A CONCURRENT RESOLUTION
To urge the Congress and President of the United 1
States to strongly oppose all efforts by the 2
General Motors Corporation to restructure its 3
operations by manufacturing cars in China for 4
export to the United States.5


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, The American automotive industry is a critical 6
component of the American economy, directly and indirectly 7
supporting the jobs and way of life of countless people; and8

       WHEREAS, Recognizing the importance of the automotive 9
industry in these troubled economic times, the United States 10
government has loaned billions of dollars to support it, including 11
over $15 billion to the General Motors Corporation alone; and12

       WHEREAS, In conjunction with the loans to the automotive 13
industry, the Presidential Task Force on the Auto Industry was 14
convened to discuss issues affecting the American auto industry 15
and the need for fundamental restructuring to achieve long-term 16
viability; and17

       WHEREAS, As part of its restructuring, the General Motors 18
Corporation reportedly plans to reduce its manufacturing costs by 19
increasing the number of vehicles manufactured by its facilities 20
in China and importing those vehicles into the United States by 21
2011; and22

       WHEREAS, Long-term viability for the automotive industry 23
cannot be achieved by continually shrinking American manufacturing 24
plants and the American work force; and25

       WHEREAS, Shutting American factories and shipping American 26
jobs overseas will have a devastating effect not only on those who 27
work in the automotive industry, but also upon the supporting 28
industries and surrounding communities; and29

       WHEREAS, Use of taxpayer funds to dismantle the working 30
middle class affronts equity and undermines the hope of economic 31
recovery upon which the billions of dollars loaned to General 32
Motors were premised; now therefore be it33

       RESOLVED, That we, the members of the 128th General Assembly 34
of the State of Ohio, vehemently denounce plans by the General 35
Motors Corporation to export American jobs and import Chinese-made 36
vehicles into the United States; and be it further37

       RESOLVED, That we, the members of the 128th General Assembly 38
of the State of Ohio, urge the Congress and President of the 39
United States to strongly oppose all efforts by the General Motors 40
Corporation to restructure its operations by increasing 41
manufacturing in China with the objective of importing its 42
vehicles into the United States; and be it further43

       RESOLVED, That the Clerk of the House of Representatives 44
transmit duly authenticated copies of this resolution to the 45
President of the United States, to the Speaker and Clerk of the 46
United States House of Representatives, to the President Pro 47
Tempore and Secretary of the United States Senate, to the members 48
of the Ohio Congressional delegation, and to the news media of 49
Ohio.50
