To amend section 3781.109 of the Revised Code to | 1 |
require public buildings to have at least one rest | 2 |
room facility with an adult changing station. | 3 |
Section 1. That section 3781.109 of the Revised Code be | 4 |
amended to read as follows: | 5 |
Sec. 3781.109. (A) The board of building standards shall | 6 |
adopt rules governing the number of water closets required to be | 7 |
installed in women's and men's rest room facilities in buildings | 8 |
or parts of buildings used for assembly purposes in accordance | 9 |
with the standards specified under a national model plumbing code | 10 |
that is consistent with rules adopted by the board pursuant to | 11 |
division (A) of section 3781.10 of the Revised Code. | 12 |
(B) The rules adopted by the board pursuant to division (A) | 13 |
of section 3781.10 of the Revised Code shall require every | 14 |
building constructed on or after January 1, 2016, that is used for | 15 |
assembly purposes to have at least one rest room facility with an | 16 |
adult changing table. The table shall meet all of the following | 17 |
criteria: | 18 |
(1) The adult changing table has a weight capacity of at | 19 |
least four hundred pounds. | 20 |
(2) The adult changing table has a minimum length of at least | 21 |
seventy-two inches and a minimum width of eighteen inches from the | 22 |
wall. | 23 |
(3) The adult changing table sits at a minimum height of | 24 |
eighteen inches. | 25 |
(4) The adult changing table is in an enclosed space that | 26 |
fits the table in an open position, a wheelchair, and a caregiver. | 27 |
(5) The adult changing table is made of a material that is | 28 |
suitable for use in a wet area. | 29 |
(C) For purposes of this section | 30 |
(1) A building or part of a building is used for assembly | 31 |
purposes when the use of the building or part of a building | 32 |
conforms to assembly usage as adopted by rule under division (A) | 33 |
of section 3781.10 of the Revised Code. | 34 |
(2) "Adult changing table" means a wall mounted, folding | 35 |
ergonomic table for special needs diapering of adults. | 36 |
Section 2. That existing section 3781.109 of the Revised Code | 37 |
is hereby repealed. | 38 |
