year 2001, the compensation determined under 1349
division (D)(2) of this section increased by three per cent;1350

       (4) In calendar year 2002, except in townships having a 1351
budget of more than six million dollars, the compensation 1352
determined under division (D)(3) of this section increased by 1353
three per cent; in townships having a budget of more than six 1354
million but not more than ten million dollars, nineteen thousand 1355
eight hundred ten dollars; and in townships having a budget of 1356
more than ten million dollars, twenty thousand nine hundred 1357
dollars;1358

       (5) In calendar year 2003, the compensation determined under 1359
division (D)(4) of this section increased by three per cent or the 1360
percentage increase in the consumer price index as described in 1361
division (D)(7)(b) of this section, whichever percentage is lower;1362

       (6) In calendar year 2004, except in townships having a 1363
budget of more than six million dollars, the compensation 1364
determined under division (D)(5) of this section for the calendar 1365
year 2003 increased by three per cent or the percentage increase 1366
in the consumer price index as described in division (D)(7)(b) of 1367
this section, whichever percentage is lower; in townships having a 1368
budget of more than six million but not more than ten million 1369
dollars, twenty-two thousand eighty-seven dollars; and in 1370
townships having a budget of more than ten million dollars, 1371
twenty-five thousand five hundred fifty-three dollars;1372

       (7) In calendar years 2005 through 2008, the compensation 1373
determined under division (D) of this section for the immediately 1374
preceding calendar year increased by the lesser of the following:1375

       (a) Three per cent;1376

       (b) The percentage increase, if any, in the consumer price 1377
index over the twelve-month period that ends on the thirtieth day 1378
of September of the immediately preceding calendar year, rounded 1379
to the nearest one-tenth of one per cent;1380

       (8) In calendar year 2009 and thereafter, the amount 1381
determined under division (D) of this section for calendar year 1382
2008.1383

       As used in this division, "consumer price index" has the same 1384
meaning as in section 325.18 of the Revised Code.1385

       Sec. 3501.12. (A) The annual compensation of members of the 1386
board of elections shall be determined on the basis of the 1387
population of the county according to the next preceding federal 1388
census, and shall be paid monthly out of the appropriations made 1389
to the board and upon vouchers or payrolls certified by the 1390
chairperson, or a member of the board designated by it, and 1391
countersigned by the director or in the director's absence by the 1392
deputy director. Upon presentation of any such voucher or payroll, 1393
the county auditor shall issue a warrant upon the county treasurer 1394
for the amount thereof as in the case of vouchers or payrolls for 1395
county offices and the treasurer shall pay such warrant.1396

       (A) Except as provided in divisions (B) and (C) of this 1397
section(B) In calendar year 2014, the amount of annual 1398
compensation of memberseach member of the board of elections1399
shall be as follows:1400

       (1) Eighty-fiveNinety-two dollars and eighty-nine cents for 1401
each full one thousand of the first one hundred thousand 1402
population;1403

       (2) FortyForty-four dollars and fiftytwenty-six cents for 1404
each full one thousand of the second one hundred thousand 1405
population;1406

       (3) Twenty-twoTwenty-four dollars and four cents for each 1407
full one thousand of the third one hundred thousand population;1408

       (4) SixSeven dollars and seventy-fivethirty-seven cents for 1409
each full one thousand above three hundred thousand population.1410

       (B) Except as provided in division (C) of this section(C) In 1411
calendar year 2014, the compensation of a member of the board 1412
shall not be less than three thousand threesix hundred 1413
seventy-fiveeighty-seven dollars and shall not exceed twenty1414
twenty-one thousand eight hundred fifty-five dollars annually.1415

       (C) In calendar year 2001, the annual compensation of each 1416
member of the board shall be computed after increasing the dollar 1417
amounts specified in divisions (A) and (B) of this section by 1418
three per cent.1419

       (D) In calendar year 2002, the annual compensation of each 1420
member of the board shall be computed after increasing by three 1421
per cent the dollar amounts used to compute the compensation of a 1422
member under division (C) of this section.1423

       (E) In calendar year 2003 and thereafter, the annual 1424
compensation of each member of the board shall be computed after 1425
increasing by three per cent the dollar amounts used to compute 1426
the compensation of a member under division (D) of this section1427

       (D) In calendar year 2015, the annual compensation of each 1428
member of the board shall be computed after increasing the dollar 1429
amounts specified in divisions (B) and (C) of this section by five 1430
per cent. Such compensation shall not be less than four thousand 1431
eight hundred thirty dollars.1432

       (E) In calendar year 2016, the annual compensation of each 1433
member of the board shall be computed after increasing the dollar 1434
amounts specified in division (D) of this section by five per 1435
cent. Such compensation shall not be less than six thousand 1436
dollars.1437

       (F) In calendar year 2017 and in each calendar year 1438
thereafter, the annual compensation in the immediately preceding 1439
calendar year of each member of the board shall be increased by 1440
the lesser of the following:1441

       (1) Three per cent;1442

       (2) The percentage increase, if any, in the consumer price 1443
index over the twelve-month period that ends on the thirtieth day 1444
of September of the immediately preceding calendar year, rounded 1445
to the nearest one-tenth of one per cent.1446

       As used in this section, "consumer price index" has the same 1447
meaning as in section 325.18 of the Revised Code.1448

       For the purposes of this section, members of boards of 1449
elections shall be deemed to be appointed and not elected, and 1450
therefore not subject to Section 20 of Article II of the Ohio 1451
Constitution.1452

       Section 2.  That existing sections 101.27, 141.011, 141.04, 1453
325.03, 325.04, 325.06, 325.08, 325.09, 325.10, 325.11, 325.14, 1454
325.15, 325.18, 505.24, 507.09, and 3501.12 of the Revised Code 1455
are hereby repealed.1456

       OPERATING EXPENSES - JUDICIARY/SUPREME COURT1479

       Of the foregoing appropriation item 005321, Operating 1480
Expenses - Judiciary/Supreme Court, up to $206,770 in each fiscal 1481
year may be used to support the functions of the State Criminal 1482
Sentencing Council.1483

       LAW-RELATED EDUCATION1484

       The foregoing appropriation item 005406, Law-Related 1485
Education, shall be distributed directly to the Ohio Center for 1486
Law-Related Education for the purposes of providing continuing 1487
citizenship education activities to primary and secondary 1488
students, expanding delinquency prevention programs, increasing 1489
activities for at-risk youth, and accessing additional public and 1490
private money for new programs.1491

       OHIO COURTS TECHNOLOGY INITIATIVE1492

       The foregoing appropriation item 005409, Ohio Courts 1493
Technology Initiative, shall be used to fund an initiative by the 1494
Supreme Court to facilitate the exchange of information and 1495
warehousing of data by and between Ohio courts and other justice 1496
system partners through the creation of an Ohio Courts Network, 1497
the delivery of technology services to courts throughout the 1498
state, including the provision of hardware, software, and the 1499
development and implementation of educational and training 1500
programs for judges and court personnel, and operation of the 1501
Commission on Technology and the Courts by the Supreme Court for 1502
the promulgation of statewide rules, policies, and uniform 1503
standards, and to aid in the orderly adoption and comprehensive 1504
use of technology in Ohio courts.1505

       CONTINUING JUDICIAL EDUCATION1506

       The Continuing Judicial Education Fund (Fund 6720) shall 1507
consist of fees paid by judges and court personnel for attending 1508
continuing education courses and other gifts and grants received 1509
for the purpose of continuing judicial education. The foregoing 1510
appropriation item 005601, Continuing Judicial Education, shall be 1511
used to pay expenses for continuing education courses for judges 1512
and court personnel. If it is determined by the Administrative 1513
Director of the Supreme Court that additional appropriations are 1514
necessary, the amounts are hereby appropriated.1515

       No money in Fund 6720 shall be transferred to any other fund 1516
by the Director of Budget and Management or the Controlling Board. 1517
Interest earned on money in Fund 6720 shall be credited to the 1518
fund.1519

       FEDERAL GRANTS1520

       The Federal Grants Fund (Fund 3J00) shall consist of grants 1521
and other moneys awarded to the Supreme Court (The Judiciary) by 1522
the United States Government or other entities that receive the 1523
moneys directly from the United States Government and distribute 1524
those moneys to the Supreme Court (The Judiciary). The foregoing 1525
appropriation item 005603, Federal Grants, shall be used in a 1526
manner consistent with the purpose of the grant or award. If it is 1527
determined by the Administrative Director of the Supreme Court 1528
that additional appropriations are necessary, the amounts are 1529
hereby appropriated.1530

       No money in Fund 3J00 shall be transferred to any other fund 1531
by the Director of Budget and Management or the Controlling Board. 1532
However, interest earned on money in Fund 3J00 shall be credited 1533
or transferred to the General Revenue Fund.1534

       ATTORNEY SERVICES1535

       The Attorney Services Fund (Fund 4C80), formerly known as the 1536
Attorney Registration Fund, shall consist of money received by the 1537
Supreme Court (The Judiciary) pursuant to the Rules for the 1538
Government of the Bar of Ohio. In addition to funding other 1539
activities considered appropriate by the Supreme Court, the 1540
foregoing appropriation item 005605, Attorney Services, may be 1541
used to compensate employees and to fund appropriate activities of 1542
the following offices established by the Supreme Court: the Office 1543
of Disciplinary Counsel, the Board of Commissioners on Grievances 1544
and Discipline, the Clients' Security Fund, and the Attorney 1545
Services Division. If it is determined by the Administrative 1546
Director of the Supreme Court that additional appropriations are 1547
necessary, the amounts are hereby appropriated.1548

       No money in Fund 4C80 shall be transferred to any other fund 1549
by the Director of Budget and Management or the Controlling Board. 1550
Interest earned on money in Fund 4C80 shall be credited to the 1551
fund.1552

       COURT INTERPRETER CERTIFICATION1553

       The Court Interpreter Certification Fund (Fund 5HT0) shall 1554
consist of money received by the Supreme Court (The Judiciary) 1555
pursuant to Rules 80 through 87 of the Rules of Superintendence 1556
for the Courts of Ohio. The foregoing appropriation item 005617, 1557
Court Interpreter Certification, shall be used to provide 1558
training, to provide the written examination, and to pay language 1559
experts to rate, or grade, the oral examinations of those applying 1560
to become certified court interpreters. If it is determined by the 1561
Administrative Director that additional appropriations are 1562
necessary, the amounts are hereby appropriated.1563

       No money in Fund 5HT0 shall be transferred to any other fund 1564
by the Director of Budget and Management or the Controlling Board. 1565
Interest earned on money in Fund 5HT0 shall be credited to the 1566
fund.1567

       COUNTY LAW LIBRARY RESOURCES BOARD1568

       The Statewide Consortium of County Law Library Resources 1569
Boards Fund (Fund 5JY0) shall consist of moneys deposited pursuant 1570
to section 307.515 of the Revised Code into a county's law library 1571
resources fund and forwarded by that county's treasurer for 1572
deposit in the state treasury pursuant to division (E)(1) of 1573
section 3375.481 of the Revised Code. The foregoing appropriation 1574
item 005620, County Law Library Resources Board, shall be used for 1575
the operation of the Statewide Consortium of County Law Library 1576
Resources Boards. If it is determined by the Administrative 1577
Director of the Supreme Court that additional appropriations are 1578
necessary, the amounts are hereby appropriated.1579

        No money in Fund 5JY0 shall be transferred to any other fund 1580
by the Director of Budget and Management or the Controlling Board. 1581
Interest earned on money in Fund 5JY0 shall be credited to the 1582
fund.1583

       GRANTS AND AWARDS1584

       The Grants and Awards Fund (Fund 5T80) shall consist of 1585
grants and other money awarded to the Supreme Court (The 1586
Judiciary) by the State Justice Institute, the Division of 1587
Criminal Justice Services, or other entities. The foregoing 1588
appropriation item 005609, Grants and Awards, shall be used in a 1589
manner consistent with the purpose of the grant or award. If it is 1590
determined by the Administrative Director of the Supreme Court 1591
that additional appropriations are necessary, the amounts are 1592
hereby appropriated.1593

       No money in Fund 5T80 shall be transferred to any other fund 1594
by the Director of Budget and Management or the Controlling Board. 1595
However, interest earned on money in Fund 5T80 shall be credited 1596
or transferred to the General Revenue Fund.1597

       SUPREME COURT ADMISSIONS1598

       The foregoing appropriation item 005606, Supreme Court 1599
Admissions, shall be used to compensate Supreme Court employees 1600
who are primarily responsible for administering the attorney 1601
admissions program under the Rules for the Government of the Bar 1602
of Ohio, and to fund any other activities considered appropriate 1603
by the court. Moneys shall be deposited into the Supreme Court 1604
Admissions Fund (Fund 6A80) under the Supreme Court Rules for the 1605
Government of the Bar of Ohio. If it is determined by the 1606
Administrative Director of the Supreme Court that additional 1607
appropriations are necessary, the amounts are hereby appropriated.1608

       No money in Fund 6A80 shall be transferred to any other fund 1609
by the Director of Budget and Management or the Controlling Board. 1610
Interest earned on money in Fund 6A80 shall be credited to the 1611
fund.1612

       Section 4.  That existing Section 307.10 of Am. Sub. H.B. 59 1613
of the 130th General Assembly is hereby repealed.1614

       Section 5.  This act is an emergency measure necessary for 1615
the immediate preservation of the public peace, health, and 1616
safety. The reason for such necessity is to comply with Article 1617
II, Section 20 of the Ohio Constitution, which prohibits in-term 1618
salary adjustments, by enacting legislation in 2014 that adjusts 1619
the salaries of General Assembly members, statewide elected 1620
executive officers, elected county officials, and township 1621
trustees and fiscal officers elected for terms beginning 2015 and 1622
thereafter. Therefore, this act goes into immediate effect.1623
