A CONCURRENT RESOLUTION
To urge the Congress, President of the United States, 1
and the Secretary of Transportation to utilize 2
Ohio's skilled labor, industrial resources, and 3
transportation system to manufacture and 4
rehabilitate passenger rail cars and components 5
under the American Recovery and Reinvestment Act.6


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, The American Recovery and Reinvestment Act of 2009, 7
signed into law by President Obama on February 17th, 2009, is an 8
extraordinary effort to strengthen our economy and develop or save 9
millions of jobs; and10

       WHEREAS, Transportation systems are a critical component of 11
the American Recovery and Reinvestment Act, capable of 12
facilitating economic growth by moving people to jobs and goods to 13
the marketplace while offering high-quality employment in related 14
industries; and15

       WHEREAS, The American Recovery and Reinvestment Act funds 16
high-speed and conventional passenger rail at unprecedented 17
levels, including funding for the manufacture, rehabilitation, 18
remanufacture, and overhaul of rail rolling stock; and19

       WHEREAS, Ohio suffers from unemployment rates substantially 20
higher than nationwide rates but possesses a highly skilled labor 21
force more than capable of competitively manufacturing rail cars; 22
and23

       WHEREAS, Ohio also possesses the manufacturing facilities and 24
infrastructure necessary to successfully manufacture rail cars, 25
including shuttered automobile and steel facilities that could 26
readily be adapted to produce rail cars; and27

       WHEREAS, The use of Ohio's work force and manufacturing 28
facilities to manufacture passenger rail cars will fully 29
accomplish the American Recovery and Reinvestment Act goals of 30
strengthening the economy and supporting jobs in a part of this 31
nation long suffering from the economic downturn; now therefore be 32
it33

       RESOLVED, That we, the members of the 128th General Assembly 34
of the State of Ohio, urge the Congress, President of the United 35
States, and the Secretary of Transportation to use Ohio's skilled 36
labor force and ready manufacturing facilities to manufacture, 37
rehabilitate, remanufacture, and overhaul passenger rail cars 38
under the American Recovery and Reinvestment Act; and be it 39
further40

       RESOLVED, That the Clerk of the House of Representatives 41
transmit duly authenticated copies of this resolution to the 42
President of the United States, to the Speaker and Clerk of the 43
United States House of Representatives, to the President Pro 44
Tempore and Secretary of the United States Senate, to the 45
Secretary of Transportation, to the members of the Ohio 46
Congressional delegation, and to the news media of Ohio.47
