A BILL
To amend section 3379.03 and to enact section 3379.12 1
of the Revised Code to create the position of Ohio 2
Poet Laureate.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3379.03 be amended and section 4
3379.12 of the Revised Code be enacted to read as follows:5

       Sec. 3379.03.  The Ohio arts council shall:6

       (A) Conduct a survey of the cultural and artistic resources 7
and needs of the state and maintain a continuing inventory of such 8
resources;9

       (B) Develop a plan for better and fuller use and enjoyment of 10
the state's cultural and artistic resources by all the people of 11
the state;12

       (C) Assess the role of the arts in the growth and development 13
of the state;14

       (D) Report at least biennially to the governor and the 15
general assembly on the state of the arts. Such report may include 16
recommendations based on the council's surveys.17

       (E) Administer the per cent for arts program pursuant to 18
section 3379.10 of the Revised Code;19

       (F) Establish guidelines for the administration of the 20
council's duties that pertain to the position of Ohio poet 21
laureate pursuant to section 3379.12 of the Revised Code and for 22
the qualifications of the Ohio poet laureate appointed under that 23
section.24

       Sec. 3379.12. (A) The position of Ohio poet laureate is 25
hereby created. The Ohio poet laureate shall be appointed by the 26
governor from a list of not less than three candidates recommended 27
by the Ohio arts council based on qualifications developed by the 28
arts council under division (F) of section 3379.03 of the Revised 29
Code. The arts council shall submit its list of candidates to the 30
governor not less than ninety days prior to the beginning of the 31
Ohio poet laureate's term of office.32

        (B) The term of office for the Ohio poet laureate shall be 33
for two years. The initial term shall begin on January 1, 2016.34

       (C) In the event of the death, resignation, or any other 35
vacancy or inability to perform the duties of Ohio poet laureate 36
during an individual's unexpired term of office, not later than 37
sixty days after the vacancy occurs, the Ohio arts council shall 38
recommend a candidate to the governor to serve as poet laureate 39
for the remainder of that unexpired term of office.40

       (D) An individual may be reappointed to subsequent terms of 41
office, at the discretion of the governor. 42

       Section 2. That existing section 3379.03 of the Revised Code 43
is hereby repealed.44
