To amend section 3303.41 of the Revised Code to | 1 |

meeting space, equipment, and furniture to the | 6 |

Section 1. That section 3303.41 of the Revised Code be | 8 |
amended to read as follows: | 9 |
Sec. 3303.41. (A) There is hereby created the governor's | 10 |
council on people with disabilities. The council shall consist of | 11 |
twenty-one members of which the majority shall be people with | 12 |
disabilities as defined in this section, appointed by the governor | 13 |
for a term of three years except that for initial appointments, | 14 |
seven members shall be appointed for a term of one year, seven | 15 |
members shall be appointed for a term of two years, and seven | 16 |
members shall be appointed for a term of three years. Members may | 17 |
succeed themselves not more than one time. A member shall continue | 18 |
in office subsequent to the expiration of the member's term until | 19 |
the member's successor takes office. The governor shall

subsequent to the expiration of the chairperson's term until the | 24 |
chairperson's successor takes office. Members of the council shall | 25 |
serve without compensation, but shall be paid the actual and | 26 |
necessary expenses they incur in the performance of their duties. | 27 |
(B) The council shall meet at least six times annually at | 28 |
such times and places as may be designated by the chairperson. | 29 |

(1) One professional staff person | 36 |
executive secretary | 37 |
the council; | 38 |
(2) Any meeting space, office furniture, and equipment that | 39 |
are necessary for the council to fulfill its duties. | 40 |
(D) The council shall have the following powers: | 41 |

employment of the handicapped; | 43 |
| 44 |
private in locating or developing employment opportunities for | 45 |
people with disabilities; | 46 |
| 47 |
at the community level; | 48 |
| 49 |
coordinate their activities for the purpose of securing maximum | 50 |
utilization of funds and efforts that benefit people with | 51 |
disabilities; | 52 |

employers, unions, and rehabilitation agencies, bureaus, and | 54 |
organizations both public and private with a specific goal to | 55 |
facilitate employment of people with disabilities; | 56 |

office directly and as needed to the general assembly on issues | 58 |
relating to the needs, problems, and other concerns of people with | 59 |
disabilities; | 60 |

with the abilities and accomplishments of people with | 62 |
disabilities; | 63 |

to make buildings used by the public accessible and useable by | 65 |
persons with physical limitations; | 66 |

conduct of its own business. | 68 |
(E) The council shall annually report to the governor on | 69 |
council activities and on the state of the people of this state | 70 |
with disabilities. This report may include any recommendations | 71 |
believed necessary or desirable to carry out the purposes of this | 72 |
section. | 73 |
(F) As used in this section, "person with a disability" means | 74 |
any individual who has a disability or condition that, regardless | 75 |
of its physical or mental origin, imposes a functional limitation. | 76 |
(G) It shall be lawful for any public employee or officer to | 77 |
serve as a member of the council. | 78 |
Section 2. That existing section 3303.41 of the Revised Code | 79 |
is hereby repealed. | 80 |
