A BILL
To establish the Course and Program Sharing Network 1
and to make an appropriation.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  All items in this act are hereby appropriated as 3
designated out of any moneys in the state treasury to the credit 4
of the General Revenue Fund. For all appropriations made in this 5
act, those in the first column are for fiscal year 2014 and those 6
in the second column are for fiscal year 2015. The appropriations 7
made in this act are in addition to any other appropriations made 8
for the FY 2014-FY 2015 biennium.9

       COURSE AND PROGRAM SHARING NETWORK15

       The foregoing appropriation item 235485, Course and Program 16
Sharing Network, shall be used to support the Course and Program 17
Sharing Network administered by the Chancellor of the Board of 18
Regents. The Network shall consist of course-share programs that 19
share existing curricula, increase course availability, and avoid 20
unnecessary course duplication. Programs shall be developed 21
through agreements among Ohio colleges, universities, and adult 22
career centers. The Chancellor shall develop administrative rules 23
and procedures for course-share programs and the Network.24

        Of the foregoing appropriation item 235485, Course and 25
Program Sharing Network, $149,500 in fiscal year 2014 shall be 26
used by the Chancellor for the administration of the Course and 27
Program Sharing Network.28

        Of the foregoing appropriation item 235485, Course and 29
Program Sharing Network, $300,000 in fiscal year 2014 shall be 30
used by the Chancellor to provide incentive grants to pay a 31
portion of the cost of developing a course-share program. The 32
Chancellor shall develop rules and procedures for the distribution 33
of grants that will encourage network partners to establish course 34
sharing programs.35

       Section 2.  Within the limits set forth in this act, the 36
Director of Budget and Management shall establish accounts 37
indicating the source and amount of funds for each appropriation 38
made in this act, and shall determine the form and manner in which 39
appropriation accounts shall be maintained. Expenditures from 40
appropriations contained in this act shall be accounted for as 41
though made in the main operating appropriations act of the 130th 42
General Assembly.43

       The appropriations made in this act are subject to all 44
provisions of the main operating appropriations act of the 130th 45
General Assembly that are generally applicable to such 46
appropriations. 47

       Section 3. Sections 1 and 2 of this act are not subject to 48
the referendum. Therefore, under Ohio Constitution, Article II, 49
Section 1d and section 1.471 of the Revised Code, these sections 50
go into immediate effect when this act becomes law.51
