A CONCURRENT RESOLUTION
To urge the President of the United States and the 1
Congress of the United States to oppose the 2
Freedom of Choice Act if introduced again during 3
the 111th Congress.4


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, The Freedom of Choice Act (H.R. 1964 and S. 1173 of 5
the 110th Congress) was introduced on April 19, 2007, and sought a 6
declaration that it is the policy of the United States that every 7
woman has the fundamental right to choose to bear a child, 8
terminate a pregnancy prior to fetal viability, or terminate a 9
pregnancy after fetal viability when necessary to protect her life 10
or her health, and also sought a prohibition on federal, state, or 11
local governmental entities from denying or interfering with a 12
woman's right to exercise such choices or discriminating against 13
the exercise of those rights in the regulation or provision of 14
benefits, facilities, services, or information; and15

       WHEREAS, The Freedom of Choice Act is a radical attempt to 16
enshrine abortion-on-demand into American law, to sweep aside 17
existing laws that the majority of Americans support, such as 18
requirements involving fully informed consent, parental 19
involvement, and that licensed physicians perform abortions, and 20
seeks to prevent states from enacting similar protective measures 21
in the future; and22

       WHEREAS, The Freedom of Choice Act is a cynical attempt to 23
prematurely end the debate over abortion and declare "victory" in 24
the face of mounting evidence that the American public does not 25
support the vast majority of abortions being performed in the 26
United States each year and that abortion has a substantial 27
negative impact on women; and28

       WHEREAS, Thirty-six years after Roe v. Wade, 410 U.S. 29
113(1973) abortion supporters are dismayed that abortion remains a 30
divisive issue and that their radical agenda has not been 31
submissively accepted by the American public; now therefore be it32

       RESOLVED, That we, the members of the 128th General Assembly 33
of the State of Ohio, urge the President of the United States and 34
the Congress of the United States to oppose the Freedom of Choice 35
Act, should it or similar legislation be introduced during the 36
111th Congress; and be it further37

       RESOLVED, That the Clerk of the House of Representatives 38
transmit duly authenticated copies of this resolution to the 39
President of the United States, the Speaker and Clerk of the 40
United States House of Representatives, the President Pro Tempore 41
and the Secretary of the United States Senate, the members of the 42
Ohio Congressional delegation, the Governor of the State of Ohio, 43
and the news media of Ohio.44
